INTRODUCTION AND BACKGROUND
The Oakland County Board of Commissioners authorized the purchase of property in downtown
Pontiac, including two buildings located at 51111 Woodward Avenue and 31 E. Judson Street, a
parking garage, and several vacant parcels of land, in 2023 via Miscellaneous Resolutions 2023-
3203 _ 23-128 and 2023-3241 _ 23-132. A request for qualifications was issued by Oakland County
Purchasing for Construction Management Services for Office Building renovations at 31 East
Judson Street and 51111 Woodward Avenue in Pontiac, Michigan. Granger Construction was the
most qualified bidder for the services.
POLICY ANALYSIS
The RFQ for construction management services was issued April 24, 2024. Per the RFQ: The
County has purchased an unoccupied office building located at 31 E Judson and anticipates
occupying the facility in end of Spring 2026, but the County reserves its right to change this date.
The County plans to undertake a renovation effort of the building prior to occupancy. County
operations from several other County buildings will be moving into the newly renovated facility. The
County occupants will be in private and open plan offices. Conference/meeting areas, circulation
areas, and other support areas may also be planned. Site, exterior building, and systems upgrades
are also anticipated.
The proposed project is expected to consist of the following components:
31 E Judson
It is anticipated the project scope could involve the substantial renovation of the approximately
200,000 sf, 8 story building, and below grade level, at building 31 E Judson St, Pontiac MI. It is
expected most of the interior partition, ceiling and floor systems and materials will be removed
and replaced. In addition, the HVAC equipment and control systems as well as electrical and
security systems may be replaced with state-of-the-art systems. During the preconstruction
phase of the project the AE/CM will assist in evaluation of the entire building including its MEP
systems, facilitate master planning and space planning, examine and recommend actions and
offer prioritization options. It is anticipated some building envelope work and site work will be
included in the project scope. The CM will review the project for construction feasibility, cost
estimating, market availability of materials and equipment, scheduling and other services listed
per the RFQ.
51111 Woodward
It is anticipated that the project scope could involve minor interior and exterior renovation of
approximately 70,000 sf, primarily implemented on floor levels 6, 7 and 8. The total building sf is
approximately 191,000 sf. This facility is also 8 stories, however, without a below grade floor
level. During the preconstruction phase of the project, the AE/CM will assist in evaluation of the
specific building floor level areas and ancillary spaces, facilitate master planning and space
planning, examine and recommend actions and offer prioritization options. It is anticipated some
building envelope work and an exterior component will be included in the project scope. Specific
site work is not anticipated at this facility. The CM will review the project for construction
feasibility, cost estimating, market availability of materials and equipment, scheduling, and other
services listed per the RFQ.

Chair and Members of the Board:
WHEREAS the Oakland County Board of Commissioner authorized the purchase property in
downtown Pontiac, including two buildings located at 51111 Woodward Avenue and 31 E. Judson
Street, a parking garage, and several vacant parcels of land, in 2023 via Miscellaneous Resolutions
2023-3203 _ 23-128 and 2023-3241 _ 23-132; and
WHEREAS a Request for Qualifications was issued via Oakland County Purchasing for Construction
Management Services for Office Building renovations at 31 East Judson Street and 51111 Woodward
Avenue in Pontiac, Michigan; and
WHEREAS Granger Construction was the most qualified bidder for the aforementioned Services;
and
WHEREAS funding in the amount of $2,739,000 is available for transfer from the Strategic
Investment Plan Assigned Fund Balance (GL Account 383554) to the Pontiac Development Fund
(#42110) for a Construction Management Services contract.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners authorizes an appropriation
in the amount of $2,739,000 from the General Fund Strategic Investment Plan Assigned Fund
Balance (GL Account #383554) for the Construction Management Services contract with Granger
Construction, which contract will be based on an Owner/Construction Manager contract form A133-
2019, Standard Form of Agreement Between Owner and Construction Manager as Constructor where
the basis of payment is the Cost of the Work Plus Fee with GMP (guaranteed maximum price) for
construction phase services and a fixed fee for pre-construction services.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the transfer of $2,739,000
from the General Fund Strategic Investment Plan Assigned Fund Balance (GL Account #383554) to
the Pontiac Development Fund (#42110) as detailed in the attached Schedule A - Budget
Amendment for the Construction Management Services contract.
BE IT FURTHER RESOLVED all contract amendments/change orders to the aforementioned
contract shall be approved pursuant to the County Purchasing Policies and Procedures, including
approval of additional funding by the Board of Commissioners when needed.
