ITEM CATEGORY SPONSORED BY Resolution Yolanda Smith Charles INTRODUCTION AND BACKGROUND The Building Management System (BMS) is critical to the effective and efficient operation of building systems, including heating and cooling, air handlers, dampers, temperature monitoring, controls, etc. The BMS implementation will include the replacement of antiquated controls systems, installation of new HVAC controls and components, and new temperature control sensors, providing optimum air quality and occupant comfort. In accordance with Purchasing Division policies and procedures, Facilities Maintenance and Operations (FM&O) and Purchasing solicited bids for a BMS solution implementer and after a thorough review process by a team of evaluators that included Information Technology (IT), FM&O, and Purchasing. Limbach Company LLC., provided the best value bid. The total project cost is $600,000, including $550,000 for materials and installation from Limbach Company, LLC., $40,000 for mechanical and electrical engineering services from Hooker DeJong, INC., $10,000 for contingency. Funding in the amount of $600,000 is available for transfer from the FY 2025 Capital Improvement Program/Building Fund (#40100) to the Project Work Order Fund (#40400) for the Building Management System (BMS) Phase Eight Replacement Project. POLICY ANALYSIS This is a request for approval of the eighth phase of the Building Maintenance System (BMS). Segments of the current BMS are over 35 years old, and superseded by newer, more advanced hardware and software solutions. The Board has previously approved the pilot phase, and phases one through seven to replace the BMS at County facilities. The proposed Building Management System (BMS) Phase 8 focuses on completing the Courthouse West Wing implementation (currently in progress via BMS Phase 7) and starting partial BMS implementation at the Jail. The Courthouse Tower, West Wing Extension (WWE), and Auditorium were implemented in previous BMS phases. The estimated implementation timeframe is 11 months. Future BMS phases & funding will be required to fully implement throughout the Jail complex due to the building size and HVAC complexity.
