On behalf of the State Court Administrative Office (SCAO), I am delighted to award your court a grant in the amount of $16,000 to support your problem-solving court program. This award is for the grant period October 1, 2024, through September 30, 2025, and is contingent upon SCAO being awarded and receiving federal grant awards in the full amount requested. Your court’s fiscal year 2025 contract will be e-mailed from DocuSign to your project director, Pamela Monville. Please review the contract carefully and sign it by December 13, 2024. The budget, based on your court’s actual award, must be updated in WebGrants by November 1, 2024. Instructions for revising your budget are attached to the message your project director will receive from WebGrants. Each year we receive grant requests that greatly exceed the total amount spent in the preceding fiscal year and available funding for awards to courts. Your total grant award is based on what we believe it will cost to operate your program as you did last year plus any planned expansion, enhanced services, and/or cost increases. Additionally, SCAO will continue considering requests for grant reallocations throughout the fiscal year. A reallocation is a mid-year decrease or increase of your grant award. For example, a program that needs additional grant funding may request a reallocation to increase the September 16, 2024 Page Two program’s grant award. On the other hand, a court may not spend their entire award, and funds may be reallocated to courts needing additional funding. Reallocation requests are submitted in WebGrants, and SCAO staff review and make reallocation determinations after second-quarter claims are submitted and after third-quarter claims are submitted. A reallocation that decreases or increases a program’s grant award is based on actual prior spending and projected spending for the remainder of the fiscal year. The Michigan Supreme Court and SCAO is confident that your project will have significant impact, and we look forward to seeing continued positive outcomes. Our first grant request was in FY2020. For FY24 funding is needed to cover the part-time position that will focus on global success of the program, reporting requirements, and the DCCMIS entries/tracking necessary to maintain certification. Our program has one supervising judge and one probation officer. We can accommodate up to 20 individuals, but typically we have about 7-10 participants at any given time. We do not need a full-time program administrator, but this program nreeds to maintain a permanent part-time staff member who can handle the tracking of potential candidates, the onboarding of new participants, the discharge tracking, the exception reporting, the audits, the participation in team meetings and review hearings, and the educational and programmatic updates to the team. The court needs funding to compensate a part-time non-eligible (PTNE) Technical Office Specialist to perform DCCMIS entries, perform DCAS analysis, and otherwise handle the data collection and program administrative tasks. The court also needs funding for trainings for all team members. Drug Court Technical Aide fringe benefits are paid according to the Oakland County Merit System. The amount is projected based upon a formula and the employee's actual expenditures. Part-time non-eligible positions benefits are estimated at 5.49% of salary. Drug and Alcohol Testing: These funds requested will be used to pay for drug and alcohol testing as well as alcohol tether monitoring. For drug testing, we use both AverHealth (JAMS) and RESULTS (Oakland County Sheriff’s Office). Rates for various services are between $4 – $50 per test. Examples: AverHealth charges $6.00 for a 7-panel (instant test) which includes cannabinoids, benzodiazepines, amphetamines, cocaine, opiates, creatinine, and specific gravity. They will complete a PBT for free if the defendant shows for a regularly scheduled drug screen; however, if they are called to show up for a PBT alone, then they charge a $4.00 fee. Lab confirmations are $24.00, mouth swabs are $15.00 for a 5-panel screen, and additional testing for other substances is available using a set fee chart. Drug testing confirmations are to be paid through grant funds only if the confirmation is negative. RESULTS charges $10.00 for a 13-panel which includes Amphetamines, Barbiturates, Benzodiazepines, Marijuana, Cocaine, Methaqualone, Opiates, Phencyclidine, Methadone, Propoxypene, Buprenorphine, Oxycodone, and Tricyclic Anti-depressants.. They also test for adulterants at no additional cost. If the sample is positive and is sent to their outside lab, then they charge $20.00 for each substance they run a confirmation on. These requested funds will be used to pay for program staffers to participate in the conference including: Registration fees of up to $495.00 Cover MATCP conference registration, lodging, and meals for Leah Schiebold, mentor, VTC Probation Liaison, and defense attorney advisor.
