ITEM CATEGORY SPONSORED BY Appointment Brendan Johnson INTRODUCTION AND BACKGROUND A vacancy exists on the Oakland County Land Bank Authority due to the resignation of Jeff Campbell who represented the Oakland County Land Bank Authority as a township official. POLICY ANALYSIS Pursuant to Public Act 258 of 2003, MCL 124.773(4) and MR 22-244, 1 Township Official, 1 City Official and 1 County Resident all located in Oakland County, are appointed by the Full Board. To qualify appointees shall have economic development, housing, planning or real estate experience. Statutory Members include: County Treasurer and the County Executive (or designee). The Board of Commissioners received six (6) applications for consideration, four (4) of which were determined qualified, and one withdrew their application. In my 19 years as an appointed and elected official in Franklin, I have come to appreciate the importance of balancing development, preservation and livability in small communities. I have been able to build positive relationships with economic development leaders through our involvement with Main Street Oakland County. Learning and seeing how similar communities have tackled difficult projects has benefited recent projects in Franklin. I believe I can add value to the Land Bank Board by sharing my experience working in local government, automotive and health care to improve organization performance and benefit the larger community. Over a multi-year period, actions taken initially as part of a local initiative, eventually were adopted at all national and global locations, leaders, employees/ contractors and remained a business priority as internal functions provided support. Major Actions: Defined a vision for the organization culture that guided the multi-year effort, implemented principle-centered leadership practices for 500+ leaders; quarterly leadership team retreats, workshops and practices designed to improve executive leadership skills; individual coaching for mid-level and senior leaders. All employees were included in team development and empowerment workshops to learn about the desired culture. Progress was regularly measured and reported. Adopting to Changes in Business Operations: Internal business processes were constraining a health care provider’s efficiency and preventing improvements to their ability to manage costs. Major Actions: Worked within a multifunctional steering team to inform and maintain commitment of key stakeholders during a difficult time where adoption of new practices impacted functions not directly engaged in the project. Customer Service Improvement In the Detroit Public Library System, a new strategic organization objective was to engage all employees in improving customer service behaviors and face-to-face interactions with library patrons. Major Actions: The project included defining service expectations, working with union representatives to ensure acceptance of service standards, producing learning materials/collateral, and delivering a custom, service-focused training program for employees in high contact roles. The executive team participated in planning and delivery; HR assumed responsibility for program delivery once the project closed. Leadership Development & Coaching:  Conducted an assessment of development priorities and delivered a workshop on strengths-based leadership for Oakland County Main Street leaders and provided individual and group feedback on leadership Strengths.  Developed courses and workshops on supervision practices, Servant Leadership, team development, empowerment, employment transitions, on- offboarding, mentoring, conflict styles, emotional intelligence and Strength- based (Gallup) leadership skills.
