Motion to authorize the Oakland County Steam Tunnel Repair Project in the amount of $1,108,356;
further, authorize the transfer of funding for the Oakland County Steam Tunnel Repair Project (PRJ-
17761) in the amount of $1,108,356 from the Funds identified to the Project Work Order Fund
(#40400) as detailed in the attached Schedule A - Budget Amendment.

INTRODUCTION AND BACKGROUND
An assessment was prepared by SME for the 1.3 miles of underground steam tunnels that are
located throughout the Oakland County campus. Some of the areas that were assessed were
deemed critical and in need of immediate repair.
In accordance with Purchasing Division policies and procedures, Capital Planning and Design
(CPD) and the Purchasing Division solicited a proposal for repairs to two different sections of the
steam tunnels from annual competitively bid and selected contractors. Pullman SST, Inc., provided
the best value bid.
The total project cost is $1,108,356, including $789,405 for construction, $121,600 for professional
services, $197,351 for contingencies. Funding in the amount of $1,108,356 is available for transfer
from the FY2025 Capital Improvement Program/Building Improvement Fund (#40100) to the Project
Work Order Fund (#40400) for the Oakland County Steam Tunnel Repairs Project.
