Motion to approve the request from the City of Northville to be included in the Wayne County
Materials Management Plan and to be excluded from the Oakland County Materials Management
Plan; further, provide copies of this resolution to the City of Northville and to the Chair of the Wayne
County Board of Commissioners by the Oakland County Designated Planning Agency
Representative.

INTRODUCTION AND BACKGROUND
On January 8, 2024, the Director of the Michigan Department of Environment, Great Lakes &
Energy (EGLE) initiated the process for each county to prepare a Materials Management Plan,
under amendments to Part 115, Solid Waste Management, of the Natural Resources and
Environmental Protection Act, 1994 PA 451 (Part 115), which went into effect on March 29, 2023.
Pursuant to Part 115, a municipality located in two counties may request that the entire municipality
be included in the planning area for one of those counties and excluded from the planning area of
the other county. Such a request is to be approved by a resolution of the Board of Commissioners of
each of the affected counties. The City of Northville is located primarily in Wayne County with a
small portion in Oakland County and has requested that the city be included only in the Wayne
County Materials Management Plan.

Dear Whitney Calio,
It is our understanding that the Director of the Michigan Department of Environment, Great
Lakes & Energy (EGLE) initiated the process for each county to prepare a Materials
Management Plan (MMP), replacing existing county Solid Waste Plans.
With both Oakland County and Wayne County each preparing their own single county
Materials Management Plan, likewise in the past, the City of Northville request to be included
in the Wayne County Materials Management Plan.
