ITEM CATEGORY SPONSORED BY Grant Brendan Johnson INTRODUCTION AND BACKGROUND The Michigan Department of Licensing and Regulatory Affairs (LARA), Bureau of Construction Codes, Office of Land Survey and Remonumentation has available funding for the Remonumentation program. This is an ongoing grant from the State of Michigan Department of Licensing and Regulator Affairs that began in 1993, and Oakland County has participated every year that funding has been made available to locate and properly monument Section and Property Controlling corners as described by the Remonumentation Act as well as retrieve GPS data for all monumented corners. The Oakland County Register of Deeds is preparing to seek approval for $172,709.00. The grant period is January 1, 2025, through December 31, 2025. The grant will provide partial reimbursement for one (1) existing General Fund/General Purpose (GF/GP) Full-Time Eligible (FTE) Plat and Boundary Review Specialist position (#2010401-09329) that assists with the monitoring and administration of the program. No additional personnel or local match is required. Approximately 4,786 corners have been remonumented in Oakland County since the inception of this program. In accordance with the guidelines set forth by the Office of Land Survey and Remonumentation and the governing state statute, this grant year will be the third year that the Oakland County program will focus exclusively on maintenance of existing corners, with 90 land corners scheduled for maintenance in 2025. The grant agreement has completed the Grant Review Process and is in compliance with Miscellaneous Resolution #19006. POLICY ANALYSIS Acceptance of this grant does not obligate the County to any future commitment, and continuation of this program is contingent upon future levels of grant funding. A future budget amendment will be included with the Grant Award; therefore, a FY 2025 budget amendment is not recommended at this time. The grant compensates the County Surveyor to administer the program and funds 40% up front and 60% upon completion, usually in August of the following year. BUDGET AMENDMENT REQUIRED: No Committee members can contact Barbara Winter, Policy and Fiscal Analysis Supervisor at 248.821.3065 or winterb@oakgov.com or the department contact persons listed for additional information.
