ITEM CATEGORY SPONSORED BY HR Quarterly Report Brendan Johnson INTRODUCTION AND BACKGROUND Merit Rule 2 provides a process for departments and employees to request a review of the salary grade placement of classifications. The 4th Quarterly Report for FY 2024 identifies the job studies conducted, and the salary grade changes recommended by the Human Resources Department from July 2024 through September 2024. This Quarterly Report seeks approval to implement the following actions: • Change the salary grade of two classifications, impacting twenty-two positions in Information Technology. • Change the title of two classifications, with no change in salary grade, impacting one position in Facilities Management and one position in Emergency Management & Homeland Security. • Change the title of one classification, with a decrease in salary grade, impacting one position in Children’s Village. • Create one new classification, impacting one position, in Emergency Management & Homeland Security. POLICY ANALYSIS Under the 4th quarter Salary Administration Plan the following changes are proposed: • Retitle 2 classifications, one with a salary grade change (decrease): o Emergency Management & Homeland Security, change title from Manager Homeland Security to Manager Emergency Management o Public Services/Children's Village, change title from Chief Children's Village Treatment Services to Children's Village Chief of Project Management and Initiatives and decreasing the salary grade to accurately reflect duties being performed • Change Salary Grade of 2 classifications (increase): o IT Services Technician II o IT Services Technician III • Create 2 New Classifications: o Manager Capital Planning & Design o Manager Building Safety If approved, the effective date of the salary implementation plan, as requested, would be November 30, 2024. The General Fund/General Purpose impact is $7,210 for FY 2025. For the Special Revenue and Proprietary Funds, the offsets are within their own budgets. Serves as a primary member of the Behavioral Threat and Management Team (BTAM), reviewing and responding to reports of concerning behavior and determines proper course of action. Provides reports and recommendations to BTAM Chairperson. Utilizes current countywide and/or department specific software to complete assignments. Develops plans for response and recovery services from natural, technical, biological and other disaster situations. Reviews and revises related policy and hardware/software technology at regular intervals. Coordinates efforts with state and local governments to ensure compliance with program requirements. Supervises the SARA Title III program for coordinated planning and response between industry and local government in the event of a hazardous chemical release. Responsible for the development of the Oakland County Emergency Operations Plan, and for its effective implementation when needed. Coordinates and provides information and liaison services for the County-wide 9-1-1 emergency telephone system. Maintains an early weather-warning program for the County. Remains on call seven days a week, 24 hours a day to respond to emergency or disaster situations in the County. CLASS TITLE: MANAGER EMERGENCY MANAGEMENT 2 Manages training and exercise programs for Oakland County Campus as well as Oakland County CVTs. Provides training on multiple platforms along with assigned trainers. Manages the Oakland County Early Warning System which includes the Weather Sirens, Code Red branded as Oak Alert, Oakland County ToneAlert system, Emergency Alerting System (EAS), and 800 MhZ Systems. Responsible for developing, maintaining, implementing, and updating the County Emergency Operations Plan, Hazard Mitigation Plan, and County Business Continuity Plans. Manages volunteer systems including CERT (Citizen Emergency Response Team), ARPSC (Amateur Radio Professional Service Corps) and OCCRO (Oakland County Community Response Organization). Maintains a high level of personal knowledge of related communication technology and software developed to assist the Emergency Response function. Upgrades related County hardware/software, communication, and security systems as appropriate. Uses the EPA (Environmental Protection Agency) /SARA (Superfund Amendments and Reauthorization Act) Hazard Ranking System to ensure that the degree of risk posed by hazardous waste sites is accurately assessed relative to human health and the environment.
