ITEM CATEGORY SPONSORED BY Interlocal Agreement Yolanda Smith Charles INTRODUCTION AND BACKGROUND Oakland County has been approved for a FY 2025 MVAA County Veterans Service Fund grant in the amount of $530,893 and $50,000.00 of the Grant has been allocated towards a veterans’ transportation program. The veterans transportation program will provide veterans and dependents free origin to destination transportation throughout Oakland County. Oakland County wishes to enter into an interlocal agreement with Suburban Mobility Authority for Regional Transportation (SMART) to provide these services. SMART may partner with other transportation service providers to ensure coverage throughout Oakland County. Transportation services shall be provided 5 days per week. SMART shall provide ADA compliant vehicles when requested or needed. The cost per ride paid by Oakland County from the grant funds will be the applicable fare per provider. The program will run from October 1, 2024 until September 30, 2025. POLICY ANALYSIS On April 24, 2024, the Board of Commissioners approved a pilot veteran transportation program for the period June 1, 2024 through September 30, 2024 with SMART (Resolution #2024-4029). The pilot was deemed a success and this is a request to continue providing transportation services for an additional year for veterans (and widows of veterans) and a needed PCA (personal care assistant). Funding is provided through the FY 2025 MVAA County Veterans Service Fund grant. Subject to availability, origin to destination transportation services shall be provided (5) days per week, Monday through Friday, to any location in Oakland County. ADA eligible rides will be provided based on ADA guidelines. 2. Subject to availability, the hours of service to be provided shall accommodate arrivals by 8:00 a.m. and departures up to 6:30 p.m., ADA eligible trips are based on the ADA guidelines. 3. The services shall be available throughout all of Oakland County. SMART may partner with other transportation service providers as needed in order to achieve full geographic coverage of Oakland County. SMART and its partners will utilize a shared ride syst em to provide the origin to destination transportation. 4. The cost per ride to be paid by Oakland County from the grant funds or county funding shall be the applicable fare per provider. Transfer trips will be charged as individual trips to the grant. Each trip will be charged independently. 5. SMART shall provide ADA compliant vehicles when needed or requested. 6. SMART shall provide a dedicated program phone number and email address to allow all customers full access to the program. 7. SMART shall provide Oakland County an itemized, per ride invoice every 30 days; Oakland County shall reimburse SMART from program funds within 30 days of receiving the invoice. SMART will reimburse partner transportation service providers within 30 days of receiving program funds from Oakland County. 8. The duration of the pilot program shall be from October 1, 2024, through September 30, 2025. 9. This Scope of Services may be amended in writing by mutual consent of the parties. Any such amendments shall be incorporated by reference into the Interlocal Agreement, and shall be subject to the terms of the Interlocal Agreement. _______________________________ ________________________________ For: SMART For: Oakland County Dated: _______________
