ITEM CATEGORY SPONSORED BY Grant Penny Luebs INTRODUCTION AND BACKGROUND Oakland County Health Division (OCHD) is the local public health agency for Oakland County. Approximately 500 employees work across 40+ programs providing health services for the public, businesses, and educational communities. The Health Division provides evidence-based SUD prevention programs, that include marijuana education, to high-risk elementary and middle schools, parent groups, community organizations, and local coalitions. In addition, Health Education staff provide facilitation and support to the Division’s community collaboratives, of which, several will support the efforts of the proposed project. A comprehensive, multi-pronged approach is being proposed to implement the project activities regarding the Michigan Medical Marihuana Act. Three strategies will be the focus of the proposed project: 1. Education activities: Education activities will include creating new printed and electronic materials and enhancing the OCHD website. 2. Awareness campaign: An ongoing awareness campaign will be implemented using purchased advertisement, educational videos, and social media messaging to promote increased awareness of health risks associated with cannabis use and safe storage of cannabis. This work will be done with GUD Marketing as a contracted vendor. 3. Outreach activities: The goal of the proposed outreach activities is to take awareness and educational services into the community where people live, work, and interact. Outreach activities will work to reduce negative health outcomes and expand overall community knowledge about the health risks. POLICY ANALYSIS Pursuant to the contract language, the county must submit financial status reports to the Department of Licensing and Regulatory Affairs on or before July 15, 2025, and on or before September 15, 2025. The final report submitted on September 15, 2025 must include the following: 1. A summary of the project implementation plan and any deviations from the original project as proposed. 2. Accomplishments and problems experienced while carrying out the project activities. 3. Coordinated efforts with other organizations to complete the project. 4. Impacts, anticipated and unanticipated, experienced as a result of the project implementation. 5. Financial expenditures of grant money and other contributions to the project, in-kind and/or direct funding 6. Any experience in applying the project products and anticipated “next steps.” 7. Actual budget expenditures per budget category as detailed in the grant agreement and the reason for any discrepancies. These grants are available to all 83 Michigan counties and will only be approved by the Cannabis Regulatory Agency of the Department of Licensing and Regulatory Affairs for education and outreach programs relating to the Michigan medical marihuana program and the adult -use marihuana program, pursuant to section 6(l) of the Michigan Medical Marihuana Act, 2008 IL 1, MCL 333.26426, and section 14 of the Michigan Regulation and Taxation of Marihuana Act, 2018 IL 1, MCL 333.27946. Grants provided under this section must not be used for law enforcement purposes. 2.The completed Marihuana Operation and Oversight grant application must be received by email no later than December 31, 2024 at 11:59pm at the following email address: CRA-MOOG@michigan.gov. 3.The amount of funds available to each county are posted on the Cannabis Regulatory Agency website. Several key messages will be integrated into education, awareness, and outreach activities about the following main topics related to cannabis use: • Health risks, including: o Effects related to the developing brains of youth (under 25 years old) o Unintentional poisoning o Use during pregnancy and lactation o Impaired driving Key target populations for the proposed project include: • Medical marijuana patients • Healthcare professionals • Families and expecting parents • Youth and young adults • Provisioning center ownership and staff North Oakland Health Center | 1200 N. Additional messaging will be developed using reputable information sources such as Centers for Disease Control and Prevention (CDC), Substance Abuse and Mental Health Services Administration (SAMSHA), National Institute on Drug Abuse (NIDA), and supportin g research. Any newly developed materials will be translated into several languages including Spanish and Arabic to ensure cultural and linguistic competency for Oakland County residents. Education Activities Education activities will include creating new printed and electronic materials and enhancing the OCHD website. • Educational Materials such as brochures, posters, and resource cards will be developed in both printed and electronic formats. Material distribution will occur via OCHD website, GOVdelivery, and/or social media in addition to community events and partner distribution. GOVDelivery is an e-mail subscription management system that provides access to information through e-mail and wireless alerts. • Website Enhancement - The current OCHD website will be expanded to include all newly created resources. Awareness campaign activities An ongoing awareness campaign will be implemented using purchased advertisement, educational videos, and social media messaging to promote increased awareness of health risks associated with cannabis use and safe storage of cannabis. This work will be done with GUD Marketing as a contracted vendor. • Purchased advertisement may include but are not limited to print media, TV, cable, radio, billboards, bus, and social media ads. Reach of each media form will be tracked geographically, while social media and website analytics will also be analyzed by number of individuals reached and number of engagements (likes, shares, retweets, etc.). • Print materials such as posters, resource cards/lists, magnets, and facts sheets will be disseminated to partners such as healthcare organizations, SUD and mental health providers, universities, provisioning centers, caregivers, and patients. Outreach activities will work to reduce negative health outcomes and expand overall community knowledge about the health risks. • Purchase and distribute lockboxes and lock bags – Lockboxes and lock bags will be purchased and disseminated via various community events and through community partners including, but not limited to, SUD and behavioral health providers, Oakland County Veterans Services, the educational community, community collaboratives such as Best Start for Babies, public health professionals interfacing with primary target populations (WIC program, Community Nursing programs, Harm Reduction clinic, STD and Immunizations clinics), elected officials including county commissioners, juvenile justice system professionals including local Youth Assistance and community corrections staff, community health organizations reaching specific populations such as Centro Multicultural La Familia and Arab American and Chaldean Council. These partners have direct connections with individuals to increase safe marijuana storage opportunities. • Attend community events – Materials will be distributed through a variety of community events such as resource fairs and outreach events. These events are often requested through OCHD’s Public Health Community Engagement team. Coordination with other agencies OCHD works with local and regional partners on an ongoing basis to address a variety of public health topics. Using existing community collaborations, partners will be engaged to implement the proposed project activitie s as needed. They will assist with the dissemination of printed and electronic educational materials lockbox and bags to target populations. Particularly, an increased focus will be dedicated to collaborating with groups reaching populations who are pregnant or are new parents such as Oakland Community Health Network’s (OCHN) ‘Women’s Specialty Treatment and Prevention Group’ workgroup. OCHN assists people who receive public behavioral health services through OCHN's provider network which include those who have an intellectual or developmental disability, mental health challenge, or substance use disorder. This workgroup aims to reduce the number of babies born exposed to substances, reduce number of unplanned pregnancies for age group under 24, increase participation in smoking cessation programs, and reduce maternal death rates within 1st year postpartum. The workgroup has expressed interest in reaching their target population with cannabis prevention educational messages and resources in addition to providing healthcare providers serving the target population with education and resources as well. Impact on the community Marijuana is the most used illegal drug in the United States, with approximately 52.5 million users in 2021. Recent research estimated that approximately 3 in 10 people who use marijuana have marijuana use disorder. For people who begin using marijuana before age 18, the risk of developing marijuana use disorder is even greater. (CDC.gov, 2022). Nationally, cannabis use in the past year and past month remained at historically high levels for both adult groups (19-30 years old and 35-50 years old)in 2023. Among adults 19 to 30 years old, past-year, past-month and daily use of cannabis (use on 20 or more occasions in the past 30 days) were reported by approximately North Oakland Health Center | 1200 N. Among adults 35 to 50, reports reached 29%, 19% and 8%, respectively. While these 2023 estimates are not statistically different from those in 2022, they do reflect five- and 10-year increases for both age groups. Cannabis vaping in the past year and past month was reported by 22% and 14% of adults 19 to 30, respectively, and by 9% and 6% of adults 35 to 50 in 2023. For the younger group, these numbers represent all-time study highs and an increase from five years ago, though for the mid-life adult group, they do not reflect a change from years before (University of Michigan’s Monitoring the Future Survey, 2023) In addition, more than half of people who take medical cannabis for chronic pain say they’ve driven under the influence of cannabis within two hours of using it, at least once in the last six months. One in five of them said they’d driven while ‘very high’ in the past six months, researchers from the University of Michigan Addiction Center report in a paper in the journal Drug & Alcohol Dependence. This project will improve awareness and knowledge of health and safety risks to best protect Oakland County residents from unintentional overdoses, impaired driving, use during pregnancy and breastfeeding, and use on the developing brains of those under 25 years old. How funds will be combined with other funds to implement the project These funds will be combined with local, in-kind resources. A Public Health Education Supervisor will oversee grant activities. The Health Promotion Services Administrator will provide guidance and input into grant implementation. Anticipated Outcomes of project OCHD will work to increase knowledge and awareness of health and safety risks, increase capacity to store cannabis products safely to reduce the risk of unintentional overdose, increase knowledge and comfortability of healthcare professionals when discussing medical cannabis, and conduct outreach to continue serving our community. OCHD will work with target populations to form sustainable partnerships to continue education and awareness efforts after grant funding ceases. Budget Proposed funds will be used to create, print, and distribute educational materials and purchase large-scale advertising and paid social media messages via a contract with GUD Marketing in addition to purchasing all educational supplie s. Funds will be used to purchase safe storage mechanisms such as lockboxes and lock bags as well as covering potential shipping costs. All educational, awareness and outreach materials will be translated into different languages, such as Spanish and Arabic, to ensure cultural and linguistic competency across Oakland County. These grants will only be approved for education, and outreach regarding the Michigan Medical Marijuana Act and the Michigan Regulation and Taxation of Marijuana Act. Grants provided under this section must not be used for law enforcement purposes. Attached to this letter is a grant application and list of funds available for each county in the State of Michigan. Please read the application carefully as there have been a few changes: Reports will be due on: July 15, 2025 Financial Status Report with reimbursement requests for all spending between January 1 – June 30, 2025. o A Financial Status Report must be submitted even if there are no expenditures for the January 1- June 30, 2025 period. Performance Report for January 1 – June 30, 2025. September 15, 2025 Second Financial Status Report with reimbursement requests for all spending after June 30, 2025. Each county must stop spending as early as it takes to meet the final submission date of September 15, 2025 due date. Performance Report for July 1 – September 15, 2025. Final Report is due.
