Democratic Caucus Minutes
December 12, 2024 at 8:45 AM
1. Call Meeting to Order
The Chair called the meeting of the Democratic Caucus to order at 09:18 AM in
Committee Room A, 1200 N. Telegraph Road, 12E, Pontiac, MI 48341.
2. Roll Call
MEMBERS PRESENT: David Woodward, Penny Luebs, Gwen Markham, Angela Powell,
Marcia Gershenson, William Miller III, Yolanda Smith Charles, Charles Cavell, Brendan
Johnson, Ann Erickson Gault, Linnie Taylor (11)
MEMBERS ABSENT WITH NOTICE: Kristen Nelson, Ajay Raman (2)
3. Public Comment
No one addressed the Caucus during Public Comment #1.
4. Approval of Minutes
a. Board of Commissioners - dated November 21, 2024
Linnie Taylor moved approval of the Minutes dated November 21, 2024, as
presented. Seconded by Penny Luebs.
Motion Passed.
A sufficient majority having voted in favor, the Minutes dated November 21,
2024, were approved.
5. Discussion Items
Commissioner Gwen Markham addressed the Caucus regarding Finance Committee item
entitled: Facilities Management - Oakland County Energy Study. She stated that all
buildings on the Oakland County Campus and the Pontiac Redevelopment Project will be
evaluated.
Discussion followed.
Commissioner Marcia Gershenson addressed the Caucus to recognize Erin Quetell,
Environmental Sustainability Officer, who is leaving Oakland County.
Chair Angela Powell addressed the Caucus to recognize Undersheriff Curtis Childs, who
is retiring.
Commissioner Brendan Johnson addressed the Caucus regarding Legislative Affairs and
Government Operations item entitled: Board of Commissioners - Interlocal Agreements
between Oakland County Board of Commissioners and Oakland County Public Authorities
for Administrative Support Services.
Discussion followed.
Commissioner David Woodward addressed the Caucus to add that there will be an
amendment offered by Commissioner Michael Spisz.
Commissioner Penny Luebs addressed the Caucus to inform the Commissioners that
there have been thirteen items added to the Public Health and Safety Committee. Twelve
are Sheriff's Office Interlocal Agreements for Law Enforcement Services and one is for the
donation of rescue equipment from the Detroit Athletic Club Foundation.
Commissioner Charlie Cavell addressed the Caucus regarding Public Health and Safety
Committee item entitled: Sheriff's Office - Acceptance from the Detroit Athletic Club
Foundation of the Rescue Equipment.
Discussion followed.
Commissioner David Woodward addressed the Caucus regarding salaries of elected
officials for the next four years.
Discussion followed.
Chair Angela Powell addressed the Caucus to review the Caucus Memo of
Announcements.
Chair Angela Powell addressed the Caucus to congratulate Commissioner Gwen
Markham for being elected Chairperson of the Southeast Michigan Council of
Governments (SEMCOG).
Commissioner David Woodward addressed the Caucus and stated that the Organizational
Meeting and Swearing In is scheduled for January 13, 2025, at 6:00 PM.

No one addressed the Caucus during Public Comment #2.
