HomeMy WebLinkAboutInterlocal Agreements - 2021.06.17 - 41815DeeAreeetattainaiid itttte teteratbeteneareteet MISCELLANEOUS RESOLUTION :|#21288 June 17,2021 BY:Commissioner Gwen Markham,Chairperson,Finance Committee IN RE:INFORMATION TECHNOLOGY —MODIFICATIONS TO COMPREHENSIVE I.T.SERVICES INTERLOCAL AGREEMENT To the Oakland County Board of Commissioners Chairperson,Ladies and Gentlemen: WHEREASthe Board of Commissioners,pursuant to Miscellaneous Resolution #12153 and #17263, approved the Department of Information Technology's Comprehensive Information Technology Services Agreementenabling the Department to make additional technology services available to public bodies;and WHEREASthe Department of Information Technology has made the following modifications to the Comprehensive I.T.Services Interlocal Agreement and Exhibits: e Agreement Updated references to Browser.Standards required to use the services, Exhibit |-Updated the County’s Cost for Transactional Fees, Exhibit ll -Updated the County's Cost for Transactional Fees, Exhibit tll -Updated the County's Cost for Transactional Fees, Exhibit lV -Remove the third-party vendor that is no longer in use, Exhibit V —Removed references to the Public List of Contracts that no longer exists, Exhibit Xl -Removed references to the.Public List of Contracts that no longer exists, Exhibit XIII -Removed references to the Public List of Contracts that no longerexists, Exhibit X —Adopt new Exhibit and Addendum as appraved by the CLEMIS Strategic Planning Committee and CLEMIS Advisory Committee, All Exhibits -Updated section titles and references for consistency across all exhibits. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the attached Comprehensive Information Technology Services Agreement offering the I.T.Services of Online Payments,Over the Counter Payments,Pay Local Taxes,Jury Management System,Collaborative Asset Management System,Remedial Support Services,Data Center Services,Oaknet Connectivity,Internet Service,CLEMIS,ArcGIS Online,Data Sharing,Pictometry Licensed Products,and Security Best Practice Advice with fees described in the Exhibits. BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the Chairperson of the Board to execute the Agreements with any Michigan public body that agrees to enter into a Comprehensive Information Technology Services Agreement.' Leonard, MI 48367. The meeting was called to order at 6:00 p.m. ROLL CALL: Supervisor Pearson, Clerk Bennett, Treasurer Fisher, Trustee Brakefield, Trustee Gierak, Trustee Geibel and Trustee Frost. ANNOUNCEMENTS: None DEPARTMENT REPORTS: Financial Report available at Township Office. PETITIONS: None ORDER OF BUSINESS: Clerk Bennett requested to add to agenda as #6, Resolution adopting the Addison Township Board Resolution to Adopt Poverty Exemption Income Guidelines and #4a, amend the Assessor Agreement Employment memorandum and part time Assessor position. Both of these are time sensitive. AGENDA APPROVAL: Trustee Brakefield moved to approve the agenda with the changes. Treasurer Fisher offered support. Supervisor requested a roll call vote. DTE conversion to LED streetlights $6,858.43 from Community Projects 101.261.884.000. g. Resolution authorizing the 2024 L-4029 Millage Rates with the Special Assessment Districts. h. Resolution authorizing Oakland County and Addison Township IT Services Interlocal Agreement. Trustee Geibel moved to approve the consent agenda. Trustee Gierak offered support. Library proposal to sell the property for $120,000 located across the street parcels # 05-27-256-009 and 05-27-254-007 from Community Projects 101.261.884.000. Supervisor Pearson: The library has proposed that they will sell the property across the street and they will use that money for the construction of their library on their new site. If you’ll notice it does have a little bit of lake frontage. The citizens could use that as a passive park. I’m looking for a motion to approve the purchase of the property not to exceed $120,000 and authorize the Supervisor to sign all documents contingent upon approval from legal on all documents and a budget amendment. Trustee Gierak moved to approve the purchase, not to exceed $120,000 for the two parcels. Trustee Brakefield offered support. Clerk Bennet: I think it’s important that we have legal review all the documents. Trustee Gierak amended to include legal review. Trustee Brakefield offered support. Supervisor Pearson: We did not budget for this purchase because we didn’t know for sure or have a price, but now that it is approved to purchase it, we’ll need to move the money over. Trustee Brakefield moved to approve the Budget amendment; increase GF carry over by $120,000 #101.000.699.000 and Community Projects by $120,000 #101.261.884.000. Trustee Frost offered support. Amend the Assessor Agreement Employment memorandum and part time Assessor position. Supervisor Pearson: Last month we had a discussion to hire the assessors. It was disclosed at the meeting that Olivia was a level 1, but we did not amend the agreement. The motion was to hire the individual not tied to the levels but to the hourly rate agreement. Olivia is a level I and she’s attending classes to get her level II and that’s why we have the lower rate of $45. Tina is a level III and we have her at the higher rate as you see in the contract. I’m looking for a motion to amend and approve the assessor’s agreement and part time assessor position dated June 17, 2024 with the pay rates indicated in the agreement and offer these amendments to Tina Papinau as the Township Assessor and Olivia Hunsucker as the Assistant to the Assessor. Treasurer Fisher: Is it going to be the Assistant to the Assessor? Because the MCAT that she has is actually not an assessor certification. Clerk Bennett: That’s why I have an Assistant to the Assessor. As she progresses that title can remain unless we change it. Clerk Bennett moved to amend and approve the Assessor agreement and part time Assessor position dated June 17, 2024 with the pay rates indicated in the agreement and offer these amendments to Tina Papineau as the Township Assessor and Olivia Hunsucker as the Assistant to the Assessor. Trustee Brakefield offered support. Trustee Geibel: Did you just combine #4 with your motion or no? Clerk Bennett: Not yet, amending the position, then Board has to appoint them Supervisor requested a roll call vote. Trustee Geibel: I see we have a resume for Tina. Do we have a resume for Olivia? Approve the migration of the Township email system Conversion $4,594 and $309 per month with VC3 from computer account. 101.261.980.002 Supervisor Pearson: Our current company is changing all clients to Microsoft as explained in the letter and the reason is because of cyber security, things are getting tougher and tougher so they’re beefing up the cyber security. I think it’s best that we proceed with the conversion with the VC3. Once the agreement ends then we can shop around but as of now they’re going to end their program. I think we should take their advice and upgrade the whole system. Supervisor declared motion passed. 6. Resolution adopting the Addison Township Board Resolution to Adopt Poverty Exemption Income Guidelines, Asset Test and Poverty/Hardship Exempt Application. Supervisor Pearson: We are on to #6 now which is the Resolution adopting the 2024 Addison Township Board Resolution to Adopt Poverty Exemption Income Guidelines. I think we have a couple people in our Township who qualify. I’m looking for a motion to adopt the 2024 Addison Township Board Resolution to Adopt Poverty Exemption Income Guidelines, Asset Test and Poverty/Hardship Exempt Application. Trustee Geibel moved to approve. Treasurer Fisher offered support. Public Forum: None Addison Township Board Reports: Trustee Frost reported that No Haz collection was a success. Clerk Bennett gave an update on Election bills that are in the Senate. Trustee Gierak reported that Planning Commission had a training session last meeting. Legal Report/Communications: None Supervisor Report: A much needed Porta John was added to the park. Keep in mind that designs for the playground will be something to address in the future. Some people that may donate money for a pavilion along the fence. Thanked everybody for a wonderful park dedication and praised Tom Maliszewski for doing an excellent job designing the park. Trustee Brakefield moved to adjourn. Trustee Geibel offered support.
