Motion to accept the 2025 Michigan Commission on Law Enforcement Standards Continuing
Professional Education Program funds from the State of Michigan in the amount of $629,000, for the
period January 1, 2025 through December 31, 2025; further, authorize the Chair of the Board of
Commissioners to execute this agreement; further, amend the FY 2025 budget as detailed in the
attached schedule A.

INTRODUCTION AND BACKGROUND
The Sheriff’s Office has received $629,000 in funding from the State of Michigan for the 2025
Michigan Commission on Law Enforcement Standards (MCOLES) Continuing Professional
Education (CPE) Program from January 1, 2025, through December 31, 2025. The CPE Program,
created under Public Act 1 of 2023, provides funding for in-service training requirements for all
licensed law enforcement officers in Michigan. The CPE requirement includes 8 hours of MCOLES-
recognized mental health crisis training and 16 hours of agency-selected training categories per
guidelines.
POLICY ANALYSIS
Acceptance of this funding does not obligate the County to any future commitment and continuation
of the program is contingent upon future levels of funding. No County match is required for these
funds.
On January 31, 2023, Public Act 1 of 2023 appropriated funds to support the implementation of
required annual in-service training standards for all licensed law enforcement officers in accordance
with rules promulgated under section 11(2) of the MCOLES Act (1965 PA 203, MCL 28.611): MCL
28.611 (2) The commission may promulgate rules with respect to any of the following: (a) In-service
training programs and minimum courses of study and attendance requirements for licensed law
enforcement officers.
MOCOLES suggested topics include, but are not limited to: Behavioral Health Emergency
Partnerships, Autism Speaks, Alzheimer's Awareness, and Legal Updates related to Mental Health
Crisis. The 16 CPE hours may be on any agency selected topic that meets the following three
requirements: (1) enhances law enforcement performance, professionalism, public and officer
safety, and officer decision making, (2) is pre-approved by the law enforcement agency head or
their delegate, and (3) is registered/approved by MCOLES.
