INTRODUCTION AND BACKGROUND
The Oakland County Sheriff’s Office Narcotics Enforcement Team (NET) is requesting 2026 High-
Intensity Drug Trafficking Areas (HIDTA) Grant funding for the period January 1, 2026 through
December 31, 2026. The HIDTA program, created by Congress with the Anti-Drug Abuse Act of
1988, provides assistance to federal, state, local, and tribal law enforcement agencies operating in
areas determined to be critical drug-trafficking regions of the United States and the grant program is
administered by the Office of National Drug Control Policy (ONDCP).
The total grant application request is $132,300 with no county match required. The funding will allow
partial overtime reimbursement of NET Investigators in the amount of $119,700 and will also be
used for communications services in the amount of $12,600. Oakland County will issue subrecipient
agreements to reimburse partial overtime for investigations to the local units of government that are
part of the Narcotics Enforcement Team.
No budget amendment is required at this time.
POLICY ANALYSIS
Application and future acceptance of this grant does not obligate the County to any future
commitment and continuation of this program is contingent upon continued future levels of grant
funding.
The Oakland County Narcotic Enforcement Team (NET) is a cooperative partnership of federal,
county, and local law enforcement agencies in Oakland County, Michigan. NET is led by the
Oakland County Sheriff's Office (OCSO) and collocated at the OCSO in Pontiac, MI. NET focuses
on mid- to upper-level Drug Trafficking Organizations (DTOs) operating in Oakland County. NET
supports street-level investigative operations targeting illegal drug trafficking of cocaine, crack
cocaine, methamphetamine, fentanyl, heroin, and controlled prescription drugs.
