ITEM CATEGORY SPONSORED BY Lease Yolanda Smith Charles INTRODUCTION AND BACKGROUND The US Department of Commerce (DOC) Export Assistance Center rents office space in Annex I building on campus, this agreement is renewed annually by mutual agreement. The DOC has another person needing an office and would like to add to this space. The size of the space will go from 636 to 759 square feet, and the new rent is going from $8331.60 to $9948.90. The DOC also wants to renew this same space for 2025, and this agreement will be brought to the board in a few months. POLICY ANALYSIS This is a request to add to the footprint of space occupied by the U.S. Department of Commerce (USDOC) for office space located at 1025 S. Campus Drive, Annex 1, Building 47 West, in Waterford. The new space will be as-is; no build-out is required. The original agreement was approved through MR #2023-3617 and expires on September 30, 2024. The office space to be used was originally designated for Homeland Security but since they never occupied the space, they agreed to USDOC modification. If Homeland Security ends up needing the space, there is a clause in the agreement. This partnership started in 2013 through MR #13013 which allowed the USDOC to use building space in the Annex I building to allow them to work with the Economic Development Department in a joint effort to promote US exports from Oakland County. This project enables the parties to pool resources to facilitate the identification of export-ready companies in Oakland County and to provide them enhanced benefits such as client counseling and overseas market assistance. The sharing of office space will assist in meeting the exporting needs of the business community in Oakland County, especially small- and medium-sized companies. This project is of mutual interest to the parties because both parties recognize that U.S. companies, particularly small businesses and exporters, are a critical part of a strong economy and critical to an increase in jobs in Oakland County. Oakland County companies and companies throughout eastern Michigan will benefit by having access to Oakland County Department of Economic Development programs and US&FCS export programs at one location and to technology that facilitates relationships between local businesses and resources available outside of their immediate area. The parties agree that this project furthers their mutual interest in promoting international business activities. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby approves and authorizes the attached Modification Agreement to the JPA. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners hereby directs its Chair or their designee to execute the attached Modification Agreement to the JPA and all other related documents between the County of Oakland and USDOC, which may be required. MODIFICATION OF AGREEMENT Modification to the approved 24-JPA-008 is to reflect an increase in price due to an increase in office space (123 square feet) being provided. Additional space is needed for an additional employee joining the office. The direct cost increase for the additional space is $1,617.30. The original approved obligation was $8,331.60. This modification will adjust the obligated amount to $9,948.90. Everything else in the approved 24-JPA-008 remains the same.
