Motion to approve the Clarity Project and Resource Management Software Implementation Project
to purchase additional Clarity licenses and implementation services; further, that the Oakland
County Board of Commissioners approves the transfer of the amount of $114,930 from the General
Fund Non-Departmental Transfers (9090101) Technology Projects-One Time (760180) to the
Information Technology Fund (#63600); further that the FY 24-26 budget be amended as detailed in
the attached Schedule A.

INTRODUCTION AND BACKGROUND
Clarity Project and Resource Management Software Implementation Project
POLICY ANALYSIS
Facilities Management (FM), Facilities Planning & Engineering (FPE) is currently using multiple
platforms (MS Excel, email, etc.) to process and track requests. Other areas of the county use the
Clarity software for project management. This is a request for funding for
FPE to purchase additional Clarity licenses and implementation services for this software to
improve efficiencies with project management.

SUBJECT:CLARITY SOFTWARE IMPLEMENTATION

Oakland County Facilities Management (FM), Facilities Planning & Engineering (FPE) oversees
over 500 customer driven requests annually. These requests range from signs, furniture
procurement, furniture repairs, building alterations and remodeling, capital improvements, and
new building construction. Currently, project staff use Excel, MS Project, PDF forms, and email
to report on project progress.
Over the past few years FPE along with Information Technology have researched solutions to
replace these time-consuming processes and consolidate those programs to one central location
where all reporting, updates, tasks, and project details will be available. Clarity, the County’s
standard enterprise Project Management software, provides planning for future projects, set
priorities, and provides more transparency and a means to forecast start and completion dates
of current and future work. With Clarity, a dashboard will be available for managers to monitor
work task progress and workloads in a central location, and for staff to provide organized
information. Clarity will provide efficiency for project staff.
The attached resolution is a request for a budget amendment so that FPE may purchase
additional Clarity licenses and implementation services from the County’s support vendor.
