Spaces Program for the City of Royal Oak, as identified in Schedule B.

INTRODUCTION AND BACKGROUND
On December 7, 2023, the Board of Commissioners appropriated $5 million of American Rescue
Plan Act – Local Fiscal Recovery Funds for the purpose of establishing the Main Street Oakland
County (MSOC) Placemaking and Public Spaces Program through Resolution #2023-3615 _ 23-
164. The lack of adequate public gathering spaces that allowed for ample social distancing, and the
cancelation of events and farmers markets and festivals amplified the decline in revenue to small
businesses. The placemaking and public spaces program will improve and expand public gathering
spaces should social distancing be required again in the future. The program will fund
transformative improvements that will add positive financial value to the community and local
businesses.
The Economic Development Department previously received grant applications from 14 MSOC
program communities. The 14 communities are Berkley, Farmington, Ferndale, Hazel Park, Holly,
Lake Orion, Lathrup Village, Madison Heights, Oak Park, Ortonville, Oxford, Rochester, South Lyon
and Wixom. Through Resolution #2024-4284, approved July 18, 2024, these 14 communities were
awarded grant funding in the amount of $4,688,238.49. The Economic Development Department
has received a 15th application from the City of Royal Oak for $311,761.51 from the City of Royal
Oak. The total budget for this project is $1,811,761.51.
Program communities receiving grant funding submitted detailed project information including:
budget, project description, letters of support, committed funding, plans, impact on adjacent
properties, project management experience, proposed programed use of the space, and future
maintenance plans.
The Main Street Oakland County Placemaking and Public Spaces Program will allow for the
implementation of quality placemaking projects that reinforce the county’s strategic priorities of
thriving and inclusive economies, healthy communities, and support of downtown development and
small business.
POLICY ANALYSIS
This is a request to approve a late application from the City of Royal Oak for grant award under the
Main Street Oakland County Placemaking and Public Spaces Program. Royal Oak will be allocated
the remaining balance of $311,761.51 of the original $5,000,000 in ARPA funding. Royal Oak will
contribute $1,500,000. Approval of this item will result in a total of 15 grant awards under the
Program. Fourteen applications were previously approved totaling $4,688,238.49.

MSPM2415 Royal Oak
The proposed project seeks to connect two areas of closed portions of W. Fifth Street across S.
Washington Avenue and will provide pedestrian focused safety features that include installing
tabletop intersections which will create a traffic calming effect to ensure safety moving between
each portion of the plaza, while also assisting the goal of bringing both portions to the same
surface level to create a universally accessible design across the entire project. The space is
meant to provide passive features that attract use year-round, while offering flexibility for the
space to be activated during marquee community events that occur annually, as well as, pop-up
