Motion to approve the Nine Mile Pathway Task Force Memorandum of Understanding (MOU) with
Oakland County and participating communities; further, authorize the Chair of the Board of
Commissioners to execute the MOU on behalf of Oakland County; further, that the Chair of the
Board shall appoint three members of the Board of Commissioners to serve on the Nine Mile
Pathway Task Force.

INTRODUCTION AND BACKGROUND
In 2023 Oakland County Parks and Recreation (OCP) was awarded a Planning Assistance grant
from SEMCOG to convene the 6 eastern communities along Nine Mile Road (Farmington,
Farmington Hills, Southfield, Oak Park, Ferndale, Hazel Park) to develop a feasibility study for a
pathway along Nine Mile Road through those communities. The project has continued to evolve
with OCP currently coordinating Phase II of the planning process, bringing in the western
communities of South Lyon, Lyon Township, Novi and Northville. OCP is also facilitating a branding
and logo development process to officially name the corridor and develop a logo and branded
signage for the corridor that communities can use to begin branding the pathway.
In an effort to continue the collaboration and solidify Oakland County's involvement in this exciting
process, we have drafted a Memorandum of Understanding between the 6 eastern communities
("Nine Mile Task Force") and Oakland County (the 4 western communities will be added when the
planning for their section of the corridor is complete). The MOU is non-binding but shows the
intention of the communities and the county to continue to work together to implement the vision for
Nine Mile outlined in the feasibility study. It acknowledges a voluntary, cooperative association
between the parties and outlines our intent to work together to plan, design, construct and promote
the Nine Mile Pathway. Oakland County Parks will continue to coordinate and convene the Task
Force and support future efforts including further planning and grant-writing as needed. Oakland
County will appoint 3 commissioners to serve on the Task Force to keep the Board of
Commissioners engaged and informed on this project.
POLICY ANALYSIS
This request is to approve the Oakland County Nine Mile Pathway Task Force Memorandum of
Understanding (MOU) with Oakland County and the communities of Hazel Park, Ferndale, Oak
Park, Farmington, Farmington Hills, Southfield. The purpose of the MOU is to clarify the plans for
the development of the Nine Mile Pathway and to acknowledge a voluntary, cooperative association
among the participating communities. Pursuant to the MOU, each community agrees to plan,
coordinate and develop the trail through their community as proposed in the Nine Mile Pathway
Feasibility study, to manage and maintain each section in their community and to attend quarterly
meetings with representatives of each local unit of government for the purpose of cooperation in the
areas of mutual benefit.
The Feasibility study was completed in July 2023, and it provides an explanation of the Nine Mile
Corridor Plan and its goals. You can review the Phase 1 Report of the Feasibility Study by
visiting http://bit.ly/NineMileCorridor. The Nine Mile Corridor Plan is a vision to interconnect the
participating communities through 18 miles of non-motorized facilities through South Oakland
County. The Nine Mile Corridor, once complete, will connect residents to popular institutions and
destinations including universities, hospitals, parks, schools, downtown districts and employment.
There is no County funding needed for this proposal.

WALKING AND BIKING PATHWAY ALONG NINE MILE ROAD. WHEN COMPLETED, THE 30-MILE
PATHWAY WILL CONNECT COMMERCIAL, EDUCATIONAL, AND RECREATIONAL AMENITIES
ACROSS OAKLAND COUNTY.
THE PROJECT WAS FUNDED THROUGH A PLANNING ASSISTANCE PROGRAM (TAP) GRANT
FROM THE SOUTHEAST MICHIGAN COUNCIL OF GOVERNMENTS (SEMCOG).
THE NINE MILE CORRIDOR PATHWAY PLAN WILL SERVE AS A GUIDE FOR PATHWAY
DEVELOPMENT AND FOR PURSUING FUNDING OPPORTUNITIES.

Oakland County Nine Mile Pathway Task Force
Memorandum of Understanding
By and Among the Communities of Hazel Park, Ferndale, Oak Park, Farmington, Farmington Hills,
Southfield, and Oakland County.
This Memorandum of Understanding between these 7 communities is for the purpose of clarification of
the planning and development of the Nine Mile Pathway. This Memorandum is intended to
acknowledge a voluntary, cooperative association among the participating communities and shall not be
construed to create or establish binding or enforceable commitments, responsibilities, burdens,
obligations or liabilities on the part of any participating community. Any participating community may
terminate its participation upon notice to other communities.
Pathway Development
Each community agrees to plan, coordinate and develop the trail through their community as proposed
in the Nine Mile Pathway Feasibility Study as they are able. The Nine Mile Pathway Feasibility Study will
serve as a guide for pathway development, and may be adjusted as necessary for the success of the
pathway.
Management and Maintenance
All issues of pathway development, management and maintenance of each community’s section of the
pathway will remain the sole responsibility and be under the total control of each community.
Quarterly Meetings
Quarterly Nine Mile Pathway Task Force will be scheduled for representatives of each local unit of
government for the purpose of cooperation in areas of mutual benefit.
Concurrence
The communities of Hazel Park, Ferndale, Oak Park, Farmington, Farmington Hills, Southfield and
Oakland County concur with the intent of this Memorandum of Understanding.
