HomeMy WebLinkAboutResolutions - 2024.09.19 - 41931 September 19, 2024 RESOLUTION #2024-4451 _ 24-65 Sponsored By: Kristen Nelson Board of Commissioners - Support for U.S. Senate Bill 4776 to Amend the Older American's Act of 1965 by Increasing Levels of Funding for County Governments Chair and Members of the Board: WHEREAS Congress passed the Older Americans Act (OAA) in 1965 in response to concern by policymakers about a lack of community social services for older persons. In turn, Area Agencies on Aging (AAAs) were created in 1974 by the Older Americans Act with the mission of creating home and community-based services to maximize the independence and dignity of older adults; and WHEREAS according to the U.S. Census Bureau, by 2030, for the first time in our nation’s history, the population of adults 65 and older will outnumber children younger than 18, significantly increasing the demand for aging services; and WHEREAS Federal funding for OAA programs has not kept pace with these demographic changes; and WHEREAS as the nation's population rapidly ages, counties face increasing demand and challenges in providing comprehensive systems of care for their older residents; and WHEREAS on July 31, 2024, the Senate Committee on Health, Employment, Labor and Pensions (HELP) approved bipartisan legislation to reauthorize the Older Americans Act (OAA); and WHEREAS the OAA was last reauthorized on March 25, 2020, under the Supporting Older Americans Act of 2020, which is set to expire on September 30, 2024; and WHEREAS Senate Bill 4776, introduced on July 25, 2024, would reauthorize the OAA, which funds critical programs and services that help older adults live independently in their communities. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby calls upon Congress to adopt U.S. Senate Bill 4776, which would authorize and directly appropriate higher levels of Older American Act funding for FY 2025 through FY 2029 to ensure the aging network receives the resources necessary to meet the needs of older county residents. BE IT FURTHER RESOLVED that the Oakland County Clerk/Register of Deeds is requested to forward copies of this adopted resolution to Senator Bernie Sanders, Chair of the United States Senate Committee on Health, Education, Labor and Pensions; the President of the United States Senate; the Speaker of the United States House of Representatives; members of the Michigan congressional delegation; the National Association of County Officials (NACo) and the Michigan Association of Counties.
