Motion to approve the three-year contract with RapidSOS after final review by the Purchasing
Division and Corporation Counsel; further, authorize the Chair of the Board of Commissioners to
execute the contract; further, forward a fully executed contract to the Public Health and Safety and
Finance Committees; further, authorize the appropriation of not-to-exceed $400,000 from the
General Fund Strategic Investment Plan (#383554) to the Sheriff's Office General Fund Budget;
further, include the budget amendment in a subsequent quarterly forecast report.

INTRODUCTION AND BACKGROUND
Oakland County is committed to keeping our communities safe and using the best technology to
support first responders as they respond to emergencies. RapidSOS has technology that will
support Oakland County in responding to emergencies, including:
The Communicator module adds intelligence to enhance the voice, text and video channels within
RapidSOS UNITE. Includes:
- Language translation for text and chat
- Video on-screen transcription with audio translation
- Voice call language transcription and translation
- Voice call AI summarization and keyword alerting
- Text, Voice, Video and Multimedia storage
The GIS module incorporates locally authoritative GIS data into RapidSOS UNITE, streamlining
workflows and enhancing resilience during outages. Includes:
- Agency-specific basemap based on locally authoritative GIS data
- Creation and integration of geocoder based on local GIS data
- Secure, highly available cloud-based GIS services from GeoComm
- Ability to integrate with NENA EPRC or locally flown aerial imagery
The Field module enhances first responder situational awareness with the power of connected data
from RapidSOS UNITE. Includes:
- Field responder application with bidirectional data sharing
- Integration options with an agency's CAD
- Ability to view location and status of field units in RapidSOS UNITE
These services will improve Oakland County’s ability to support all 911 and first responders as they
respond to emergencies to keep our community safe.
POLICY ANALYSIS
RapidSOS is an emergency response data platform that securely links life-saving data from
connected devices, apps, and databases directly to 911 call centers and first responders. It
enhances emergency response by providing real-time location, medical information, and other
critical data to improve situational awareness and response times. Many public safety agencies use
RapidSOS to supplement traditional 911 systems, helping dispatchers and responders make more
informed decisions during emergencies.
