personal property in the Township of Holly, Oakland County, Michigan, be
increased as provided in Section 6, Article IX of the Constitution of Michigan
for a period of five (5) years by fifty ($.50) cents per One Thousand ($1,000.00)
Dollars of state equalized valuation through the levy and collection of one half
(1) mill tax for the purpose of acquiring, developing, operation and maintaining
parks and recreation areas in Holly Township, Oakland County, Michigan?
