The County strategy is to invest in longer term Agencies and Treasuries. Before the
unprecedented rise in short term rates this strategy consistently outpreformed the short term
investments (CDs and High Yeild Savings accounts). The quick rise in rates has led to current
Pool yeild lagging behind short term rates. Next Fiscal Year will be a turning point where the
current investment Pool will become competitive again.

Subject: FY2025 Capital Equipment Budget Amendment
INTRODUCTION AND HISTORY
Staff are requesting to amend the approved FY2025 Capital Equipment Budget. The FY2024 golf
season was the most successful season yet in both attendance and revenue, which resulted in
approximately $900,000 in revenues exceeding operation expenses combined for all the courses.
The favorable revenues are being requested to be invested back into golf operations by
purchasing key operating equipment used to maintain the grounds at all 5 courses. New
equipment will be purchased through Oakland County Purchasing utilizing existing contracts.
Recreation, Programs, and Services (RPS) is also requesting to purchase a new Rock Climbing
Tower to replace an older rock climbing unit, which is nearing its end of life cycle. RPS recently
auctioned the Zip Line through the county auction process, with it being sold for $45,000. The
revenue from the sale is being requested to be used to fund the purchase of the new Rock
Climbing Tower, which is $46,003.25. The Climbing Tower was bid through Oakland County
Purchasing.

Subject: White Lake Oaks – Pontiac Lake Road Pedestrian Signal Crossing
INTRODUCTION AND HISTORY
1.Summary
OCPR met with RCOC traffic safety staff in July 2024 to discuss safety concerns of the existing Pontiac
Lake Road pedestrian crosswalk from the north parking lot south to the event center and golf course.
The current non-signaled crosswalk diagonally crosses Pontiac Lake Road and sits at the edge of road
curve just west of Pontiac Lake Rd/Williams Lake Rd intersection.
The addition of a signal crosswalk would help to alert roadway users of pedestrians utilizing this
crossing. Sight distance for westbound roadway users would be increased. The proposed location would
decrease the crossing length of pedestrians, therefore decreasing pedestrian exposure time. Field
observations revealed that pedestrians generally crossed diagonally from the parking lot entrance/exit
towards the pedestrian gates to the west of the clubhouse building. Also, moving the new crosswalk west
of the Pontiac Lake Road/Williams Lake Road intersection to increase westbound roadway users.
2. Scope
a.Demo/remove existing pedestrian crossing/signage/curbing/fencing.
b.Installation of new pedestrian crossing with traffic control signal (Rectangular rapid Flashing
Beacon) for White Lake Oaks’ patrons from the North Parking Lot south to the Event Center and
Golf Course.
c.To install the traffic control device for the crossing, the Road Commission for Oakland County
(RCOC) requires an agreement with OCPR for Traffic Control Device for maintenance of the
Rectangular rapid Flashing Beacon (RRRB) signal.
i.Agreement to sign
d.OCPR to budget $500/annually to address these maintenance costs.
e.OCPR to budget $1,200 every five years to replace signal batteries.
3.Project Budget
This project is not identified in the current FY Capital Improvement Plan. Staff is requesting use of fund
balance to complete the project in FY25.

AGREEMENT FOR TRAFFIC CONTROL DEVICE

Under authority of state law and by virtue of resolution formally adopted by their respective governing bodies,
the under-signed hereby agree to pay the Maintenance Costs (as defined below) related to the above traffic control
device on the basis of the following division of costs as set forth in this agreement (“Agreement”). Invoices for
Maintenance Costs are to be billed monthly by the Road Commission for Oakland County (“RCOC”). Title to
the traffic signal and related equipment shall be in the name of the RCOC, or with the governmental agency that
has jurisdiction of the intersection when purchased for roads not under the jurisdiction of the RCOC.

Maintenance Costs include costs related to operation, repair, maintenance, removal, and replacement of the above
referenced traffic control device. It is further agreed that the RCOC will be the agency invoiced for energy billings
and/or communications billings (“Billings”) for the above referenced traffic control device. The RCOC will pay
the invoices for the Billings and subsequently invoice OAKLAND COUNTY PARKS AND RECREATION
DEPARTMENT seeking reimbursement for payment of the Billings pursuant to the division of Maintenance
Costs stated above. The RCOC’s payment of the Billings shall be included as maintenance costs on the RCOC
invoice to OAKLAND COUNTY PARKS AND RECREATION DEPARTMENT.
It is further agreed that the agency responsible for making original and replacement installations and performing
maintenance shall be the RCOC. The parties are responsible for the Maintenance Costs pursuant to the division
of costs stated above, and the RCOC will invoice OAKLAND COUNTY PARKS AND RECREATION
DEPARTMENT for the Maintenance Costs pursuant to the division of costs stated above.
OAKLAND COUNTY PARKS AND RECREATION DEPARTMENT shall pay all RCOC invoices within 30
days of the date of the invoice, or OAKLAND COUNTY PARKS AND RECREATION DEPARTMENT shall
be in default under this Agreement. If OAKLAND COUNTY PARKS AND RECREATION DEPARTMENT
is in default under this Agreement, then RCOC may remove the traffic control device and/or file an action in the
appropriate court seeking monetary damages as a result of the default, including but not limited to its attorney’s
fees and costs.

This Agreement is terminable on thirty days written notice by any party. OAKLAND COUNTY PARKS AND
RECREATION DEPARTMENT shall pay any outstanding invoices upon written notice of the termination, and
the final invoice shall be paid immediately upon receipt.

INTRODUCTION AND HISTORY
1.Summary
Renovation of existing men’s and women’s restrooms at the administration office building at Waterford
Oaks. This project will add gender-neutral restroom to existing restroom footprint to maximize space. This
project will update the only restroom facility in the administration building that is used by both staff and
public, as this office space provides meeting space for all daily administrative/business operations for
OCPR.
2. Scope
Renovation of existing men’s and women’s restrooms for the administration building:
a.Addition of gender-neutral restroom within existing restroom footprint.
b.Partial demolition of existing non-structural partitions and fixtures.
c. New floors/finishes, walls, ceilings, plumbing fixtures, toilet partitions and toilet accessories.
d.New mechanical, electrical, plumbing.

a.Funding is available within the approved FY25 Capital Improvement Program.

EXECUTIVE SUMMARY
1. Scope
The OCPR Commission approved the Glen Oaks Electrical Improvements project back in August of 2022
to address antiquated electrical panels in the Glen Oaks conference center and golf pro shop. This scope
of work included DTE upsizing electrical service with a new dedicated transformer to the site.
Through the process of completing necessary pre-construction activities, it was determined that the
parks’ recorded deed and parcel description needed to be updated. The recorded parcel information has
now been resolved to move forward with installation.
2. Need
The Glen Oaks maintenance building located near the eastern edge of the property, is currently powered
by an overhead service drop from a nearby DTE utility pole, which also services the adjacent residential
neighborhood. This work provides dedicated service to maintenance building, eliminating unsafe working
conditions resulting from voltage drop.

The "Right of Way Area" is a twelve (12') foot wide easement on part of Grantor's Land. The centerline of the Right of Way

1. Purpose: The purpose of this Right of Way is to construct, reconstruct, modify, add to, repair, replace, inspect, operate, and maintain
overhead and underground utility facilities which may consist of underground vaults, pipelines, poles, guys, anchors, wires, manholes,
conduits, pipes, cables, transformers, and accessories.
2. Access: Grantee has the right of pedestrian and vehicular ingress and egress to and from the Right of Way Area over and across
Grantor’s Land.
3. Buildings or other Permanent Structures: No buildings or other permanent structures or improvements may be constructed or
placed in the Right of Way Area without Grantee's prior, written consent. Grantor agrees, at its own expense, to remove any improvement
that interferes with the safe and reliable operation, maintenance, and repair of Grantee's facilities upon the written demand of Grantee.
If Grantor fails to comply with such demand, Grantor agrees that Grantee may remove any such improvement and bill Grantor for the
cost thereof, which cost Grantor shall pay within thirty (30) days after demand therefor.
4. Excavation: Pursuant to 2013 Public Act 174, MISS DIG (1-800-482-7171 or 811 in some areas) must be called before any
excavation in the Right of Way Area may proceed.

5. Trees, Bushes, Branches, Roots, Structures and Fences: Grantee may trim, cut down, remove or otherwise control any trees,
bushes, branches and roots growing or that could grow or fall in the Right of Way Area and remove any structures, improvements,
fences, buildings or landscaping in the Right of Way Area that Grantee believes could interfere with the safe and reliable construction,
operation, maintenance and repair of Grantee's facilities. No landscaping, trees, plant life, structures, improvements or fences may be
planted, grown or installed within eight (8') feet of the front door, or within two (2') feet of the other sides, of transformers or switching
cabinet enclosures, and Grantee shall not be responsible for any damage to, or removal of, landscaping, trees, plant life, structures,
improvements and/or fences located in such areas.
6. Restoration: If Grantee's agents, employees, contractors, subcontractors, vehicles or equipment damage Grantor's Land while
entering Grantor's Land for the purposes stated in this Right of Way, then Grantee will restore Grantor's Land as nearly as i s reasonably
practicable to the condition in which it existed prior to such damage. Restoration with respect to paved surfaces shall consist of asphalt
cold patching of the damaged portion of any asphalted surfaces when the weather conditions suggest such use and the cement patching
of the damaged portion of any cemented surfaces. Grantee shall have no liability, however, for the restoration or cost of any
improvements located within the Right of Way Area, including, but not limited to, parking islands, gutters, fences or landscaping such
as trees, bushes, or flowers (but not a simple lawn which, if damaged, will be patched and re-seeded by Grantee) that are damaged by
Grantee in the course of constructing, reconstructing, modifying, adding to, repairing, re placing, operating or maintaining its facilities
as described in paragraph 1 above.
7. Successors: This Right of Way runs with the land and binds and benefits Grantor's and Grantee's successors and assigns.
8. Exemptions: This Right of Way is exempt from transfer tax pursuant to MCL 207.505(a) and MCL 207.526(a).
9. Governing Law: This Right of Way shall be governed by the laws of the State of Michigan.

Subject: 2025 Seasonal/Part-Time Incentives
INTRODUCTION AND HISTORY
Oakland County Parks and Recreation (OCPR) relies on a large number of part-time employees
to operate our parks, facilities, and programs during our busiest time of year. In 2022 and 2023,
OCPR offered structured incentive bonuses to address hiring challenges and successfully
expanded operations across several facilities, including reopening both waterparks for the first
time in three years.
In 2024, with a more stable part-time workforce, OCPR shifted its incentive strategy toward
offering premium pay on dates identified as historically difficult to staff. These targeted incentives
proved effective in supporting operations during peak demand periods and coverage gaps caused
by the return to school and major holiday weekends.
In 2025, we recommend continuing a similar targeted approach to staffing incentives, including
premium pay for high-need dates and roles, with a continued focus on waterparks, recreation
programming services (RPS), and campgrounds.
RECOMMENDED 2025 INCENTIVES
New Lifeguards
New lifeguards who obtain certification prior to their start date shall be eligible for a $300
lump sum bonus, payable in their second pay period.
Waterparks – Targeted Premium Pay
To address staffing challenges during the July 4th holiday and at the end of the summer
season, a $3/hour premium will be paid for shifts worked on the following 10 high-need
dates:
•July: 4, 5, 6
•August: 16, 17, 23, 24, 30, 31
•September: 1
Recreation Program Services (RPS) – Targeted Premium Pay
A $3/hour premium will be paid for shifts worked on 43 high-need dates, focusing on
weekends and holidays with high attendance or limited staff availability:
•April: 18
•May: 17, 23–26 (Memorial Day Weekend), 30
•June: 6–7
•July: 4–6, 19
•August 15 – September 1 (includes the back-to-school window and Labor Day
Weekend)
•Weekends in September: 5–7, 12–14, 19–21, 26–28

Campgrounds – Late Season Premium Pay
To retain part-time staff through the end of the camping season, a $2/hour premium will
be paid for all shifts worked from late August through campground close dates.
• Effective Start Date: August 23, 2025 (start of a new pay period)

• Groveland Oaks: October 17, 2025 (56 days)
• Addison Oaks: October 31, 2025 (70 days)
FISCAL IMPACT
We estimate the 2025 incentive program will cost approximately $100,000. This reflects a
continued effort to strategically target incentives where they have the greatest impact on
operational success, particularly during high-need periods and roles.
MOTION
Move to approve the 2025 Incentive Program for Part-Time Positions and to authorize the
Chairperson to approve additional incentives recommended by staff to address critical needs
during the 2025 season.

INTRODUCTION AND HISTORY
Our park operations staff take a lot of pride in the properties they manage and the work that
they do to ensure our guests have a positive experience. They bring a unique perspective that
is often the source of many excellent ideas for improvement projects that would enhance that
experience for guests. Two projects completed last summer highlighted the creative approach
and talent that exists with our operations team, the new solar system trail at Addison Oaks and
camp store at Groveland Oaks. With these successes in mind, the Commission authorized the
assignment of $500,000 in unrestricted fund equity funds for small park improvement projects at
your November 6, 2024, meeting. I tasked our Parks Operations Chiefs Tom Hughes and Erik
Koppin to take the lead in developing a framework for the submittal and evaluation of proposals
from staff members with an initial budget of $250,000. Staff have submitted many excellent
project ideas that can be implemented this fiscal year. Your approval is requested to authorize
the expenditure of up to $250,000 from the assigned Park Enhancement Fund and to grant the
Director administrative authority the commencement of enhancement projects submitted and
recommended by the Park Operations Unit.

GREAT MARSHMALLOW DROP
It’s that time of year again... the Great Marshmallow Drop will return on April 18th at 10 a.m. at Worden
Park at the corner of Lexington Boulevard and Crooks Road in Royal Oak. The event was relocated
temporarily for this year due to park construction projects underway at Catalpa Oaks. Please let Jami
know if you plan on attending.
WHIMSICAL WOODLANDS FESTIVAL
Oakland County Parks is the presenting sponsor of the Whimsical Woodlands Festival this year. The
event will be held on April 27th from 10am - 4pm at the Johnson Nature Center, 3325 Franklin Road in
Bloomfield Hills. Participants can take part in volunteer activities in the morning to freshen up the nature
preserve and remove invasive species and are invited to build small fairy or gnome homes in the
afternoon for placement in the woods. Crafts, storytelling, activities, face painting, animals, a climbing
tower, vendors and treats are also included.
OAKIE V. OAKIE
The City of Oak Park kicked off a fun video exchange with us on social media because they also have a
squirrel mascot named “Oakie”. Kudos to Tiffany on our marketing staff for taking the lead with several
videos from the perspective of the “real Oakie”. Looking forward to more fun to come as the battle
continues.
PARK IMPROVEMENT CONSTRUCTION/CLOSURES
We are reaching an exciting stage with the implementation of the ARPA funded Healthy Communities
Plan with commencement of multiple major construction at six of our park locations, including:
•Construction of a paved parking lot, new picnic shelter, improved accessible pathways,
playground expansion and soccer field improvements at Catalpa Oaks County Park. The park
will close in mid-April to allow for work to be completed. Renovations are expected to conclude in
Spring 2026 although the soccer fields will be closed intermittently in 2026 to allow for turf growth.
RETURN TO AGENDA
• Accessible pathways, nature play pockets, improved lake views, a new pavilion and accessible
kayak launch at Pontiac Oaks County Park. The playground and restroom will remain open
during construction, which is expected to be completed by Fall 2025. Intermittent closures are
expected.
• Transformation of Ambassador Park in Madison Heights into the McGillivray Play Garden at
Red Oaks County Park. The park will close in mid-April for a full park renovation that will include
a newly configured parking lot with improved stormwater retention, new playground and tot garden,
hammocks, sledding hill improvements and a restroom building with attached shade structure and
porch swings.
• Renovation of the northwest corner of Shepherd Park in Oak Park to create Oak Park Woods
at Shepherd Park with pavilion and warming kitchen updates, a new restroom building, gathering
and seating areas and an exciting new play area. The park will close in mid-April to allow for
construction.
• Restoring natural areas at Southfield Oaks at Beechwoods Park. The former golf course will
be reconnected to the Rouge River floodplain with trails that weave throughout the newly restored
landscape featuring interpretive stations, play areas and seating. Work will begin in May.
• Construction of a major playground expansion, new restrooms, pavilion and fitness area at the
Paradise Peninsula section of Waterford Oaks County Park. This area will close at the
beginning in April to allow for work to be completed.
Our communications team is taking the lead in getting the message out to the public about these closures.
We will be distributing media release, social media posts, post card mailings to surrounding
neighborhoods and placing signage at the affected park sites. Any help you can provide in sharing this
information is appreciated.
