Motion to accept the funding from Michigan State Police for the 2024 Continuing Professional
Education Pilot Program, in the amount of $308,500, for the period June 10, 2024 through
December 31, 2024; further, authorize the Chair of Board of Commissioners to execute the grant;
further, amend the FY 2024 budget as detailed in the attached Schedule A.

INTRODUCTION AND BACKGROUND
The Sheriff’s Office has received $308,500 in funding from the State of Michigan for the 2024
Continuing Professional Education (CPE) Pilot Program for the period June 10, 2024 through
December 31, 2024. The CPE Pilot Program, created under Public Act 1 of 2023, provides funding
for in-service training requirements for all licensed law enforcement officers in Michigan. The CPE
requirement for 2024 is a total of 12 hours, including 4 hours of Commission designated training
categories and 8 hours of agency-selected training categories per guidelines.
For the year 2024, agencies have received approximately $500 per full-time equivalent.
POLICY ANALYSIS
On January 31, 2023, Public Act 1 of 2023 appropriated funds to support the implementation of
required annual in-service training standards for all licensed law enforcement officers in accordance
with rules promulgated under section 11(2) of the MCOLES Act (1965 PA 203, MCL 28.611).
Accordingly, the Commission is now promulgating rules with respect to in-service training programs,
courses of study, and attendance requirements for licensed law enforcement officers.
The recently implemented Commission required annual in-service training standards shall hereafter
be referred to as Continuing Professional Education (CPE). The CPE requirements ensure that all
licensed law enforcement officers maintain a level of knowledge, skill, and ability necessary to
enhance proficiency and professionalism throughout their career to appropriately serve the people
of Michigan.
Based on research and consistent with in-service training requirements around the country,
MCOLES is implementing in-service training requirements for all licensed law enforcement officers
in Michigan, with a 3-year pilot program beginning in June 2024.
Acceptance of this funding does not obligate the County to any future commitment and continuation
of the program is contingent upon future levels of funding and no county match required.
