ITEM CATEGORY SPONSORED BY Grant Penny Luebs INTRODUCTION AND BACKGROUND The Oakland County Sheriff’s Office is extending the existing interlocal agreement with the Oakland County Health Network (OCHN) for the Jail Alliance with Support (JAWS) Program for the period October 1, 2024 through September 30, 2025. The JAWS program seeks to divert offenders with mental health needs from custody to more appropriate community-based resources. The OCHN will reimburse the County in the amount not to exceed $218,767 for one (1) full-time eligible (FTE) Inmate Caseworker position (#06577) to offer mental health services to inmates having serious and persistent mental illnesses and two (2) part-time non-eligible (PTNE) Inmate Caseworker positions (#11611 and 11612) to work on the JAWS program for October 1, 2024, through September 30, 2025. The not-to-exceed amount for the FTE Inmate Caseworker position (#06577) is $132,571 and the not-to-exceed amount for the two PTNE Inmate Caseworker positions (#11611 and 11612) is $86,196. POLICY ANALYSIS The continuation of these positions is contingent upon continued reimbursement funding. No County insurance requirements. – Robert Erlenbeck (08/27/2024) Corporation Counsel: Approved – Mary Ann Jerge (08/28/2024) 2025 JAWS PROGRAM INTERLOCAL AGREEMENT AMENDMENT #1 FY2025 INTERLOCAL AGREEMENT FOR THE JAWS PROGRAM BETWEEN COUNTY OF OAKLAND AND OAKLAND COMMUNITY HEALTH NETWORK AMENDMENT #1 OCHN #2024-0002-JUS AMENDMENT #1 The Parties, COUNTY OF OAKLAND (“County”) and OAKLAND COUNTY COMMUNITY HEALTH NETWORK (“OCHN”), agree and acknowledge that the purpose of this Amendment is to modify as provided herein and otherwise continue the present relationship between the Parties as described in their current Jail Alliance With Support (JAWS) Program Agreement (“Agreement”). This Amendment #1 shall take effect on October 1, 2024 and shall extend the terms of the Agreement through September 30, 2025 or is terminated by any of the Parties pursuant to section 11 of this Agreement. In consideration of the mutual promises, representations, assurances, agreements and provisions in the Agreement and this Amendment the adequacy of which is hereby acknowledged by the Parties, the Parties agree to amend the Agreement as follows: 1. The Agreement shall reflect fiscal year “2025” in the title of the Agreement; 2. Section 4 Term and Renewal of the Agreement shall be amended to start on October 1, 2023 and shall remain in effect until September 30, 2025. 3. Exhibit II Section 1 shall be amended to the following: 1. OCHN shall fund the County in a NOT TO EXCEED (NTE) amount for the following: •$124,270.00 for the cost of one (1) full-time eligible Inmate Caseworker, including full-time fringe benefits, for the period of October 1, 2023 through September 30, 2024, and $132,571.00 for one (1) full-time eligible Inmate Caseworker, including full-time benefits for the period of October 1, 2024 through September 30, 2025. •$78,124.00 ($40,885.00 and $37,239.00) for the cost of two (2) part-time non- eligible Inmate Caseworkers including the following fringe benefits: 1) FICA; 2) Unemployment; 3) Workers Comp; and 4) Retirement Contribution for Health 2025 JAWS PROGRAM INTERLOCAL AGREEMENT AMENDMENT #1 Savings Accounts, for the period of October 1, 2023 through September 30, 2024; and $86,196.00 ($44,820.00 and $41,376.00) for the cost of two (2) part-time non-eligible Inmate Caseworkers including the same above noted fringe benefits 1 – 4 for the period of October 1, 2024 through September 30, 2025. 4. Exhibit II Section 2 shall be amended to the following: •The County will be compensated in the amount of $218,767.00 after October 1, 2024. To ensure timely payment, the County shall invoice OCHN for the full amount and direct the invoice to the attention of OCHN’s Chief Financial Officer. Prior to the close of FY25, the County will provide a cost settlement breakdown of the funding to OCHN’s Chief Financial Officer twenty (20) days after the end of the fiscal year. Cost settlement of this agreement will be based upon a comparison of the actual allowable expense for the Inmate Caseworker position and the amount paid by OCHN to the County, provided that the amount paid by OCHN to County shall not exceed the NTE amount in the Agreement. Any unspent funds will be returned by the County to OCHN within 30 days of the final settlement letter. 5. Exhibit II Section 5 is removed from the Agreement. 6. All other terms of the Agreement remain in full force and effect through the date of September 30, 2025. The Parties, by signing below, enter into this Interlocal Agreement for the JAWS Program in the Oakland County Jail.
