ITEM CATEGORY SPONSORED BY Grant Penny Luebs INTRODUCTION AND BACKGROUND The Oakland County Sheriff’s Office (OCSO) was notified by the Michigan Department of Health and Human Services Office of Victim Assistance that OCSO has been authorized $344,602 through the Antiterrorism Emergency Assistance Program for the period October 1, 2024 through September 30, 2025. The grant funding is authorized to create two (2) new full-time (FTE) Special Revenue (SR) Deputy II positions that will work as Peer Support and Wellness Coordinators to provide direct victim services, including court advocacy, information on victims’ rights, and other services as appropriate. The Peer Support and Wellness Coordinators will provide support to the local law enforcement agencies who responded to the Oxford High School Shooting and will conduct intentional, documented, regular outreach to first responders that responded to the Oxford High School incident and provide training on vicarious trauma. Other expenses authorized by the grant include travel and training, services for clinically supportive supervision of the OCSO Peer Support Team, and services for mental health support for responding officers. POLICY ANALYSIS This grant does not obligate the County to any future commitment and continuation of this program is contingent upon continued future levels of grant funding. Using a web browser, access MDHHS EGrAMS at http://egrams-mi.com/mdhhs. The recommended web browser for use with MDHHS EGrAMS is Microsoft Edge. Login to the MDHHS EGrAMS system. 4. Access the application using the drop-down menus "Grantee>Grant Application>Enter Grant Application" and click on "Go." 5. These are full-time grant-funded positions and cannot be tasked with other duties. In addition to supervision from the Oakland County Sheriff’s Office, these individuals will receive clinical support from a clinician licensed to practice in the State of Michigan. The two (2) Oakland Sheriff’s Office Peer Support and Wellness Coordinators are required to have specialized training in: Psychological first aid.• Confidentiality.• Trauma-informed assistance, including how to help a person understand the need for further assistance.• How to work with the aspects of a peer support event through resistance, resiliency, and recovery.• Situational crisis intervention with individual persons and groups.• Practical communication skills and techniques to assist a person in a crisis.• How a person reacts in a crisis.• Mechanisms to assist in dealing with a person in a crisis.• Understanding suicide prevention and assessment best practices• Training and Travel Training and Travel for approved peer support training, trauma-informed training, psychological first aid training, mass violence response for victims and first responder training, and training in victim-centered trauma-informed practices as applied to first responders. Sheriff’s Office Purchased Services/Clinical Supervision of Peer Support Team The Oakland County Sheriff’s Office recognizes the importance of clinical supervision for the Peer Support and Wellness Coordinators. This purchased service will provide the necessary professional guidance and support. A licensed mental health/behavioral health professional in the State of Michigan will provide clinical supervision. Sheriff’s Office Purchased Services / Mental Health Support Purchased Services for Mental Health Support to the Oakland County Sheriff’s Office and other First Responder Groups within Oxford and Oakland County. The Oakland County Sheriff’s Office has seen increased service requests from responding officers and dispatchers. These funds are to reimburse behavioral health care for responding officers as needed. The first responders will referred to vetted clinicians, licensed to practice in the State of Michigan, to receive clinical support. For responding agencies that do not have a Peer Support Team, the Peer Support and Wellness Coordinators will provide assistance in establishing their own to meet the officer wellness needs of their individual agency. Activity :Under the supervision of the Oakland County Sheriff’s Office Peer Support Team Supervisors, the grant funded Peer Support and Wellness Coordinators will identify and work with the 557 first responders who responded to the Oxford High School Mass Violence Incident (November 30, 2021), providing the first responders with the resources available to them. Responsible Staff :Peer Support and Wellness Coordinator (TBD - grant funded Deputy II) Date Range :10/01/2024 - 09/30/2025 Expected Outcome :Improve officer wellness within the first responder agencies that responded to the Oxford High School Mass Violence Incident (November 30, 2021) by providing mental health services to responding personnel as they are victims of the incident. Measurement :Report personnel and agencies assisted, removing all personal identifying information.
