unused/unwanted office supplies between Oakland County departments and to local non-profit
organizations in Oakland County for the period of September 1, 2024 through September 2, 2025.

INTRODUCTION AND BACKGROUND
The Oakland County Office of Sustainability is proposing that excess, unused office items from
departments be donated to local community organizations. Several departments within the county
have expressed interest in disposing of unused office materials such as binders, whiteboards,
notebooks etc. that are no longer needed through donation. The excess items take up space within
departments and could be reused or given a new life.
The purpose of the requested variance is to provide Oakland County with a secondary option to
recycle office items that are unneeded instead of throwing them away. Leftover items can be
donated in place of disposing of them in the landfill. The inaugural Oakland County Internal
FreeSale event is set to take place on September 25, 2024, from 2-4pm and will serve as a pilot
program to explore ways that Oakland County can reduce our waste stream and reuse items
procured throughout the departments. Departments will contribute unneeded supplies and host a
table during the event to display excess supplies for Oakland County employees to “shop” the event
for any office supplies for free for office use only.
The following Oakland County departments who expressed desire to recycle their unused materials
and agreed to participate in the pilot FreeSale Event and the items that they have donated:

Facilities Education on items from Storage Facility and
EOB basement.
Currently, Oakland County rents a storage facility and uses the basement of Executive Office
Building (EOB) to house old office furniture, whiteboards, etc. The facilities management
department will have images of some larger items on display during the FreeSale along with
information on who to contact if an employee wants a “furniture item” for delivery.
The FreeSale will help the participating departments to remove unneeded items, educate
employees on where they can obtain upcycled office furniture, and ultimately reduce costs for the
County through shared office supplies.
Background
The proposed resolution requests approval of the donation pursuant to Miscellaneous
Resolution #99059, which was adopted by the Oakland County Board of Commissioners in 1999 to
address disposal of County-owned assets that have been rendered surplus. Donation of excess
office supplies advances the County’s material waste reduction and diversion policy and provides a
sustaining benefit to the County.
The County currently disposes of unneeded items through:
(1) disposing of the equipment at public auction;
(2) selling the equipment through an authorized bid process; or
(3) trading the equipment into a selected vendor who is providing replacement for the used
equipment.
Considerations
The proposed allowance will excess supplies that is left over after the FreeSale event to be donated
to two local non-profits, who have already expressed interest, instead of sending them back to the
participating departments who donated them. Furthermore, Oakland County’s Sustainability Plan,
developed in 2022, outlines the strategic sustainability goal for Waste Reduction and Diversion. This
variance will specifically address Action Item D2. Recyclable material collection, and D5. Develop
policies to minimize office supply consumption from the Oakland County Sustainability Plan.
The goal is to extend the “FreeSale” to twice per year, with the first event occurring just before the
start of FY25, and the second FreeSale to take place during Earth Week 2025 (April 21- April 25) to
increase internal engagement with the County’s Earth Week programming and improve education
on recycling and waste management.
Data and information will be shared with the EDI committee following the event. Requested
Committee Action: Recommend adoption of the resolution as presented with a timeline of one year
beginning on September 1, 2024, and expiring on September 2, 2025, with the opportunity for
extension with board approval.
