INTRODUCTION AND BACKGROUND
Oakland County Children’s Village has applied for and been awarded the National School Lunch
Program, Afterschool Snack and School Breakfast Program Grant along with the Child and Adult
Care Food Program Grant through the CNP Coordinated Application by the Michigan Department of
Education (MDE) Office of Health and Nutrition Services, for reimbursement of meals and snacks
provided to the residents at Children’s Village for the period July 1, 2024, through June 30, 2025.
The MDE, through the Office of Health and Nutrition Services, administers the United States
Department of Agriculture National School Lunch Program/Commodity Distribution, Afterschool
Snack and Breakfast Programs, along with the Child and Adult Care Food Program. The purpose of
the programs are to make nutritionally balanced, free/low-cost meals, snacks, and milk available
statewide to children through the completion of high school and to children at emergency shelters.
To streamline the application process, the Michigan Department of Education has combined all
USDA funded Child Nutrition Programs into a single application.
Oakland County Children’s Village is licensed as a residential child care institution. The campus
residents, except Mandy’s Place residents, qualify for free severe-need breakfasts, free lunches,
and free afterschool snacks seven days a week through the National School Lunch, Afterschool
Snack and School Breakfast Programs, which are based on rates provided for School Year 2023-
2024.
Mandy’s Place within Children’s Village is registered as an emergency shelter. Its residents qualify
for free breakfasts, free lunches, and free dinners seven days a week through the CACFP and are
reimbursed based on rates provided in the Child And Adult Care Centers Reimbursement Rates
from July 1, 2024, through June 30, 2025.
The grant amount is unknown at the time of acceptance; however, it is based on the attached per
meal reimbursement rates. For the previous grant period of July 1, 2023 through June 30, 2024, the
total cost of meals and snacks was approximately $816,915, of which Children’s Village was
reimbursed $220,525 from the Michigan Department of Education through the Child Nutrition
Programs. Meal provision expenditures are not recorded by program due to cost-efficient bulk
purchases that cover food services for the entire campus.
There is no grant match requirement, and the grant agreement has completed the Grant Review
Process in accordance with the Board of Commissioners Grant Acceptance Procedures. The
acceptance of this grant does not obligate the County to any future commitment and continuation of
this program is contingent upon continued future levels of grant funding and a budget amendment is
not required at this time.
