Democratic Caucus Minutes
November 21, 2024 at 8:30 AM
1. Call Meeting to Order
Chair Angela Powell called the meeting of the Democratic Caucus to order at 8:45 AM in
Committee Room A, 1200 N. Telegraph Road, 12E, Pontiac, MI 48341.
2. Roll Call
MEMBERS PRESENT: David Woodward, Penny Luebs, Kristen Nelson, Gwen Markham,
Angela Powell, Marcia Gershenson, William Miller III, Yolanda Smith Charles, Charles
Cavell, Brendan Johnson, Ajay Raman, Ann Erickson Gault, Linnie Taylor (13)
MEMBERS ABSENT WITH NOTICE: (0)
3. Public Comment
Chris Barnett, Orion Township Supervisor, Larry Gray, Commerce Township Supervisor,
John Dolan, Lyon Township Supervisor, Lisa Brown, Oakland County Clerk/Register of
Deeds and Tom Mance, Oakland County Deputy Sheriff's Association, addressed the
Caucus during Public Comment #1.
4. Approval of Minutes
a. Board of Commissioners - dated October 24, 2024
Penny Luebs moved approval of the Minutes dated October 24, 2024, as
presented. Seconded by Ann Erickson Gault.
Motion Passed.
A sufficient majority having voted in favor, the Minutes dated October 24, 2024,
were approved.
5. Discussion Items
Commissioner Ajay Raman addressed the Caucus regarding the agenda removal of
Legislative Affairs and Government Operations Committee item entitled: Human
Resources - Amendment to Merit Rule 24 - Personal Leave.
Discussion Followed.
Commissioner Penny Luebs addressed the Caucus regarding Public Health and Safety
Committee item entitled: Sheriff's Office - Establishment of Overtime Law Enforcement
Services Agreement Rates and Law Enforcement Services Agreement Overtime Rates -
January 1, 2025, through December 31, 2027.
Discussion Followed.
Sheryl Johnson, Deputy Chief Financial Officer, and Brian Lefler, Chief Financial Officer,
addressed the Caucus regarding Public Health and Safety Committee item entitled:
Sheriff's Office - Establishment of Overtime Law Enforcement Services Agreement Rates
and Law Enforcement Services Agreement Overtime Rates - January 1, 2025, through
December 31, 2027.
Discussion Followed.
Commissioner Michael Spisz and Commissioner Michael Gingell addressed the Caucus
to discuss an amendment being introduced regarding Public and Health Safety
Committee item entitled: Sheriff's Office - Establishment of Overtime Law Enforcement
Services Agreement Rates and Law Enforcement Services Agreement Overtime Rates -
January 1, 2025, through December 31, 2027.
Discussion followed.
Chair Angela Powell addressed the Caucus to review the Caucus Memo of
Announcements.
Commissioner Marcia Gershenson addressed the Caucus to discuss contributions for
staff gifts.
Commissioner Kristen Nelson addressed the Caucus regarding the Senior Advisory
Council.
Commissioner Gwen Markham addressed the Caucus regarding the Oakland History
Center Open House on December 8, 2024.
Chair Angela Powell addressed the Caucus regarding the Holiday Extravaganza Parade
in Pontiac on December 7, 2024.
6. Public Comment
Rick Hamill, Highland Township Supervisor, Larry Gray, Commerce Township Supervisor,
Chris Barnett, Orion Township Supervisor, Farah Baig, Bruce Pearson, Addison Township
Supervisor, Jack Curtis, Oxford Township Supervisor and Mike Flores addressed the
Caucus during Public Comment #2.
Chair Angela Powell called the meeting to recess at 10:44 AM.

Commissioner David Woodward addressed the Caucus to discuss a proposed
amendment to item entitled Sheriff's Office - Establishment of Overtime Law Enforcement
Services Agreement Rates and Law Enforcement Services Agreement Overtime Rates -
January 1, 2025 through December 31, 2027 and urged Caucus support of the
amendment.
Discussion followed.
Brian Lefler, Chief Financial Officer, addressed the Caucus to discuss the amendment
and stated that his office would likely require additional personnel to monitor these
contracts.
