Democratic Caucus Minutes
September 19, 2024 at 8:30 AM
1. Call Meeting to Order
Chair Angela Powell called the meeting of the Democratic Caucus to order at 8:38 AM in
Committee Room A, 1200 N. Telegraph Road, 12E, Pontiac, MI 48341.
2. Roll Call
MEMBERS PRESENT: David Woodward, Penny Luebs, Gwen Markham, Angela Powell,
Marcia Gershenson, William Miller III, Yolanda Smith Charles, Charles Cavell, Brendan
Johnson, Ann Erickson Gault, Linnie Taylor (11)
MEMBERS ABSENT WITH NOTICE: Ajay Raman, Kristen Nelson (2)
3. Public Comment
No one addressed the Caucus during Public Comment #1.
4. Approval of Minutes
a. Board of Commissioners - dated September 5, 2024
William Miller III moved approval of the Minutes Approval of Minutes dated
September 5, 2024, as presented. Seconded by Brendan Johnson.
Motion Passed.
A sufficient majority having voted in favor, the minutes were approved, as
presented.
5. Discussion Items
Commissioner Johnson addressed the Caucus regarding Economic Development and
Infrastructure Committee item entitled: Office of Sustainability - Donation of Surplus
County Office Supplies Pilot Program.
Discussion followed.
Commissioner Markham addressed the Caucus regarding Board of Commissioners -
Public Hearing - FY 2025 – 2027 Oakland County Budget and thanked everyone for their
hard work.
Discussion followed.
Commissioner Woodward addressed the Caucus regarding amendments being offered to
Finance Committee item entitled: Executive's Office - FY 2025 – 2027 Oakland County
Recommended Budget. He stated that there are 3 amendments for road repair programs
and 1 amendment for the CEED Small Business Program.
Discussion followed.
Commissioner Luebs addressed the Caucus regarding Public Health and Safety
Committee item entitled: Sherrif's Office - Acceptance of Donation for Two Support
Canine Dogs - Maggie and Chip and the item entitled: Sheriff's Office - Grant Acceptance
from the State of Michigan for the FY 2025 Automobile Theft Prevention Authority (ATPA)
Program.

Commissioner Luebs addressed the Caucus regarding Public Health and Safety
Committee item entitled: Health & Human Services - Neighborhood and Housing
Development - Amendment #1 to the Unlocking Doors Oakland County Policy and
Reduce the Allocated American Rescue Plan Local Coronavirus Recovery Funds as well
as the item entitled: Health & Human Services - Neighborhood and Housing Development
- Reallocation of American Rescue Plan Act - Local Fiscal Recovery Funds for
Emergency Shelter Capacity and Operations.
Discussion followed.
Khadija Walker-Fobbs, Oakland County Neighborhood and Housing Development Officer
addressed the Caucus regarding information on shelter operations and their immediate
needs.

Commissioner Spisz addressed the Caucus regarding an amendment he will introduce to
approve a reallocation of the American Rescue Plan Act – Local Fiscal Recovery Funds in
the amount of $100,000 to Oakland Hope Food Pantry.
Discussion followed.
Commissioner Gingell addressed the Caucus to discuss an amendment he will introduce
regarding Finance Committee item entitled: FY 2025 General Appropriations Act and
2025 County General Property Tax Rates.

Commissioner Johnson addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item entitled: Human Resources - Hybrid Work Policy
Amendment.
Discussion followed.
Chair Angela Powell informed the Caucus that she attended the Congressional Black
Caucus Conference. She announced she has been elected to the Board of NOBCO, The
National Organization of Black County Officials.
Chair Angela Powell addressed the Caucus to review the Caucus Memo of
announcements.
6. Public Comment
No one addressed the Caucus during Public Comment #2.
7. Adjournment
The meeting recessed at 9:48 AM and adjourned at 12:00 noon.
