Board of Commissioners - Resolution Supporting Full Funding of Local Bus Operating in
Michigan’s FY 2026 Budget
Chair and Members of the Board:
WHEREAS Michigan’s Local Bus Operating (LBO) program is essential for providing daily
transportation to tens of thousands of residents, facilitating access to employment, education,
healthcare, and other vital services; and
WHEREAS the LBO program supports 77 transit agencies across the state, encompassing both
urban and rural communities; and
WHEREAS state reimbursement rates for LBO have declined to historically low levels, with urban
agencies receiving approximately 30% and nonurban agencies about 35% of eligible expenses, and
projections indicating further reductions to 26% and 30.6% respectively in FY 2026; and
WHEREAS Public Act 51 mandates that the state fund 50% of eligible expenses for urban transit
agencies and 60% for nonurban agencies, necessitating an estimated $440 million in FY 2026 to
meet these obligations, which is approximately $200 million more than current funding levels; and
WHEREAS inadequate funding jeopardizes the stability of transit services, potentially leading to cuts
in staffing and service levels, thereby affecting the mobility of Michigan residents; and
WHEREAS investments in public transportation yield significant economic benefits, with the FY
2025–2029 Five-Year Transportation Program projecting support for an average of 11,203 jobs
annually, contributing approximately $876 million in gross regional product each year.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners urges the
Michigan Legislature and Governor to fully fund the Local Bus Operating program in the FY 2026
state budget, aligning with the statutory requirements of Public Act 51.
BE IT FURTHER RESOLVED that the Oakland County Clerk/Register of Deeds is requested to
forward copies of this adopted resolution to the Governor of the State of Michigan, the State Senate
Majority and Minority leaders, the State House Speaker and Minority Leader, and the members of the
Oakland County delegation to the Michigan Legislature, and the Board of Commissioner’s legislative
lobbyist.
