MINUTES OF THE BOARD OF COUNTY ELECTION COMMISSIONERS
CALL TO ORDER:
The Board of County Election Commissioners meeting was called to order by the Honorable Jennifer
Callaghan on April 22, 2025 at 2:01 p.m. in the Oakland County Elections Division, Board of
Canvassers/Training Room, 1st floor, West Wing Extension, 1200 N. Telegraph Rd., Pontiac, MI 48341.
ROLL CALL:
MEMBERS PRESENT: Callaghan, Brown, Wittenberg. (3)
ABSENT: None. (0)
OTHERS PRESENT: Joseph J. Rozell, Director of Elections; Heather Kadulski, Elections Supervisor;
and Brandon Buck, Corporation Counsel.
APPROVAL OF AGENDA:
Moved by BROWN seconded by WITTENBERG to approve the agenda. Motion carried.
APPROVAL OF MINUTES:
Moved by WITTENBERG seconded by CALLAGHAN to approve the minutes of the April 7, 2025 Board
of County Election Commissioners Meeting. Motion carried.
NEW BUSINESS:
Judge Callaghan advised that proper notice had been given for today’s meeting for the recall of Beverly
Hinton, Board Member, School District of the City of Hazel Park and Deborah LaFramboise, Board
Member, School District of the City of Hazel Park. She also advised that the purpose of today’s meeting
according to MCL 168.952 of Michigan Election Law, is that the Commission shall meet and determine
whether each reason for the recall stated in the petitions is of factual and sufficient clarity to enable the
officer(s) whose recall is being sought and the electors to identify the course of conduct which is the basis
of the recall.
I. RECALL OF BEVERLY HINTON
BEVERLY HINTON, PETITION #1
“On January 27, 2025, Beverly Hinton directed a district employee to forward emails intended for the
superintendent to Beverly’s email account. This action was taken without prior approval from the Board of
Education and is a violation of Board Policy 1.7.2 or Article 1, Section 1 of the Board Bylaws, which stipulate
that board members must act as authorized by the board.”
Judge Callaghan asked if there was anyone present who wished to come forward to speak as a proponent
of the petition. No one spoke as a proponent of the petition.
Judge Callaghan asked if there was anyone present who wished to come forward to speak in opposition to
the petition. Beverly Hinton spoke in opposition of the petition.

Moved by WITTENBERG seconded by BROWN that the petition submitted by Ryann Voss for Beverly
Hinton, Board Member, School District of the City of Hazel Park be disapproved.
VOTE ON BEVERLY HINTON, PETITION #1: AYES: WITTENBERG, BROWN, CALLAGHAN. (3)
NAYS: NONE. (0)
The petition was DISAPPROVED.
BEVERLY HINTON, PETITION #2
“On January 27, 2025, Beverly Hinton voted to place the Superintendent on paid administrative leave
without public notice or input. On February 3, 2025, she voted to hire an outside interim at $800.00 per day
through June 30, 2025, instead of considering the assistant Superintendent. These actions resulted in
significant added costs and violated the board’s duty to ensure transparency and fiscal responsibility”
Judge Callaghan asked if there was anyone present who wished to come forward to speak as a proponent
of the petition. No one spoke as a proponent of the petition.

the petition. No one spoke in opposition of the petition.
Moved by BROWN seconded by WITTENBERG that the petition submitted by Jennifer Jackson for Beverly
Hinton, Board Member, School District of the City of Hazel Park be disapproved.
VOTE ON BEVERLY HINTON, PETITION #2: AYES: BROWN, WITTENBERG, CALLAGHAN. (3)
NAYS: NONE. (0)
The petition was DISAPPROVED.
II. RECALL OF DEBORAH LAFRAMBOISE
DEBORAH LAFRAMBOISE, PETITION #1
“On January 28, 2025, Deborah LaFramboise accessed confidential emails intended for the superintendent
and entered the superintendent’s office without prior approval from the Board of Education. These actions
violate Board Policy 1.7.2 or Article 1, Section 1 of the Board Bylaws, which stipulate that board members
must act as authorized by the board.”
Judge Callaghan asked if there was anyone present who wished to come forward to speak as a proponent
of the petition. Ryann Voss spoke as a proponent of the petition.

the petition. No one spoke in opposition of the petition.

Moved by CALLAGHAN seconded by WITTENBERG that the meeting be adjourned. Motion carried.
Judge Callaghan adjourned the meeting at 2:21 p.m.
