Motion to approve Project No. 57571 submitted by the City of Royal Oak and authorize the transfer
of Tri-Party Road Improvement Program funds in the amount of $25,172 from Non-Departmental
Transfers appropriation (9090101); further, amend the FY 2025 budget as detailed in the attached
Schedule A – Budget Amendment; further, request that the Oakland County Clerk forward copies of
this resolution to the Road Commission for Oakland County, Oakland County Fiscal Services, and
the Community.

INTRODUCTION AND BACKGROUND
Since the 1970s, the Oakland County Board of Commissioners has authorized the Tri-Party Road
Improvement Program to assist Oakland County’s cities, villages and townships (CVTs) with the
construction, maintenance and repair of roads under the supervision, direction and control of the
Road Commission for Oakland County (RCOC). On September 19, 2024, the Oakland County
Board of Commissioners approved Resolution #2024-4505 _ 24-72 which appropriated $2,000,000
for the FY 2025 Tri-Party Road Improvement Program allocation for projects managed by the
RCOC. The community, along with the RCOC, has identified a project and said project is ready to
be undertaken immediately. The project meets the terms and conditions of the Tri-Party Road
Improvement Program and the local cost participation agreement.
Project Description: resurfacing on Greenfield Road from 12 Mile to 13 Mile in the Cities of Berkley,
Royal Oak and Southfield

LOCAL COST PARTICIPATION AGREEMENT/TRI-PARTY PROGRAM
CITY OF ROYAL OAK
Attached for your review and submission to the Board for their approval is the local cost
participation agreement with the City of Royal Oak for the resurfacing on Greenfield Road
from 12 Mile to 13 Mile in the Cities of Berkley, Royal Oak and Southfield. Construction
on this project is expected to begin this summer.
The estimated total cost is $3,000,600 and will be partially funded with Federal funds in
the amount of $2,396,480 and Tri-Party funds in the amount of $302,060. The remaining
local match of $302,060 will be funded by the Board. Our total estimated share is
$402,744 and is in the FY25 budget.
The project is in the districts of County Commissioners Linnie Taylor, Yolanda Smith
