Motion to approve the allotment of $5,000 from the Fiscal Year 2025 Board of Commissioners
General Fund Sponsorship line-item budget for the purpose of sponsoring the 16th Annual
International Lyon Township Kite Festival; further, approve and authorize the Board Chair to
execute any required agreements on behalf of Oakland County. Additionally, require that the
recipient of the funds promote the County as a primary sponsor and provide an impact report to the
Board detailing the sponsorship outcomes, including the number of residents served.

6. Project Overview: The 16th Annual Lyon Township International Kite Festival is a family-friendly
outdoor celebration that highlights education, recreation, and cultural connection. Now entering its
fifteenth year, the festival continues to be a highly anticipated event in the community, offering
professional kite-flying demonstrations, hands-on activities for children, food vendors, and
educational displays. The event encourages families to spend time outdoors while engaging with
local organizations and learning about global kite-flying traditions. The festival is open to the public
and welcomes residents from across Lyon Township and neighboring communities.

8. Provide a proposed budget breakdown for the project, including but not limited to the estimated
cost of the overall project, and specifically how much you are asking the Board of Commissioners
(BOC) to contribute: The total estimated cost of the 2025 festival is $5,000, which includes
expenses for event coordination, activity materials, professional performers, and logistical support
such as equipment rental and safety measures. At this time, no outside matching funds or
sponsorships have been confirmed, making the support from the Board of Commissioners a
meaningful and essential contribution to the continued success of this event. These funds will help
ensure the event remains accessible, engaging, and safe for families throughout the County.
9. Provide a detailed timeline for implementation of the project: The 2025 event dates have not yet
been finalized but will occur in late spring or early summer, consistent with past years. Planning will
begin in early 2025, with coordination of vendors, performers, and logistics taking place over the
following months. Final event setup and delivery will occur in the days immediately before the
festival, with event evaluation and follow-up completed by mid-year.
10. Provide detail on any possible funding partners or matching funds: There are currently no
confirmed financial partners or matching funds for the 2025 event. However, organizers anticipate
potential in-kind support from community volunteers, local organizations, and County partners such
as Oakland County Parks & Recreation. The festival team may also explore grant opportunities
such as the RAAP program.
11. Describe the anticipated impact of the project and how its success will be evaluated: The
International Kite Festival provides Lyon Township and the broader community with a fun,
accessible opportunity to enjoy the outdoors, experience cultural programming, and engage in
family-focused learning. The event supports youth education in physics and flight, encourages civic
pride, and fosters community connection. The festival’s success will be evaluated based on
attendance, participant feedback, and the level of engagement from local families and
organizations.
12. Include any additional information or supporting documents relevant to the project: Ken
Palazzolo will serve in his role as LEO Secretary to support event coordination, and Commissioner
Phil Weipert, serving as Board Vice President, is actively involved in the promotion and planning of
the event. The festival falls clearly within the authority of the Board of Commissioners to support, as
it promotes recreation, education, and public benefit for residents of Oakland County.
