Motion to approve the one-time allotment of $5,000 from the Fiscal Year 2025 Board of
Commissioners General Fund Sponsorship line-item budget for the purpose of sponsoring the 33rd
Annual Milford Memories Summer Festival; further, approve and authorize the Board Chair to
execute any required agreements on behalf of Oakland County. Additionally, require that the
recipient of the funds promote the County and provide an impact report to the Board detailing the
sponsorship outcomes, including the number of residents served.

6. Project Overview: Now in its 33rd year, the Milford Memories Summer Festival is a signature
annual event in western Oakland County and is recognized as the third-largest festival in the county.
Held over three days, the event draws over 300,000 attendees and features local vendors, live
entertainment, family activities, and civic engagement opportunities. This request seeks $1,000 in
Special Projects funding to help support the Kids Central booth and volunteer services during the
festival. The Kids Central booth provides children with fun, engaging giveaways and a welcoming
space, while the volunteer support initiative ensures that over 600 volunteers—who are critical to
the successful operation of the event—are recognized with snacks and hospitality throughout the
weekend.

8. Provide a proposed budget breakdown for the project, including but not limited to the estimated
cost of the overall project, and specifically how much you are asking the Board of Commissioners
(BOC) to contribute: The total request to the Board of Commissioners is $5,000. These funds will be
used specifically to purchase children’s items for the Kids Central booth and provide snacks and
refreshments for the event’s 600+ volunteers. While this request covers a small portion of the
festival’s overall operational budget, it directly supports two critical engagement and service areas
that enhance the quality and inclusiveness of the event. The Milford Memories Summer Festival is a
large-scale undertaking supported by multiple sponsors and community partners. The County’s
contribution would represent a targeted investment in both volunteer recognition and family-
centered programming—both of which are key to the success of the event.
9. Provide a detailed timeline for implementation of the project: The Milford Memories Summer
Festival will take place over three days from August 8–10, 2025. However, planning and preparation
is ongoing throughout the year. Activities funded by this request—such as the purchase of Kids
Central supplies and volunteer hospitality materials—would be finalized in the weeks leading up to
the festival.
10. Provide detail on any possible funding partners or matching funds: The Milford Memories
Summer Festival is supported by a broad base of community and corporate sponsors, in-kind
contributions, and volunteers. These partners help fund the majority of the festival’s operations,
including staging, entertainment, security, and logistics. While the requested County funding is not
matched directly for the Kids Central and volunteer hospitality expenses, the overall project benefits
from significant third-party investment and widespread community support.
11. Describe the anticipated impact of the project and how its success will be evaluated: This project
will positively impact thousands of families and community members who attend the festival. Kids
Central provides a welcoming, inclusive space for children to engage with the event, making the
festival experience more accessible to families with young children. At the same time, volunteer
support is vital to the success of the festival and is a key factor in volunteer retention and morale.
The presence and quality of these two components will be evaluated through participant feedback,
volunteer surveys, and staff observations throughout the event weekend. Given the scale of the
festival, this targeted support enhances the community-building and service-oriented goals of the
event.

Commissioner Phil Weipert has been a strong advocate for this project and the community impact of
the Milford Memories Summer Festival. Andrea Perry, the Sponsorship Manager, plays a hands-on
role in the planning and execution of the event and will continue to coordinate on-site throughout its
duration. The event falls within the Board of Commissioners’ authority as it promotes public benefit,
supports community organizations, and provides a platform for civic and nonprofit engagement
across western Oakland County. No additional support is needed from County departments to carry
out this request.
