Motion to approve the one-time allotment of $7,500 from the Fiscal Year 2025 Board of
Commissioners General Fund Sponsorship line-item budget for the purpose of sponsoring the 2025
Pontiac Meals on Wheels Foundation's "Blues in the Streets" Event; further, approve and authorize
the Board Chair to execute any required agreements on behalf of Oakland County. Additionally,
require that the recipient of the funds promote the County and provide an impact report to the Board
detailing the sponsorship outcomes, including the number of residents served.

6. Project Overview: "Blues in the Streets" is a community-focused event developed to provide an
enriching, uplifting social experience for senior residents of Pontiac. This one-day event features live
Blues music performances, food vendors, interactive activities, and accessible transportation to
ensure all attendees—particularly seniors—can comfortably participate. Designed to combat social
isolation and foster meaningful connections, the event is structured to be festive, inclusive, and
reflective of the local community’s cultural vibrancy. The program also seeks to showcase the vital
work of the Pontiac Meals on Wheels Foundation in uplifting senior citizens’ quality of life through
both nutrition and engagement.

8. Provide a proposed budget breakdown for the project, including but not limited to the estimated
cost of the overall project, and specifically how much you are asking the Board of Commissioners
(BOC) to contribute: The total estimated cost of the Blues in the Streets event is $19,950. The
breakdown of anticipated expenses includes: $5,000 for venue setup and takedown; $7,500 for
performer fees; $2,000 for permits and insurance; $1,000 for transportation and accessibility; $1,000
for food and beverage provisions; $1,000 for marketing and promotion; $300 for event programs
and materials; and $2,150 for miscellaneous costs such as sanitation, volunteer support, and
contingency. The Pontiac Meals on Wheels Foundation respectfully requests financial support from
the Board of Commissioners to contribute toward the overall costs, with the requested amount to be
determined in consultation with the sponsoring Commissioner.
9. Provide a detailed timeline for implementation of the project: Planning for the event has already
commenced and will continue over the spring. The Blues in the Streets event is scheduled to take
place on June 29, 2024. Post-event evaluation and follow-up will continue through December 2024
to include data collection, survey responses, and a summary report.
10. Provide detail on any possible funding partners or matching funds: In addition to this Special
Projects request, the Pontiac Meals on Wheels Foundation is seeking financial contributions from
the City of Pontiac and has reached out to local businesses and community organizations for
volunteer assistance and in-kind support. These partnerships will help extend the impact of the
County’s contribution and ensure a successful, well-resourced event.
11. Describe the anticipated impact of the project and how its success will be evaluated: The event
is expected to serve a large number of senior residents from the City of Pontiac, creating
opportunities for social interaction, cultural enrichment, and improved community visibility for the
Meals on Wheels Foundation. Seniors will benefit from live music, shared meals, and safe,
accessible transportation to and from the venue. The success of the event will be evaluated based
on attendance, participant satisfaction surveys, qualitative feedback, and the overall ability of the
event to foster a more connected and engaged senior population.
12. Include any additional information or supporting documents relevant to the project: Relevant
supporting materials, including promotional drafts, planning documents, and letters of support, have
been attached with this submission. This event falls well within the Board of Commissioners’
authority as a publicly beneficial initiative that uplifts one of the County’s most vulnerable and
deserving populations—its senior residents. No additional support from County departments is
required to execute the event.
