C; further, to reclassify positions according to the attached Schedule D; further, to amend the FY
2025-2027 budget as detailed in the attached Schedule A - Budget Amendment.

INTRODUCTION AND BACKGROUND
Merit Rule 2 provides a process for departments and employees to request a review of the salary
grade placement of classifications. The 2nd Quarterly Report for FY 2025 identifies the job studies
conducted and the salary grade changes recommended by the Human Resources Department from
January 2025 through March 2025. This Quarterly Report seeks approval for the following changes
to be effective May 31, 2025:
• Change the salary grade of two classifications within the Public Services department.
• Create one new classification with an increase in salary grade in the Parks & Recreation
Department.
• Create ten new classifications with no change in point factors or salary grade within the
Information Technology and Human Resources Departments.
POLICY ANALYSIS
The FY 2025 2nd Quarterly Report requests the adoption of the 2nd Quarterly Report with the
following changes:
Salary Grade Change of 3 Classifications:
• Manager, Animal Control - increase salary grade from 129 to 130 (5% increase) to better
reflect the responsibilities of the position (see Schedule C for more detail)
• Manager, Medical Examiner - increase salary grade from 129 to 130 (5% increase) to better
reflect the exposure to unavoidable hazards (see Schedule C for more detail)
• Retitle Technical Office Specialist to Parks Administrative Specialist and increase salary
grade from 112 to 114 to accurately reflect the duties being performed (See Schedule C for
more detail)

would be $165,361. For the Proprietary Funded positions, the offsets are within their own budgets.

OAKLAND COUNTY MICHIGAN
Class Title: CLEMIS 9-1-1 COUNTY OPERATOR

GENERAL SUMMARY
Responsible for the support, planning, development, and facilitation of the Oakland County 9-1-1 system.
Sets policy and procedures for all Public Safety Answering Points (PSAP) across Oakland County to ensure
consistent support of the 9-1-1 System. Manages all wireless 9-1-1 routing for all PSAPs and carriers,
including ESQK assignment, ESN assignments, default routing, and coordination of testing between carriers
and Oakland PSAPs. Ensures the efficient 9-1-1 System functioning, mitigating service interruption, including
smooth transition of backup system in the event of a system failure. Maintains knowledge of current and
emerging 9-1-1 technology, legislative mandates, and tariffs. Leads and directs system-wide planning
including routing of wireless calls to PSAPs, providing PSAP boundaries to service providers, coordinating
third-party interfaces to the 9-1-1 system, and migration to evolving 9-1-1 standards. Serve as a liaison
between the County and service suppliers, and state and federal regulatory agencies, including drafting and
presenting legislative language for adoption. Leads regular meetings of the Public Safety Answering Place
(PSAP) Coordinators Subcommittee and will assist the Chairperson of the PSAP Coordinator’s Subcommittee
with quarterly reports for the CLEMIS Advisory Committee. Responsible for researching and recommending
budget items and monitor related expenses for compliance with statutory allowable expenditures of 9-1-1
fees. Annually, this position requires approximately 30% travel within the State of Michigan and 5% out of
state. Utilizes current Countywide and/or department specific software to complete assignments.
SUPERVISION EXERCISED
Plans, directs, and coordinates professional, para-professional, user support, clerical and technical
employees assigned to specific CLEMIS projects.
ESSENTIAL JOB FUNCTIONS
Serves as Senior Coordinator for Oakland County 9-1-1 system. In collaboration with PSAP Coordinators
and CLEMIS Advisory Board, sets policy and procedures for all PSAPs.
Provides leadership for the planning, implementation, and training of PSAP emergency technological and
communication systems, including 9-1-1. Maintains a current knowledge of, safety and participates in the
development of, public safety legislation, standards, and technology.
CLASS TITLE: CLMIS 9-1-1 COUNTY OPERATOR

Completes the annual 9-1-1 Report to the Legislature for all Oakland County PSAPs which includes
collection of data and compilation into a single report, along with supporting documentation from Fiscal
Services regarding the appropriate use of surcharge expenditures and establishing the rate for the Oakland
County operational 9-1-1 fee.
Coordinates completion of State 9-1-1 Committee Compliance Review for Oakland County.
Assist with the annual update of surcharge rate and Board of Commissioners process. Notify service
providers, State 9-1-1 Committee, and Michigan Public Services Commission of the new rate utilizing
processes mandated by statute.
Facilitates quarterly meetings of the PSAP Coordinators for all PSAPs within Oakland County, including
identifying and coordinating guest speakers with educational material. Draft the agenda and any PSAP
recommended policies (9-1-1 wireless testing, 911 transfers, etc.).
Manages all wireless 9-1-1 routing for all PSAPs and all carriers, including ESQK assignment, ESN
assignments, default routing, and coordination of testing between carriers and Oakland PSAPs.
Manages all VoIP routing for all PSAPs and all providers, including customer-reported address validation
against MSAG and VDB, ESN assignment, default routing, and coordination of testing between VSPs, VNPs,
and PSAPs.
Assists with PSAP consolidation, including drafting RFPs for PSAP services, assisting consultants with
evaluations of potential PSAP consolidation, attending pre-consolidation meetings including city, village,
and council meetings. When consolidation does occur, assist PSAP(s) with transition, including the moving
or procurement of equipment, and assuring the proper documentation is received by the County Clerk and
true copies forwarded to the providers within statutory timeframe. Notify the State 9-1-1 Office and
National PSAP registry of any changes in PSAP Coordinators, or of any PSAPs that cease to function as a
PSAP.
In cooperation with Corporation Counsel, prepares rewrites and amendments of the Oakland County Final
911 Service Plan for compliance with current legislation and terminology. Leads the revised plan through
all the statutory steps (public notices, public hearings, distribution of the tentative plan to all cities,
villages, and townships, etc.) with the Board of Commissioners and the County Clerk.
Coordinates with the ESINET provider, subcontractors, and current customer premise equipment (CPE)
provider for updates and enhancements.
As needed, coordinates resources for ESINET and replacements of 9-1-1 for Oakland County PSAPs,
including researching vendors and equipment, drafting RFPs, facilitating a PSAP selection committee, and
assisting with ordering, installation, training, and coordination of cutover for PSAPs, and review of
invoices.
Due to the nature of supporting critical emergency systems work may be required, either planned or
unplanned, during non-business hours, weekends, and holidays. This position is required to be on-call
24x7x365.
Utilizes current Countywide and/or department specific software to complete assignments.

Ability to operate a motor vehicle and/or be a passenger.
WORKING CONDITIONS
Work is carried out in a typical office environment.
Will be required to travel to other locations during the course of work.
