Call Meeting to Order Chair Angela Powell called the meeting of the Democratic Caucus to order at 5:20 PM in Committee Room A 1200 N. Telegraph Road, 12E, Pontiac, MI 48341. 2. Roll Call MEMBERS PRESENT: Ann Erickson Gault, Marcia Gershenson, Brendan Johnson, Penny Luebs, Gwen Markham, William Miller III, Angela Powell, Yolanda Smith Charles, Linnie Taylor, David Woodward (10) MEMBERS ABSENT WITH NOTICE: (0) 3. Public Comment Water Resources Commissioner, James Nash addressed the Caucus to provide an update on the WRC's contesting of the EGLE permit for the George W. Kuhn Retention Basin. Discussion followed. 4. Approval of Minutes a. Board of Commissioners - dated August 14, 2025 William Miller III moved approval of the Minutes dated August 14, 2025, as presented. Seconded by Penny Luebs. Motion Passed. A voice vote was conducted and the Minutes dated August 14, 2025, were approved unanimously. b. Board of Commissioners - dated September 5, 2025 William Miller III moved approval of the Minutes dated September 5, 2025, as presented. Seconded by Penny Luebs. Motion Passed. A voice vote was conducted and the Minutes dated September 5, 2025, were approved unanimously. 5. Discussion Items Commissioner Woodward addressed the Caucus regarding Finance Committee item entitled: Executive's Office - Formation of the Courts & Law Enforcement Management Information System (CLEMIS) Authority. Bo Cheng, IT CLEMIS, addressed the Caucus regarding Finance Committee item entitled: Executive's Office - Formation of the Courts & Law Enforcement Management Information System (CLEMIS) Authority. Discussion followed. Commissioner Woodward addressed the Caucus regarding Finance Committee item entitled: Executive's Office - FY 2026 General Appropriations Act and 2026 County General Property Tax Rates. Discussion followed. Commissioner Woodward addressed the Caucus regarding the Guidpost Solutions Oxford High School shooting after action report. Commissioner Woodward addressed the Caucus regarding performance auditing for contracts. Commissioner Woodward addressed the Caucus regarding the New & Miscellaneous Business items entitled: Grant Acceptance from the United States Department of Housing and Urban Development and Grant Amendment #1 from the Michigan Department of Resources. Discussion followed. Chair Powell addressed the Caucus to review the Caucus memo of announcements. 6. Public Comment Commissioner Charlie Cavell addressed the Caucus during Public Comment #2 informing the Caucus that he would be presenting the following three amendments to the Finance Committee item: Executive's Office - FY 2026 General Appropriations Act and 2026 County General - Property Tax Rates for budget amendment, Medicaid, and the Office of Inspector General. 7. Adjournment The meeting adjourned at 7:29 PM.
