Call Meeting to Order Chair Angela Powell called the meeting of the Democratic Caucus to order at 5:04 PM in Committee Room A 1200 N. Telegraph Road, 12E, Pontiac, MI 48341. 2. Roll Call MEMBERS PRESENT: Ann Erickson Gault, Marcia Gershenson, Brendan Johnson, Gwen Markham, William Miller III, Angela Powell, Yolanda Smith Charles, Linnie Taylor, David Woodward (9) MEMBERS ABSENT WITH NOTICE: Penny Luebs (1) 3. Public Comment No one addressed the Caucus during Public Comment #1. 4. Approval of Minutes a. Board of Commissioners - dated September 18, 2025 Linnie Taylor moved approval of the Minutes dated September 18, 2025, as presented. Seconded by William Miller III. Motion Passed. A voice vote was conducted and the Minutes dated September 18, 2025, were approved unanimously. 5. Discussion Items Commissioner Smith Charles addressed the Caucus regarding Finance Committee item entitled: Economic Development - Rochester Hills Local Development Finance Authority (LDFA) Extension. Discussion Followed. Deputy Chief Prosecutor, David Williams and Chief of Policy and Training, Justin Davis addressed the Caucus regarding Public Health and Safety Committee item entitled: Sheriff's Office - Grant Acceptance from the Department of State Police Automobile Theft Prevention Authority for the FY 2026 Automobile Theft Prevention Authority Grant Award. Discussion Followed. Commissioner Woodward addressed the Caucus regarding a vacancy on The Oakland County Road Commission Board that will be filled by Tylene N. Henry. Discussion Followed. Commissioner Woodward addressed the Caucus regarding New & Miscellaneous Business item entitled: Establishment of the Oakland County Financial Disclosure Policy. Discussion Followed. Commissioner Woodward addressed the Caucus regarding a resolution being introduced by Commissioner Spisz as a New & Miscellaneous Business item entitled: Providing Written Notice of Charges and Scheduling a Hearing Regarding Road Commissioner Jim Esshaki. Discussion Followed. Commissioner Woodward addressed the Caucus regarding TIF policy and the Oxford High School after-action report by Guidepost Solutions. Discussion Followed. Commissioner Johnson addressed the Caucus regarding Finance Committee items entitled: Parks & Recreation - Grant from Parks and Recreation to the City of Rochester for $700,000 to Support the Repair and Restoration of the Clinton River Trail, and Interlocal Agreement with the City of Rochester Hills for a Portion of Bloomer Park. Discussion Followed. Chair Powell addressed the Caucus to review the Caucus memo of announcements. Discussion Followed. 6.
