Democratic Caucus Minutes

1. Call Meeting to Order
Chair Angela Powell called the meeting of the Democratic Caucus to order at 5:47 PM in
Committee Room A 1200 N. Telegraph Road, 12E, Pontiac, MI 48341.
2. Roll Call
MEMBERS PRESENT: Ann Erickson Gault, Brendan Johnson, Gwen Markham, William
Miller III, Angela Powell, Yolanda Smith Charles, Linnie Taylor, David Woodward, Penny
Luebs (9)
MEMBERS ABSENT WITH NOTICE: Marcia Gershenson (1)
3. Public Comment
The following person addressed the Caucus during Public Comment #1: Commissioner
Charles Cavell.
4. Approval of Minutes
a. Board of Commissioners - dated October 16, 2025
William Miller III moved approval of the Minutes dated October 16, 2025, as
presented. Seconded by Yolanda Smith Charles.
Motion Passed.
A voice vote was conducted and the Minutes dated October 16, 2025, were
approved unanimously.
5. Discussion Items
Commissioner Smith Charles addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item entitled: Board of Commissioners - Parks and
Recreation Commission Appointment.
Commissioner Smith Charles addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item entitled: Human Resources - Exempting
Oakland County Government From Public Act 152 of 2011 for Calendar Year 2026.

Commissioner Smith Charles addressed the Caucus regarding Economic Development
and Infrastructure Committee item entitled: Economic Development - Oakland County
Transit Division - 2026 Access to Transit Grant Program.

Commissioner Woodward addressed the Caucus regarding Economic Development and
Infrastructure Committee items entitled: 2026 Agreement with North Oakland
Transportation Authority (NOTA) for Public Transit Services; 2026 Agreement with
Rochester Hills-Oakland-Rochester Older Person’s Commission (OPC) for Public Transit
Services; 2026 Agreement with People's Express (PEX) for Public Transit Services; 2026
Agreement with Western Oakland Transportation Authority (WOTA) for Public Transit
Services.

Commissioner Woodward addressed the Caucus regarding Commissioner Cavell's
proposed resolutions: Appropriation to Forgotten Harvest for Emergency Food Assistance
and Directing the Release of the Miller Canfield Report on the ZaydLogix Contract to the
Oakland County Board of Commissioners and the Public.

Commissioner Smith Charles addressed the Caucus regarding the donation and naming
of the Waterford School District land for public park use.

Commissioner Luebs addressed the Caucus to request a discussion in the near future regarding
the vacancy on the Oakland County Health Network (OCHN) board.

Chair Powell addressed the Caucus to review the Caucus memo of announcements.
