Staff Introduction – Julie O’Brien Director Ward introduced Julie O’Brien as the new Project Manager Engineer. B. Service Award – Donna Folland This item was not taken up due to Ms. Folland’s inability to attend this meeting. COMMUNICATIONS/REPORTS C. FY2025 Monthly Financial Report Mr. Syoen provided an overview of the FY2025 Monthly Financial Report. D. Oakland County Parks Expansion – Bringing parks closer to residents Director Ward and Ms. Caltagirone provided a presentation on Oakland County Parks expansion. REGULAR AGENDA ITEMS 1. 2026 Oakland County Parks and Recreation Commission Meeting Schedule Chair Bagley requested staff to send a poll to the Commissioners to choose the activity and location of the September 2, 2026 meeting. LaFontaine moved to approve the 2026 Oakland County Parks and Recreation Meeting Schedule. Seconded by Baker. Motion carried unanimously on a roll call vote. 2. Facility Improvements – Glen Oaks / Red Oaks Smith Charles moved to approve expenditure Not to exceed $3,407,870, to execute Facility Improvements at Red Oaks and Glen Oaks golf courses. Seconded by LaFontaine. Motion carried unanimously on a roll call vote. 3. USDA Deer Management LaFontaine moved to approve the white-tail deer management program utilizing firearms at Addison and Groveland Oaks and approve and forward the USDA Cooperative Service Agreement to the Board of Commissioners. Seconded by Long. Erickson Gault moved to amend the motion to include Independence Oaks. Seconded by Long. Motion to amend carried unanimously on a roll call vote. FY2026 Capital Equipment Budget Amendment Smith Charles moved to approve the FY2026 Capital Equipment Budget, as amended. Seconded by Banks. Motion carried unanimously on a roll call vote. 5. Springfield Oaks Residential Lease Renewal – Terry Foshia LaFontaine moved to approve the Residential Lease with Terry Foshia for the Springfield Oaks Residential Property located at 12080 Clark Rd, Davisburg, MI for a 1-year term effective January 1, 2026, through December 31, 2026. In addition, staff is directed to develop and present to the Commission a plan for phasing out residential lease arrangements on park property, including options for future property use, maintenance, or disposition, consistent with the long- term mission and operational needs of Oakland County Parks. Seconded by Smith Charles. Motion carried unanimously on a roll call vote. 6. Groveland Oaks Residential Lease Renewal – Robert Hatt Baker moved to approve the Residential Lease with Robert Hatt for the Groveland Oaks Residential Property located at 6000 Grange Hall Rd, Holly, MI for a 1-year term effective January 1, 2026, through December 31, 2026. In addition, staff is directed to develop and present to the Commission a plan for phasing out residential lease arrangements on park property, including options for future property use, maintenance, or disposition, consistent with the long- term mission and operational needs of Oakland County Parks. Seconded by LaFontaine. Motion carried unanimously on a roll call vote. 7. Springfield Oaks – First Amendment to Telecommunications License Agreement Smith Charles moved to approve the First Amendment to the License Agreement between The County of Oakland, a Michigan municipal and constitutional corporation (“Licensor”), and Cellco Partnership d/b/a Verizon Wireless (“Licensee”). Seconded by Weatherspoon. Motion carried unanimously on a roll call vote. 8. Bird City Designation Application Smith Charles moved to approve the attached resolution and forward to the Oakland County Board of Commissioners for their approval. Seconded by Weatherspoon. Motion carried unanimously on a roll call vote. 9. 2025 Strategic Partnership Grant – Charter Township of Royal Oak Nash moved to authorize and recommend to the Board of Commissioners approval of the Park Development Grant Agreement with the Charter Township of Royal Oak for the Restrooms at Civic Center Park project, with a Strategic Partnership Grant in the amount of $250,000. Turtle Woods Michigan Natural Resources Trust Fund Grant Award Acceptance Erickson Gault moved to approve the FY2024 Michigan Natural Resources Trust Fund Project Agreement (TF24-0047) for the Turtle Woods Acquisition in the amount of $2,175,000 for the purchase of 71.17 acres in Troy, and forwarding of the agreement to the Oakland County Board of Commissioners for approval. Seconded by Long. Motion carried unanimously on a roll call vote. 11. Rouge River Green Corridor Initiative LaFontaine moved to authorize Oakland County Parks and Recreation staff to re-convene the Rouge Green Corridor stakeholder group, expand participation to include the Cities of Farmington and Farmington Hills, and allocate up to $150,000 from Budgeted Equity Adjustment line in FY26 to support facilitation, technical planning, and framework development for the expanded Rouge Green Corridor initiative. A Budgeted Amendment will be included in the First Quarter Forecast. Participating communities will be asked to contribute a nominal amount of approximately $5,000 each to demonstrate commitment to the effort. Seconded by Nash. Motion carried unanimously on a roll call vote. 12. Clinton River Water Trail Partnership Nash moved to authorize the Director to enter into a three-year cooperative funding agreement with the Clinton River Watershed Council to implement the Clinton River Water Trail Comprehensive Plan (2025) within Oakland County, providing $50,000 annually from 2026 through 2028, subject to final review by Corporation Counsel and the County Executive’s Contract Compliance Unit. Seconded by Smith Charles. Motion carried unanimously on a roll call vote. 13. Strategic Sourcing Agent Position Creation Banks moved to recommend to the Oakland County Board of Commissioners approval of the creation of a full-time Strategic Sourcing Agent Position. Hot Dogs 61,256 - Cans of Beer (LYP,SPR, WLG) 88,808 - Total Adult Beverages Great Parks for Great PeoplePark Operations 1 RETURN TO AGENDA 2 Summary In October 2022, the Oakland County Board of Commissioners approved the Oakland County Parks (OCP) Healthy Communities Park and Outdoor Recreation Investment Plan, a $20.2M program aimed at enhancing park and recreation opportunities utilizing American Rescue Plan Act (ARPA) funds ($15M) matched with funding from OCP ($5.2M). The dedicated funds support park improvement projects located in areas most disproportionally impacted by the COVID 19 pandemic. Projects were selected based on having the following community impacts:  Transform and eliminate historic inequities in the distribution of the benefits of the OCP system and significantly enhance our capacity to serve residents of densely populated and diverse urban areas.  Expand accessibility and use of existing community park facilities to serve regional recreational needs.  Make investments in park infrastructure that will have the greatest impact in improving the health and wellbeing of our residents. Identified projects include improvements to the following existing OCP properties: and . Timeline Cover Photo: New pathway at Crystal Lake Park in Pontiac 3 Hazel Park Photo: New accessible playground at Green Acres Park Project Agreement License Agreement and Consent to Work – May 11, 2023 The City of Hazel Park was allocated $400,000 from the OCP Healthy Communities Park and Outdoor Recreation Investment Plan for a new accessible playground with associated access routes, amenities, and manufacturer’s warranty for play equipment, as well as planning assistance for future projects. Green Acres Park is a 17.9-acre park owned and operated by the City of Hazel Park.  Planning Open House – July 25, 2023  Playground Grand Opening – April 20, 2024 The playground replacement project removed outdated equipment and expanded the playground area from 1,125 square feet to approximately 4,500 square feet. The new playground has an urban nature theme and is appropriate for children ages two to 12. Features include six swings (two infant, one accessible); three slides; three musical play elements; two spring riders; three climbing structures; and activity panels that promote sensory experience and imaginative play. Poured-in-place rubber surfacing enhances access to the main playground features. Three bench seats with backs and shade structures are located around the play area. The grant also funded restroom improvements, including plumbing, electrical, plumbing fixtures, new counters, new bathroom accessories, new partitions, accessibility improvements, new lighting fixtures, paint and epoxy floor finish. 4 The original scope of the planning assistance was limited to developing a pocket park plan for Hazel Park’s numerous small (under five acres) parks. An update of the City’s 5-Year Parks and Recreation Master Plan was incorporated into this scope and the new plan was approved by DNR and Hazel Park’s City Council in January 2025. Photos : Updated interior space in Hazel Park Community Center Project Agreement Grant Agreement – August 21, 2023 The City of Hazel Park was awarded a $300,000 grant from the OCP Healthy Communities Park and Outdoor Recreation Investment Plan for upgrades to the Hazel Park Community Center. Upgrades may include HVAC improvements, door and window replacements, updates to floors, walls and ceilings, and bathroom improvements. The improvements will include the development of a new Oakland County Parks South Office, which will be a community meeting and office space for OCP and Hazel Park staff as well as other partners and groups. The Hazel Park Community Center is located at 620 W. Woodward Heights in the City of Hazel Park. The completed project included updating an underutilized space in the Hazel Park Community Center to create an Oakland County Parks office. Additional remodeling was completed through the center, and the roof was replaced. Work at the Hazel Park Community Center was finished in October 2025. 5 Lyon Township and Wixom Photo: Grand O pening at inclusive playground at Lyon Oaks County Park on June 22 , 2024 Summary Project Scope Increase opportunities for active outdoor recreation with a destination playground, flexible open space for exercise, accessible pickleball courts and improved trail connectivity to the Huron Valley Trail. The project was funded by the OCP Healthy Communities Park and Outdoor Recreation Investment Plan, including $200,000 in ARPA funding and $690,000 from the OCP Capital Improvement Program. The GameTime Statewide Funding Initiative grant covered 50% of the cost of the play equipment. Lyon Oaks is a 1,041-acre park in southwestern Oakland County in Lyon Township and the City of Wixom.  Grand Opening – Saturday, June 22, 2024  National Demonstration Site The playground at Lyon Oaks meets the requirements to be a National Demonstration Site (NDS) for both inclusive play and for physical activity. Survey data will be collected on an ongoing basis and fed into a national database managed by PlayCORE. Site-specific data will be available for internal review and planning purposes. The data collected at Lyon Oaks will be added to aggregate national data, which will inform future playground design and development by the Center for Outreach, Research and Education (CORE). 6 The completed project includes the following components:  Old playground was replaced with a large, accessible playground that promotes physical and social inclusion through universal design.  Pickleball courts allow guests with and without disabilities to play. The four courts can serve 16 players at a time and are connected to the parking lot, pavilion and restroom by accessible routes.  Restrooms are available year-round (heat was installed in 2023 for the purpose of serving contact station staff), extending the season of use for playground and pickleball courts.  All areas of the reactivated space are connected by access routes that – at a minimum – meet ADA accessibility standards.  Paved improvements to the trailhead, close to accessible parking spaces, improves connection between the Woods Edge area and the Huron River Trail as well as the park’s trail network.  Accessible parking, included as part of the park-wide Lyon Oaks paving project, provides three times the minimum required accessible parking spaces. 7 Madison Heights honoring Gary R. Kuhn Drain that can support new infrastructure, including green restrooms. Improvements will focus on senior-friendly intergenerational amenities and will honor the life and public service of former Parks Commission Chair Gary R. McGillivray. The project is funded by the OCP Healthy Communities Park and Outdoor Recreation Investment Plan, including $2,750,000 in ARPA funding and $4,390,465 from the OCP CIP. Red Oaks County Park is a 139-acre park located in southeastern Oakland County in the City of Madison Heights. The complex includes a nature center, nature preserve, water park, dog park and golf course. The 7-acre former Ambassador Park is now incorporated into the Red Oaks complex as Red Oaks Play Garden. The project is funded by the OCP Healthy Communities Park and Outdoor Recreation Investment Plan, including $2,500,000 in ARPA funding and $5,460,168 from the OCP Capital Improvement Program. Oak Park Woods at Shepherd Park is a 17-acre area located within David H. Shepherd Park in the City of Oak Park. The park is jointly operated by OCP and Oak Park and is owned by the City of Oak Park.  Survey – September 13-October 9, 2023  Planning Open Houses – September 26 and 27, October 5, 2023  Design Open House – July 10, 2024 OCP management commenced on July 1, 2024, incorporating Oak Park Woods at Shepherd Park into the OCP system. The park closed in May and work is underway on pavilion and warming kitchen updates, a new restroom building, gathering and seating areas and a new play area. The renovated area is expected to reopen in 2026. 9 Figure: Oak Park Event Hub Farmers Market exterior rendering and construction photos; below: floor plan Project Agreement Grant Agreement – August 8, 2023 The City of Oak Park was awarded a $500,000 grant from the OCP Healthy Communities Park and Outdoor Recreation Investment Plan to fund, in part, a four-season permanent Farmers Market building that will provide access to often-subsidized, locally grown Michigan produce. The Farmers Market includes a commercial kitchen for cooking classes and nutritional education, as well as opportunities for hands-on experiences preparing healthy foods. The Oak Park Event Hub will be located at 13600 Oak Park Blvd. in the City of Oak Park. Oak Park has received 50% of the grant funds. They broke ground in Summer 2025, and the project is progressing on schedule. Site utilities and structural steel are installed. Masonry and MEP work are 50% done. Manage shoreline vegetation and invasive species for clear views of Cregar Lake and Upper Silver Lake. Install new accessible dock and boat launch (complete) and add accessible kayak launch. Undertake trail improvements, natural area restoration and forest management to provide quality experiences in nature. Assist the City with acquisition of additional parkland to increase park acreage. The project is funded by the OCP Healthy Communities Park and Outdoor Recreation Investment Plan, including $1,300,000 in ARPA funding and $915,000 from the OCP Capital Improvement Program. Pontiac Oaks, formerly known as Hawthorne Park, is a 77-acre park in Pontiac. The park is operated by OCP and owned by the City of Pontiac.  Survey – August 7-30, 2023  Planning Open Houses – August 21, 22 and 26, 2023  Design Open House – July 16, 2024 11 OCP management commenced in July of 2023, and the park formally transitioned to Pontiac Oaks on October 3, 2023, making it the 15th park in the OCP system. Pontiac Oaks improvements are being planned and executed in three phases: Phase I is complete – it addressed the immediate needs of the park to be safely open to the public:  New accessible fishing pier  Restroom facilities – with restored utilities and a new roof and furnishings  The playground was cleaned up and outdated equipment replaced  Regular maintenance and cleaning by OCP Phase II is complete – construction on this phase was completed in Fall 2025: • Accessible pathways • Nature-based play pockets • Improved lake views • New pavilion • Accessible kayak launch Phase III is underway and will include:  New picnic tables and grills  Playground expansion  Two new picnic shelters  Enhanced trail connectivity  New horseshoe courts  New cornhole courts  New art mural 12 Figure : first phase master plan for Crystal Lake Park in Pontiac (new pathway photo on the right) Project Agreement Grant Agreement – August 8, 2023 Crystal Lake Park is a 43-acre park along the north side of Crystal Lake in the southwest portion of the City of Pontiac. Currently closed to the public, it is owned and operated by Pontiac. The City of Pontiac received a $500,000 grant from the OCP Healthy Communities Park and Outdoor Recreation Investment Plan to reclaim and revitalize Crystal Lake Park so that its abundant environmental, recreation and historic resources may be enjoyed by residents. Due to vandalism and deteriorating conditions, the park has been closed. Funding will provide resources for clean-up and repair and restoration of the amenities. Pontiac has received 50% of the grant funds. The City contracted with CTI Contractor Services for construction, which began in June 2025. The parking lot, pathway, paving and sidewalks are complete and the project is expected to be finished in June 2026. 13 Royal Oak Township Photo: Grand Opening at new playground at Mack -Rowe Park on May 18, 2024 Project Agreement License Agreement – May 11, 2023 The Charter Township of Royal Oak was allocated $300,000 from the OCP Healthy Communities Park and Outdoor Recreation Investment Plan for a new accessible playground with associated access routes, amenities, and manufacturer’s warranty for play equipment. With the partnership of Township staff and elected officials, OCP completed the project for Royal Oak Township. Mack-Rowe Park is a five-acre park owned and operated by the Charter Township of Royal Oak.  Planning Open Houses – June 17 and July 26, 2023  Grand Opening – May 18, 2024 The playground replacement project removed outdated equipment and expanded the playground area from 2,450 square feet to approximately 5,250 square feet. The new playground has an urban nature theme and is appropriate for children ages two to 12. Features include six swings (two infant and one accessible); four slides; two musical play elements; two spring riders; three climbing structures; and several activity panels that promote sensory experience and imaginative play. Poured-in-place rubber surfacing enhances access to the main playground features. Two bench seats with backs and shade structures are located around the play area. Remaining grant funds provided for park rules signs, fence replacement, tree removals and planting, sport court surfacing on the basketball court and conversion of the tennis court into a roller-skating rink. 14 Southfield Figure : Schematic master plan for Catalpa Oaks Summary Project Scope Improve the parking lot with new pavement and stormwater management and add an accessible plaza with shaded gathering and seating areas to welcome visitors to the park. The project is funded by the OCP Healthy Communities Park and Outdoor Recreation Investment Plan, including $750,000 in ARPA funding and $1,490,000 from the OCP Capital Improvement Program. In May 2025, the OCPRC approved an additional $1,100,400 in capital funding for irrigation improvements, trail paving and fitness court installation. Catalpa Oaks is a 24-acre Oakland County Park located in the City of Southfield. 15  Stakeholder Engagement / Parks Improvement Planning Report by OHM – September 1, 2022 OCP contracted with PEA for design and engineering services, and construction management contract with DeMaria was executed December 10, 2024. The park closed in May to allow for work on new picnic shelter, improved accessible pathways, playground expansion and paved parking lot. Renovations are expected to conclude in Spring 2026 and intermittent closures are anticipated throughout that year to allow for turf growth. 16 Figure: Southfield Oaks c oncept sketch Project Agreements  Interlocal Partnership Agreement – November 29, 2023  Park Action Plan – March 28, 2024 Natural resources management and park development of the former nine-hole golf course will provide quality experiences in nature with accessible trails, boardwalks and access to the Rouge River in a restored grassland and forest habitat. Seating areas will provide opportunities to socialize and relax in a natural setting. The project is funded by the OCP Healthy Communities Park and Outdoor Recreation Investment Plan, including $1,500,000 in ARPA funding and $1,500,000 from the OCP Capital Improvement Program. OCP also received $300,000 from Sustain Our Great Lakes, a public-private partnership administered by the National Fish and Wildlife Foundation. These funds will be used to reconnect and restore four acres of floodplain along the Rouge River. Southfield Oaks is a 39-acre area located within Beech Woods Park in the City of Southfield. The area is operated by OCP and owned by the City of Southfield.  Survey – November 16 – December 8, 2023  Planning Open Houses – December 5, 2023 OCP management commenced April 1, 2024. OCP contracted with Stantec for design and engineering services and construction management. The former golf course will get new trails, restored natural areas, interpretive stations and play and seating areas. Southfield Oaks is expected to open in 2026. 17 Grant Agreement – November 29, 2023 The City of Southfield was awarded a $500,000 grant from the OCP Healthy Communities Park and Outdoor Recreation Investment Plan for the construction of an inclusive playground designed to provide a safe and engaging environment for children of all abilities. This inclusive approach promotes social interaction and enables children to develop valuable friendships while playing together. Beech Woods Park is an 82-acre park owned and operated by the City of Southfield. The project was completed in Summer 2025 and included new concrete, sidewalks, irrigation and stone seating area, and a new playground, rubber surface and landscaping. A ribbon cutting was held on October 24, 2025. 18 Waterford Township Figure : Waterford Oaks Renovation Master Plan Summary Project Scope Creation of a new and expanded playground and an accessible plaza with shaded gathering and seating areas to welcome visitors to the park and provide opportunities to socialize and relax. The project is funded by the OCP Healthy Communities Park and Outdoor Recreation Investment Plan, including $3,500,000 in ARPA funding and $1,000,000 from the OCP Capital Improvement Program. In September 2025, the OCPRC approved additional OCP funds in the amount of $871,600 for pickleball courts. Waterford Oaks is a 199-acre Oakland County Park located in Waterford Township.  Stakeholder Engagement / Parks Improvement Planning Report by OHM – September 1, 2022 19 OCP contracted with DLZ for design and engineering services and a construction management contract with DeMaria was executed December 10, 2024. The existing platform tennis courts have been repaired, repainted and lined for pickleball (dual use). The newly named “Cattail Cove” (formerly “Paradise Peninsula”) section of Waterford Oaks closed in May to allow for a major playground expansion, new restrooms, new pavilion and new fitness area. It is anticipated to reopen in 2026. Project Scope Renovate the Beverly Park playground to allow people of all abilities to enjoy outdoor recreation more fully at the park. The new playground will offer unique play experiences with sensory play panels, bridges, slides, climbers and ground level musical instruments. Additionally, the plan includes resurfacing the entire area to increase ease of movement for all visitors. The playground designer and equipment manufacturer were both selected based on their experience in planning accessible playgrounds. Status – In Process The Village of Beverly Hills was awarded a Spark Grant through DNR, which required several additional steps to meet program guidelines. After receiving DNR approval for compliance with pre-bid requirements, the Village bid out the playground equipment and installation. Only one bid was received and the DNR has not yet allowed the Village to proceed. The Village is currently disputing the DNR’s interpretation of purchasing guidelines. Once DNR approval is obtained, the Village plans to move forward with the bid. Timeline for completion is TBD. 5 Birmingham Project Scope The completed project included installing a new play area, basketball court, garden seating plaza, landscaping and trees, and a reserved large grassy area for a soccer field and space for track and field activities. Project Scope The completed project included development of design plans for the Booth Park corner feature/entry plaza and for trail improvements at Booth Park, which is the trailhead for the Rouge Trail. The City of Birmingham’s consultant – Grissim, Metz, Andriese Associations – was selected for the design work. Status – Completed 7 Commerce Township Project Scope The completed project included resurfacing the existing lot at Robert H. Long Nature Park and a new paved pathway along the north side of 14 Mile Road connecting to MDOT’s Metro Trail, as well as new landscaping, trees and green infrastructure. Status – Closed Bicentennial Park Renovations 2023 Community Park & Trail Capital Grant Project Scope The completed project included installing a 6-8’ wide asphalt pathway connecting the existing path in Glengary Hills subdivision to the existing path at Bicentennial Park. It also included renovating the two existing/unusable tennis courts – creating a pickleball court – renovating and expanding the basketball court and resurfacing the existing parking lot. The parking lot was restriped to include two van accessible parking spots, and a 6-foot-wide accessible pathway was constructed to connect the parking area to the courts. Status – Closed 8 Farmington Project Scope The completed project replaced a 20+ year old wooden fence with new aluminum fencing, providing a sturdier, lower-maintenance safety feature between playscape and the Rouge River. Status - Closed Dinan Pocket Park 2023 Community Park & Trail Capital Grant Project Scope The completed project created an inviting, accessible social gathering space for all. The new pocket park uses environmentally friendly, low-maintenance materials and furniture, and features barrier-free conditions, multiple seating options, trees, plants, string lights and natural gas firepits. Status – Closed 9 Farmington (continued) Photo: New fitness court at Flanders Park. Project Scope The completed project included installing new fitness courts at Shiawassee Park and Flanders Park. All equipment was installed according to the National Fitness Challenge specifications. The courts are popular and being used regularly by various age groups. They have proven excellent enhancements to these existing parks and are successfully encouraging outdoor physical activity for residents. Both courts were completed in their entirety by October 1, 2025. Status – Completed 10 Ferndale Project Scope The completed project included a new accessible walking path, van accessible parking spaces, benches with companion seating, accessible picnic tables, a drinking water fountain and bottle filler, shade structures and interpretive signage. In addition to the OCP funding, the City of Ferndale received a GameTime grant – as part of the 2023 mParks Statewide Funding Initiative. These funds went towards the purchase of play equipment. MDNR also provided funding. The City of Ferndale held a ribbon cutting on October 27, 2024. Status – Closed 11 Ferndale (continued) Figure: Playground concept design for Martin Road Park. Project Scope Add new ADA-compliant playground equipment to expand the play area and replace outdated equipment. Renovate the park’s picnic area with new picnic tables (including some accessible picnic tables), new trash and recycling bins and new grills. The plan also includes installing green infrastructure to improve stormwater management. Status – In Process The City of Ferndale has broadened the scope of the project to include a more robust playground expansion. To help fund this wider scope, they have applied for additional grants from DNR and are working with private community partners for additional funding. The raingarden installation and installation of underdrainage at old playground site are both complete. Outstanding components include securing additional funding, removing old playground equipment, selecting a playground contractor and completing construction. They expect to select a contractor in Spring 2026 and complete construction in Summer 2027. 12 Hazel Park Project Scope The completed project included replacement of three sets of badly deteriorated bleachers and a scoreboard that has not worked properly for close to three decades. Hazel Park has a long history and deep commitment to baseball and its local field is dedicated to Bob Welch, a former MLB player and former resident of Hazel Park. Baseball is the most popular youth sport in the community and Bob Welch Field is its most utilized park amenity. This effort to modernize the field will have a significant and long-lasting positive impact for residents. Status – Closed 13 Leonard Project Scope The completed project included evaluating the site and creating preliminary design and engineering plans for enhancements to the existing infrastructure at the Leonard Nature Park. Final design plans focus on upgrading the trails and amenities to be ADA-compliant and accessible, while protecting and conserving the integrity of the natural resources at the park. The plans also include improving the connection to the adjacent Polly Ann Trail and the installation of a small parking lot to make the site easier to access, as well as upgrading the picnic area and adding accessible tables, new bike racks and waste receptacles. Status – Closed Polly Ann Trail Modernization Design Project 2023 Community Park & Trail Capital Grant Project Scope Develop design and engineering plans for improvements to the Polly Ann Trail within Oakland County. Status – In Process The project team has been working with staff from MDNR and the Oakland County Department of Economic Development to identify additional funding sources to complete this project. In early September, the Michigan Healthy Endowment Fund Board of Directors approved a 2025 Nutrition and Healthy Lifestyles grant request for the project. MDNR executed that grant agreement and a project kick off meeting with stakeholders is planned for December. MDNR continues to collaborate with the Polly Ann Trailway (PAT) Management Council, PAT- Lapeer and Oakland County to prepare an RFP to competitively bid the project. A public engagement plan is being prepared and will identify dates/locations/activities for upcoming community meetings. Earlier, an amendment was made to the original agreement to change the scope of the project due to the higher than anticipated engineering design estimates. The revised scope focuses on specific areas of the Polly Ann Trail deemed most in need of improvements, reducing the portion of the trail included in the project from the full 16.9 miles to 4.1 miles of trail from Hosner Road to Elmwood Street. A modified RFP – based on the amended change of scope – was approved by the PAT Management Council. Project is anticipated to be completed in October 2026. 14 Madison Heights Project Scope The completed project included tearing out the existing asphalt courts and applying new asphalt with a liquid acrylic resurfacing application to increase longevity, boost curb appeal and improve court grip. The courts were also restriped as part of the project. Status – Closed 15 Madison Heights (continued) Project Scope The completed project included the construction of pickleball courts at Rosie’s Park. The courts are now open to the public. In addition to the OCP grant, the City of Madison Heights provided $250,000 from its General Fund Parks appropriation and entered into an agreement with the Southeast Michigan Pickleball Association for multigenerational programming and $16,000 in funding. The Madison Heights Community Foundation provided additional funding to put trees around the courts. A grand opening was held on May 30, 2025. Status – Completed 16 Nine Mile Corridor – Multijurisdictional Project Scope In 2023, Oakland County Parks facilitated (and matched) a grant from SEMCOG to develop a feasibility study for a Nine Mile Pathway corridor in southern Oakland County. The initial project focused on communities between I-275 and I-75, and included , , , , and . In 2024, OCP provided funding for both Phase II of the Feasibility Study as well as a marketing and branding strategy. Phase II brings in the rest of the communities along the corridor, including , , and . 17 Status – In Process The Phase II report was completed in early 2025 and is currently being adopted by the four new communities. Once that occurs, the four Phase II communities will officially sign on to the Nine Mile Task Force MOU, which includes Oakland County and indicates each community’s interest in working together to develop and connect non-motorized access along the entire 30-mile stretch of Nine Mile in Oakland County. Oakland County Commissioners Taylor, Weipert and Cavell are currently appointed to the Task Force, which is coordinated by OCP Planning and meets quarterly. For the marketing and branding strategy component of the project, OCP worked with Crimson Agency on creating a logo and brand guidelines for what is now referred to as the 9 Line. This iterative process included representatives from all 10 communities who worked together to select both a name and a logo for the corridor. Southfield has been the first community to install 9 Line signage, starting with a new sign at the entrance to Bauervic Woods (on the 9 Line) as well as some custom art pieces along the corridor that match the brand themes. OCP will continue to coordinate and convene the 9 Line communities and to assist with planning, grant support, and marketing for the project. 18 Novi Photo credit (playground): Novi.org. Project Scope The completed project included a new parking lot at the trailhead, new playground equipment, an accessible path, new landscaping, green infrastructure and site furnishings (bench, bike rack, trash receptacle, recycle bin and bike repair station). Status – Closed 19 Oakland Township Project Scope Install a new trail to fill a 390’ gap in an existing trail network located along Gallagher Road between Silverbell Road and Orion Road. This new trail connection will provide safe access to the regional trail network and a regional destination for the most populated area of the Township and surrounding communities. Status – On Hold The Township completed final engineering and obtaining permits and was prepared to bid the project this spring but then voted to order preliminary engineering on paving Gallagher Road, which – according to the Road Commission – may involve moving some of the existing safety path. They have decided to wait until that project is completed or abandoned before moving forward with the grant project and have requested an extension on the grant term. The timeline for completion is TBD. 20 Orion Township Project Scope The completed project included installation of a 6-foot accessible concrete walkway, a two-basin accessible sand and water table and two EZ-Diggers (one standard and one accessible). Status – Closed 21 Oxford Township Project Scope The 4,000-square-foot, open-air pavilion was completed in October 2022 and provides lighting and access for vendors to water and electricity. It will house market vendors and shelter park patrons during the spring, summer and fall. Project Scope The completed project to redevelop Mattie McKinney Hatchett included installing new outdoor fitness equipment, updated playground equipment, new and repaired walking paths, park seating and updated general amenities. The City of Pontiac held a ribbon cutting to celebrate the reopening of the park on September 23, 2025. Status – Complete 23 Rochester Photos: Existing bridge (left) to be replaced with single-span, 70’ steel truss bridge like Paint Creek Trail Bridge 33.7 (right) Project Scope The completed project included the development of engineering plans and construction documents required for the Paint Creek Trailways Commission to put the project to reconstruct Bridge 31.7 on the Paint Creek Trail out to bid. A 2016 structural inspection determined the bridge had extensive deterioration of the timber superstructure, piers and abutments and recommended vehicular loads be limited until repairs could be completed. Long term goals for the replacement include improving accessibility and safety for trail users, improving access for maintenance and emergency vehicles, reducing erosion along the Paint Creek and improving the fisheries habitat of the Paint Creek. Status – Closed Clinton River Trail Washout Remediation 2025 Strategic Partnerships Grant Project Scope In July 2024, after a period a heavy rain in the area, there was a catastrophic failure that completely washed out a section of the Clinton River Trail (Washout #1 is approximately 120 feet long, 30 feet wide, and 12 feet deep). Over time, the trailway has acted like a dam and allowed stormwater to build up on the north side of the trail. The objective of the proposed project is to design and remediate the washed-out sections of trail, stabilize the embankment of the affected areas, and restore the trail surface while protecting and preserving the sensitive surrounding natural environment. Status – In Process The grant agreement has been approved by OCRPC and is awaiting final approval by the Rochester City Council on November 25, 2025. The three-year grant term will begin on the date of the last signature. 24 Rochester Hills Photo: Ribbon cutting on September 10, 2025 (credit: City of Rochester Hills Facebook Page) Project Scope The completed project – undertaken in partnership with the Oakland County Board of Commissioners – included OCP supporting the development of restrooms at Innovation Hills Park in Rochester Hills. Since opening in 2021, the Innovation Hills playground has become one of the most popular recreational destinations in Oakland County, drawing an estimated 400,000 visitors annually. Grant funding helped facilitate the completion of much-needed restroom facilities that will serve the playground area and enhance the visibility of OCP to a wider audience. The project was completed in Summer 2025. Status – Completed 25 Royal Oak Project Scope The completed project included upgrading 1,300’ of trails within the Arboretum to hard-surface trails and installing three ADA-compliant benches and two ADA-compliant parking spaces at the trailhead. The project was implemented simultaneously with another grant project to plant 100 trees in the Arboretum, courtesy of the Erb Family Foundation. A ribbon cutting was held on April 24, 2025. Status – Closed 26 Royal Oak (Continued) Project Scope The completed project remade Hamer Finch Wilkins Park (formerly Beechwood Park), creating a peaceful, reflective garden that tells the story of Royal Oaks’ early black pioneers, Henry and Elizabeth Hamer. New ADA- compliant pathways, a seating area and a picnic area – with an accessible picnic table – were constructed, and a bronze sculpture of Elizabeth Hamer was installed. Six trees and more than 300 perennials were planted. The City of Royal Oak held a ribbon cutting for the park on September 23, 2024. Status – Closed 27 Royal Oak Township Project Scope Civic Center Park is a 3.55-acre park in the Charter Township of Royal Oak and consists of mostly mowed open space with several amenities that are severely deteriorated and non-ADA-compliant. This grant will provide the only permanent restroom building in the Township and will allow residents to gather and recreate outdoors with close access to a restroom. The Township’s 2025 Recreation Plan identified restrooms as one of the most important accessibility concerns among residents. Adding restrooms was also the top feature that residents wanted to see added to their park system. The scope includes adding a prefabricated restroom building with two single stall restrooms, including all related site improvements and amenities. The project includes site preparation, building foundation, utility connections, site grading and paving, and a pathway connecting the restroom building to the park walking loop. Status – In Process The grant agreement will be fully executed before the end of the year and work on the project will be able to get underway. 28 South Lyon Figure: 100x70’ parcel at 390 S. Potential ideas for the site include a passive park with sitting areas and landscaping, swings, a gazebo or an art park. Status – In Process The South Lyon DDA was also awarded approximately $300,000 through a grant with Main Street Oakland County. The City of South Lyon awarded the Phase 1 bid on May 27, 2025, and anticipates completing the construction May 2026. A tentative conceptual plan for the site is above. 29 Southfield Picture: Dog playing at new park (credit: City of Southfield Parks & Recreation Facebook Page) Project Scope The completed project provided Southfield residents with their first dog park, one that includes recreational fitness equipment, a solar-lit walking path and a renovated gravel parking lot. The City of Southfield held a ribbon cutting ceremony to open the new dog park on October 17, 2025. Status – Completed 30 Springfield Township Project Scope Construction of a boardwalk and pathway connecting Rotary Park and Mill Pond Park now that the Davisburg Mill Pond Dam has been removed and the new open bottom culvert has been installed. The proposed design would allow for a new, safe and convenient pathway connecting the two parks and provide the public with access to the restored Shiawassee River. Status – In Process Design engineering on the project began in August 2024. Outstanding components include completing design engineering and constructing the pathway. The project is expected to be completed in 2027. 31 Troy Project Scope Boulan Park is a 63-acre vibrant community space featuring baseball and softball fields, soccer fields, tennis and pickleball courts, a sand volleyball court, a park shelter, restrooms, a walking path, a play structure, and a full- size cricket field currently under construction. This grant will support designing and building a new play structure that accommodates children of all abilities. Specifically, it focuses on implementing the site work required for installation of inclusive play structures, including walkways and other hard surfaces, fencing, gates and site restoration. Resulting play features will exceed ADA guidelines and incorporate Universal Design principles. Status – In Process The grant agreement was fully executed on September 4, 2025, and the City of Troy has received the initial 50% of the grant funds. 32 West Bloomfield Township Project Scope The completed project replaced two porta-john restrooms at the trailhead of the West Bloomfield Trail and Nature Preserve with a prefabricated accessible restroom facility. A drinking fountain and bottle-filling station was also added. A ribbon-cutting was held on September 18, 2024. Together, these sites provide agriculture education, environmental learning, wildlife interpretation, events, and immersive natural experiences that are unmatched elsewhere in the county. In October 2025, Oakland County Parks and Recreation (OCPR) partnered with BHS to conduct a robust public engagement process involving nearly 750 participants (646 online responses, 80 in-person). Feedback demonstrated strong community support for continuing the conversation. On November 24, 2025, the Bloomfield Hills Schools Board of Education unanimously adopted a resolution authorizing the Superintendent to enter formal negotiations with OCPR regarding a long-term partnership. Bloomfield Township elected leadership and local organizations have also expressed clear support for moving forward. (see attached) Combined, these factors create a rare, well-aligned moment to establish a partnership that will result in significant improvements in access to high quality recreational and nature-based learning opportunities. A Strategic, High-Value Opportunity for Oakland County Parks Bringing Bowers and JNC into the OCPR system through a long-term agreement represents a transformational expansion of our reach, visibility, and service footprint. These two facilities are not typical parks; they are high-value, high-use regional assets that already perform at the scale of signature county properties. We recognize that the farm and nature center play meaningful education roles within the Bloomfield Hills School District ("BHSD"). And, while many surrounding communities divested in similar resources, the BHSD extended its commitment for the benefit of its students and the entire community. As a result, many generations of students and residents have had opportunities for outdoor recreation and connection to our natural environment right here in Bloomfield Township. We applaud that the Bloomfield Hills School Board and School District for doing a commendable job at preserving these spaces. We respect the Board's deliberative process and independent judgment regarding this important decision. From our perspective, we see many advantages to combining the nature center and farm with the OCPR. Two such advantages are that the OCPR brings additional expertise in the management of park resources beyond that of a school district or township. Additionally, OCPR has a dedicated county millage to invest in maintaining park resources. Making a decision to join forces will bring these additional resources to bear and will allow for the farm and nature center to continue to play important educational and community roles for the long-term. The opportunity for the BHSD and the OCPR to join together is a rare opportunity that has never been available before and may never arise again. We would be pleased to see this collaboration move forward because we believe it would preserve the educational mission of the farm and nature center and benefit all residents of Bloomfield Township. In 2025, Oakland County Parks served as a presenting sponsor, supporting expanded activation, enhanced guest amenities, and broader community participation. For 2026, Bloomfield Hills Schools and the Friends of Bowers Farm have invited Oakland County Parks to again serve as a sponsor. The sponsorship would reinforce our existing partnership, increase OCP visibility in the county’s central corridor, and support continued winter recreation access for families. Expanded Community Benefit This year’s sponsorship deepens the partnership by helping fund field trip experiences for every first grader in the Pontiac School District, as well as students from the local charter school, Pontiac Academy of Arts and Technology. This initiative will provide hundreds of youth with a hands-on visit to Bowers Farm for a literacy- based educational program, wagon ride, greenhouse planting experience, and interaction with springtime baby animals. SPONSORSHIP AGREEMENT THIS SPONSORSHIP AGREEMENT (“Agreement”) is made and entered into on January 3, 2026 (“Effective Date”), by and between BLOOMFIELD HILLS SCHOOLS, a Michigan general powers school district, whose address is 7273 Wing Lake Road, Bloomfield Hills, Michigan 48301 (“School District”), and OAKLAND COUNTY PARKS AND RECREATION COMMISSION, a Michigan municipal corporation, whose address is 2800 Watkins Lake Road, Building #97W, Waterford Township, Michigan 48328 (“Sponsor”). The School District and the Sponsor shall each be known as a “Party” and collectively as the “Parties.” The Parties agree to the following: 1. Sponsorship Support and Obligations 1.1 Financial Contribution: The Sponsor shall provide a financial contribution of $25,000 to the School District on or before the February 23, 2026, in support of the Charles L. Bowers School Farm Winter Park Event to be held at 1219 East Square Lake Road, Bloomfield Hills, Michigan 48304 (“Farm”). 1.2Optional In-Ki nd Contributions: If applicable, the Sponsor may provide in-kind support, including: ●Cross-Promotions Across Oakland County: Collaborative promotion of the Winter Park Event through Sponsor's communication channels. The promotion shall be provided by Sponsor to the School District and the content of such promotion shall be reviewed and approved in advance by the School District. ●Showcase of Parks Assets: Activities such as curling from the Mobile Recreation fleet and fat-tire bikes to highlight recreational opportunities provided by the Sponsor. ●Other In-Kind Support: Any other promotions or activities at the Winter Park Event shall be reviewed and approved in advance by the School District. 1.3 Non-Exclusive Agreement. The Parties acknowledge and agree that this Agreement does not give Sponsor exclusive rights to advertise and promote the Winter Park Event, except as specifically provided for herein, and agree that the School District has other third party partners that may advertise at the Winter Park Event. 2. Event Details and Benefits 2.1 The Winter Park Event operates from January 9, 2026 through February 28, 2026, at the Farm. 2.2 Recognition and Benefits and Consideration: Subject to the terms and conditions of this Agreement, and provided that Sponsor is not in default under the terms and conditions of this Agreement, the Sponsor shall receive the following benefits during the Term of this Agreement: 2 ●Presenting Sponsorship Visibility : Branding as “Bowers Farm Winter Park, presented by Oakland County Parks,” including inclusion in all PR/media outreach and event signage. ●Fireworks and Flannels (OCP Event) at Waterford Oaks County Park (February 14, 2026): The School District’s Farm shall provide a Traveling Farm Experience from 5–8 PM to add an interactive program prior to the fireworks display. ●Host an Oakland County Parks Staff and Family Outing during the Winter Park season, to coincide with a mutually selected specialty event, with date, time, and logistical coordination determined jointly by the Parties. ●Host a mutually scheduled field trip experience at Bowers Farm for Pontiac students prior to June 20, 2026, serving no fewer than 100 and no more than 500 students, with final dates, capacity, and logistics to be mutually determined by the Parties. 3. Term The term of this Agreement begins on the Effective Date and ends on February 23, 2026 (“Term”). This Agreement may only be extended upon the mutual written agreement of the Parties. 4. Insurance The School District and Sponsor shall each procure and maintain the following insurance throughout the Term of this Agreement, except that Sponsor may procure and maintain the following insurance through a program of self-insurance: 1. Commercial general liability (CGL), or equivalent, and, if necessary, commercial umbrella insurance with a limit of not less than $1,000,000 each occurrence. If such CGL insurance contains a general aggregate limit, it shall be at least twice the occurrence limit. 2. Automobile Liability with a combined single limit of One Million Dollars ($1,000,000.00) per accident. 3. Workers Compensation as required by law. The School District shall be named as an additional insured on Sponsor’s CGL and Automobile policies. 3 5. Legal Liability Each Party shall be solely responsible for its acts and omissions and the acts and omissions of their respective employees, officials, administrators, officers, contractors, agents, representatives, successors, and assigns. Notwithstanding the foregoing, this Agreement does not and is not intended to impair, divest, delegate, or contravene any constitutional, statutory, and/or other legal right, privilege, power, obligation, duty or immunity of either Party and shall not be construed to waive the defense of governmental immunity held by either Party to this Agreement. 6. Compliance with Laws The School District and Sponsor shall comply with all applicable federal, state, and local laws, rules, and regulations in the performance of their obligations under this Agreement. 7. Termination and Cancellation. Effective upon delivery of a termination notice, without prejudice to any other legal or equitable rights to which such terminating Party may be entitled, if (i) the other Party materially defaults in the performance of this Agreement, which default is not cured to the satisfaction of the non-defaulting Party within five (5) days following written notice of such default to the defaulting Party or, to the extent not curable within such five (5)) day time period, attempted to be cured with such five (5) day period and thereafter pursued diligently until cured to the satisfaction of the non-defaulting Party within a reasonable time period; or (ii) any of the representations or warranties made by the other Party to this Agreement shall prove to be untrue or inaccurate in any material respect. Termination of this Agreement in accordance with the provisions hereof shall not relieve either Party from its obligation to perform its obligations under this Agreement up to the effective date of such termination or to perform such obligations as may survive termination. Notwithstanding the foregoing, in the event Sponsor fails to make its sponsorship payment specified in Article I above, the School District shall immediately cease allowing Sponsor the benefit of any of its recognition or benefits under Article II above. 8. Notices Any notice or other communication under this Agreement will be in writing, will be sent via registered or certified mail, overnight courier, or confirmed facsimile transmission and will be deemed given (i) if mailed, when deposited, postage prepaid, in the United States mail, (ii) if sent by overnight courier, one business day after delivery to such courier, and (iii) if sent by facsimile, 4 when transmitted. If any provision of this Agreement, or the application of such provision to any person or circumstance, shall be held invalid, the remainder of this Agreement and the application of such provision to other persons or circumstances shall not be affected. 3.Governing Law. This Agreement shall be governed by the laws of the State of Michigan, with jurisdiction exclusively in Oakland County, Michigan. 4.Assignment and Waiver. This Agreement, including the rights under it, may not be assigned or transferred. Failure of either Party to enforce any provision herein shall not be constructed as a general relinquishment or waiver as to that or any other provision. 5.Independent Contractors. The Parties shall be independent contractors in the performance of this Agreement and nothing herein is intended or may be construed to make either Party the employee, agent, partner, or representative of the other. Neither Party shall represent to any third party that they are the employee, agent, partner, or representative of the other Party. 5 6.Entire Agreement. This Agreement constitutes the entire understanding between the Parties concerning the subject matter hereof and shall supersede any and all other agreements, oral or written, between the Parties. Any amendment or modification of this Agreement must be in writing and signed by an authorized representative of both Parties 10.Signatures The Parties have caused this Agreement to be executed as of the Effective Date. These options differ significantly in capital cost, required subsidy, user cost, and public value. Given rising capital needs across the system and finite resources, we ask the Commission to identify any options that should be removed from consideration before public engagement begins. This will allow staff to conduct meaningful, focused public input on viable future pathways without sowing unrealistic expectations or expending resources on paths that lack Commission support. INTRODUCTION AND HISTORY Waterford Oaks County Park opened in the early 1970s. It has been home to multiple fee-for-use, high-profile recreational attractions over the years, including Michigan's first wave action pool, debuting in 1976. Additional amenities were added that made the Waterpark a major summer destination for county families, reaching nearly 79,000 annual guests at its peak. The park’s signature attractions historically included: •The original wave pool (1976) •Dual racing waterslides (1981), removed in 2012 •Raging Rapids group raft ride (1997), removed in 2019 •Children’s activity pool/playground (1997) •Boardwalk and bridge structures, concessions, bathhouse, and mechanical systems The original wave pool was constructed with significant financial capital funding support from federal grant programs that were eliminated in the 1970s and 80s. From 2009 through the mid-2010s, OCPR faced major fiscal constraints that contributed to progressive disinvestment and removal of Waterpark assets. By 2024, attendance had dropped to 13,329, an 83% decline from peak levels, while operating subsidies climbed to $300,000– $400,000 per year. Continuing operations was deemed financially and structurally irresponsible. Independent assessments by Councilman Hunsaker, JFR Architects, and internal teams confirm the facility is beyond repair and requires full replacement. Re-opening the pool even on a temporary basis would require a minimum $400,000 capital infusion and the maintenance of the ongoing subsidy outlined above. Community surveys suggest strong desire for updated, accessible water-based amenities, but also broad support for modern, all-season recreational offerings and an openness to public-private management models. RETURN TO AGENDA Waterford Oaks was also home to The Fridge, a state-of-the-art refrigerated toboggan run opened in 1994—the first of its kind in Michigan. The 1,000-foot dual-flume chute and Lookout Lodge warming shelter made it a regional standout until 2009, when it was decommissioned due to mechanical failure and structural decline. More broadly, redevelopment of the entire Waterford Oaks park is necessary due to both the history of disinvestment and the disconnected nature of its remaining amenities, which no longer support cohesive or year-round use. The park lacks a unifying experience and fails to match the scale and expectations of today’s users without major reinvestment. Strategic Positioning: The Tri-Park District and Mission 26 Waterford Oaks is now envisioned as the four-season activity centerpiece of a new Tri-Park District, in partnership with: • Bicentennial Oaks – future home of the Oakland County Farmers Market and a natural setting for major festival and event space at the South County Courthouse campus • Pontiac Oaks – a lakeside picnic and reunion destination for families seeking a "grand day out", with the future addition of a public swimming beach (if feasible) Waterford Oaks must complement, not duplicate, these sibling parks. Its future should deliver year-round activity, flexible family recreation, and unique public value aligned with Mission 26 priorities: • Four-season activation • Equity and access • Modernized infrastructure • Financial sustainability Phase I redevelopment, Cattail Cove, is already underway for reopening in 2026. It includes a multi-million-dollar nature-themed inclusive playground, pickleball, ninja warrior course, and a year-round restroom and family gathering space. Visual Framework: Park Zones for Redevelopment To guide the Commission’s understanding of the park’s future function and footprint, staff have prepared a conceptual zoning framework for Waterford Oaks. This map identifies seven redevelopment zones, each representing a distinct use area to support a balanced, year-round, multi-generational experience: • Zone 1 – Day Use: Playgrounds, sport courts, and fitness areas for everyday family activity • Zone 2 – Nature Trails: Serene woodland/wetland trail system with wildlife and seasonal exploration • Zone 3 – Action Zone: High-energy zone for teens and club-based recreation (e.g., climbing, skating) • Zone 4 – Centralized Parking: Anchors park access and connectivity across use zones • Zone 5 – Adventure Trail: Immersive, accessible forest path with lighting, seasonal change, and discovery • Zone 6 – Grand Attraction: Anchor destination for a major four-season attraction (aquatic or non-water-based) • Zone 7 – Maintenance/Storage: Consolidated staff and operations infrastructure This layout helps ensure that regardless of the final decision for Zone 6 (the former Waterpark site), the broader park will support complementary activities across the full calendar year. Long-Term Financial Sustainability This decision must reflect lessons from Waterford Oaks' past. Big-ticket attractions with short operating windows and high maintenance costs—such as the toboggan run and traditional wavepool—have proven unsustainable. With growing capital demands systemwide and finite general fund support, we must avoid committing to facilities that place oversized financial burdens on our annual budget. Solutions that minimize lifecycle costs and spread benefits across more months and users are more aligned with long-term financial stewardship. 3. Building for the Future, Not the Past Research and national trends indicate a shift away from single-use, short-season waterparks in temperate climates. Municipalities are increasingly opting for hybrid models or non-water attractions that offer flexible, family-friendly recreation year-round. Investing in adaptive, inclusive facilities positions OCPR to meet evolving public expectations, climate volatility, and future recreation preferences without being locked into outdated models. Commission Direction Requested We ask the Commission to: 1. Eliminate any options that do not align with OCPR’s long-term financial, equity, or mission priorities 2. Confirm which remaining options should proceed to focused public engagement and concept development 3. Identify any framing, values, or criteria that must shape the community conversation A clear early signal will allow us to align community engagement, planning resources, and future funding proposals around a unified and viable vision. Staff will return with refined concepts, financial models, and a public engagement summary through the Co-Creation Lab. The park has been inducted into the Old-Growth Forest Network (OGFN), the only national network of “protected, old- growth, native forests where people of all generations can experience biodiversity and the beauty of nature.” Independence Oaks is the 24th location recognized in Michigan and joins more than 315 forests recognized nationwide. The park contains 14 acres of rare, true old-growth conditions, with the oldest trees being more than 300 years old. And it has more than 73 acres of maturing second growth forest on rolling glacier. Addison Oaks County Park was also inducted as a community forest, recognizing the role it plays in connecting people with nature. Grant Term Extension for the 2023-2024 Michigan Invasive Species Grant Program Oakland County Parks (OCP) has requested Chair Woodward’s signature on Amendment #2 to the grant agreement for the 2023 Michigan Invasive Species Grant Program, administered by the Michigan Department of Natural Resources. The Amendment extends the project end date from October 30, 2025, to July 30, 2026, to allow additional time to utilize the remaining funds. The project began on May 30, 2024, and has been extended once before. The grant funds the monitoring and treatment of invasive species within Oakland County and provides non-competitive CORE funding for Cooperative Invasive Species Management Areas, which OCP coordinates for the county. Conservation Stewards Program – Final Capstone Session On November 13, Oakland County Parks hosted the final capstone presentations of the Conservation Stewards Program, delivered through MSU Extension-Oakland County educator Bindu Bhakta. The ten- RETURN TO AGENDA session course provides session participants with applied training in ecology, land management, and volunteer leadership, preparing participants to support conservation efforts across the region. This year’s capstones reflected real stewardship impact. One project, recently featured in Oakland County Times, brought volunteers together to collect and propagate native oak acorns for future habitat restoration in northern Oakland County nature preserves. Other students presented concepts related to invasive species control, trail interpretation, community engagement, and ecosystem monitoring. This program strengthens the growing partnership between OCP and MSUE, builds a skilled volunteer pipeline, and supports Mission 26 goals related to climate resilience, and community connectedness. We look forward to integrating future capstone projects directly into OCP parks and stewardship priorities. Clinton River Oaks Park - Final Interlocal Agreement Approved On November 25, 2025, the Rochester City Council unanimously approved the Interlocal Partnership Agreement, marking the final step needed to fully advance the Clinton River Oaks project—a 275+ acre, connected river preserve spanning Rochester, Rochester Hills, and the regional trail corridor. This milestone completes the series of interlocal agreements already approved and positions OCP to lead cohesive stewardship, rather than fragmented or parcel-by-parcel management. The project features more than three miles of Clinton River frontage and represents a coordinated, multi-agency investment in public access, ecological restoration, trail connectivity, and long-term watershed protection. Transition planning is now underway. In the coming months, OCP will develop and present a Park Action Plan, Operations and Maintenance Plan, and Strategic & Capital Improvement Plan for review and approval. This work will include extensive community and stakeholder engagement. Clinton River Oaks advances core Mission 26 priorities by expanding nature access in eastern Oakland County, connecting people to water and trails, and safeguarding one of the region’s most significant natural corridors for generations to come. Successful Seed Collection Stewardship Days A series of two Fall Seed Collection Days produced a bounty of seeds that will be used for prairie restoration. Staff and volunteers gathered for two days of collection at Orion Oaks County Park in late October and early November. "Everyone was enthusiastic about collection efforts and were able to learn more about identifying plants in winter, how to sustainably collect seeds to leave enough for new plants and wildlife and general techniques for collection," Natural Resources and Environmental Sustainability Outreach Coordinator Patrick Canniff said. "There are less than 1 percent of prairie habitats left in the world, so prairies are a critical part of our landscape that support important ecosystem services. It's important we take steps to protect them for both wildlife and humans." In addition to Canniff, DEI and Community Engagement Officer Zach Zuchowicz and Red Oaks Recreation Program Specialist KR Vedolich participated in the seed collection efforts. They were joined by a great group of 16 volunteers collecting wild bergamot, little bluestem, broomsedge, and a few different goldenrod species that will be provided to Natural Resources for additional restoration purposes in parks.
