Call Meeting to Order Chair Angela Powell called the meeting of the Democratic Caucus to order at 8:50 AM in Committee Room A 1200 N. Telegraph Road, 12E, Pontiac, MI 48341. 2. Roll Call MEMBERS PRESENT: Ann Erickson Gault, Brendan Johnson, Gwen Markham, William Miller III, Angela Powell, Yolanda Smith Charles, Linnie Taylor, David Woodward, Penny Luebs (9) MEMBERS ABSENT WITH NOTICE: Marcia Gershenson (1) 3. Public Comment No one addressed the Caucus during Public Comment #1. 4. Approval of Minutes a. Clerk/Register of Deeds - dated October 30, 2025 Linnie Taylor moved approval of the Minutes dated October 30, 2025, as presented. Seconded by William Miller III. Motion Passed. A voice vote was conducted and the Minutes dated October 30, 2025, were approved unanimously. 5. Discussion Items Commissioner Woodward addressed the Caucus regarding Economic Development and Infrastructure Committee items entitled: Facilities Management - Capital Planning & Design - Notice of Intent to Issue Bonds for Capital Improvement Bonds (County Improvement Projects), Proposal for a Solid Waste Processing and Transfer Facility Located at 5351 Williams Lake Road in Waterford and Finance Committee - Information Technology - Oakland County Project 25 (P25) Simulcast System Interlocal Agreement with Participating Local Governmental Entities. Discussion Followed. Clerk Brown addressed the Caucus to inquire whether the rules for removing a Consent Agenda item had changed. Discussion Followed. Chris Ward, Director of Parks & Recreation addressed the Caucus regarding 79 acres donated from Waterford Schools for public park use and the naming of that property. Discussion Followed. Commissioner Johnson addressed the Caucus regarding Legislative Affairs and Government Operations Committee item entitled: Board of Commissioners - Oakland Community Health Network Appointment. Discussion Followed. Commissioner Smith Charles addressed the Caucus regarding New & Miscellaneous Business item entitled: Resolution Reaffirming Ongoing Commitment to the Stepping Up Initiative to Reduce the Number of People with Mental Illnesses in Jails. Discussion Followed. 6. Closed Session a. Board of Commissioners - Closed Session to Discuss the written legal opinion regarding Corporation Counsel File #2025-1327 Powers & Duties of the Board of Commissioners The Majority Caucus went into closed session at 9:15 AM. The Majority Caucus resumed in open session at 10:10 AM. Both should be completed by the end of the year. Chair Powell addressed the Caucus to review the Caucus memo of announcements. Commissioner Markham addressed the Caucus to announce the Oakland County Historical Society auction will be held on November 15th at the Pontiac Creative Arts Center from 6:00 - 9:00 PM. 7. Public Comment The following people addressed the Caucus during Public Comment #2: Margarette Gupta, Commissioner Kristen Nelson, Commissioner Bob Hoffman, Robin McGregor, Commissioner Charles Cavell. 8. Adjournment The meeting recessed on Thursday, November 13, 2025, at 10:45 AM. The meeting adjourned on Thursday, November 13, 2025, at 12:01 PM.
