Motion to approve Amendment 2026-2 to the Public Transportation Agreement between Oakland
County and Rochester Hills-Oakland-Rochester Older Persons’ (OPC); further, authorize an
appropriation in an amount not to exceed $64,000 from the Oakland County Public Transportation
Millage to pay OPC pursuant to Amendment 2026-2; further, authorize the Chair of the Oakland
County Board of Commissioners to execute the Amendment on behalf of Oakland County; further,
amend the FY 2026 budget as detailed in the attached Schedule A.

INTRODUCTION AND BACKGROUND
The Rochester Hills-Oakland-Rochester Older Persons’ (OPC) and Oakland County have agreed to
Amendment 2026-2 to the Public Transportation Agreement set forth in the attached Amendment, to
reflect the acquisition of vehicles and associated costs to expand public transportation services for
individuals with disabilities, consistent with the Millage. Specifically, OPC would purchase two (2)
used buses and collaborate with SMART to expand transportation services within OPC’s service
area.
The 2026 Public Transportation Agreement between Oakland County and OPC was approved
October 20, 2025 through Resolution #2025-5833 in an amount not to exceed $2,740,775.
Amendment 2026-2 would cost an additional $64,000 from the Public Transportation Millage, which
would increase the contract’s not to exceed amount to $2,804,775.

Authorization and Completion of Agreement. The Parties have taken all actions and secured all approvals
necessary to authorize and complete this Amendment of Interlocal Contract. The persons signing this Agreement
on behalf of each Party have legal authority to sign this Agreement and bind the Parties to the terms and
conditions contained herein.
