Motion to approve Amendment 2026-1 to the Public Transportation Agreement between North
Oakland Transportation Authority (NOTA) and Oakland County; amend Section 8 (Facility
Expenditures) of Exhibit B with new subsection (f); further, authorize the Chair of the Oakland
County Board of Commissioners to execute the Amendment on behalf of Oakland County.

INTRODUCTION AND BACKGROUND
The North Oakland Transportation Authority (NOTA) and Oakland County have agreed to
Amendment 2026-1 to the Public Transportation Agreement set forth in the attached Amendment, to
add a new subsection (f) to Section 8 of Exhibit B. The parties acknowledge that Exhibit B Budget
subsection 8 (f) was inadvertently omitted from the contract.
POLICY ANALYSIS
On October 30, 2025, the Board of Commissioners approved Resolution #2025-5832 with NOTA to
provide public transportation services in Oakland County. After execution, it was discovered that
Subsection 8. (f) of Exhibit B (NOTA Budget) was inadvertently omitted from the Contract. This
amendment corrects that omission.
• This subsection addresses compliance with Oakland County’s Competitive Bid Requirements
when hiring third parties to complete facility work.
• There is no financial impact from this amendment.
FISCAL IMPACT: No Budget Amendment Needed
