INTRODUCTION AND BACKGROUND
The Western Oakland Transportation Authority (WOTA) and Oakland County have agreed to
Amendment 2026-1 to the Public Transportation Agreement set forth in the attached Amendment, to
add a new subsection (f) to Section 8 of Exhibit B. The parties acknowledge that Exhibit B Budget
subsection 8 (f) was inadvertently omitted from the contract.
POLICY ANALYSIS
On October 30, 2025, the Board of Commissioners approved Resolution #2025-5835 with WOTA to
provide public transportation services in Oakland County. After execution, it was discovered that
Subsection 8. (f) of Exhibit B (WOTA Budget) was inadvertently omitted from the Contract. This
amendment corrects that omission.
• This subsection addresses compliance with Oakland County’s Competitive Bid Requirements
when hiring third parties to complete facility work.
• There is no financial impact from this amendment.
FISCAL IMPACT: No Budget Amendment Needed

“f. WOTA shall comply with Oakland County’s Competitive Public Bid Requirements when
hiring third parties to complete facility work:
i. Requirement for Competitive Bidding: WOTA shall not engage any third parties to
perform any services without first conducting a competitive public bidding
process.
