Commissioners to execute the agreement.

INTRODUCTION AND BACKGROUND
The FY 2026 interlocal agreement formalized the mental health/psychiatric services provided by the
Oakland Community Health Network (OCHN) for individuals housed within the Oakland County Jail
(OCJ), as well as describing the duties and responsibilities for employees and contractors whose
activities directly intersect with access to and delivery of the mental health services and was
approved on Resolution #2025-5782. OCHN is committed to ensuring that the mental health needs
of citizens incarcerated at the OCJ are met and provides services to support inmates with mental
health needs in moving towards recovery and returning to the community successfully upon release.
Amendment 1 provides OCHN with iPads, locked for Criminal Justice Information Services (CJIS)
and Health Insurance Portability and Accountability Act (HIPAA) compliance, for telehealth
psychiatric visits in the Oakland County Jail.
POLICY ANALYSIS
Amendment #1 shall take effect on October 1, 2025 and shall extend the terms of the Agreement
through September 30, 2026 or is terminated by any of the Parties pursuant to section 11 of this
Agreement.
• The Agreement is amended to include the following new section 2.3.2.1: 2.3.2.1 Telehealth
Psychiatric Visits. OCJ will issue iPads to OCHN at no cost to use for telehealth psychiatric
visits. The iPads will be locked for CJIS and HIPAA compliance with no access to download
additional programs. Zoom Enterprise will be installed on the iPads and equipped with Wi-Fi
functionality and First Net Cellular service at no cost to OCHN. OCHN will not be added to
the County’s corporate agreement with Zoom. Clinical information will not be saved on iPads
or accessed by the County or OCJ staff.
• The costs associated with iPad accrual, service, protection, and the Zoom license have
already been included in the OCSO Technology, Information, and Innovation Division
Budget. A budget amendment is not needed for this Amendment.

OAKLAND COMMUNITY HEALTH NETWORK
AMENDMENT #1

The Parties, COUNTY OF OAKLAND (“County”) and OAKLAND COUNTY
COMMUNITY HEALTH NETWORK (“OCHN”), agree and acknowledge that the purpose of
this Amendment is to modify as provided herein and otherwise continue the present relationship
between the Parties as described in their current Mental and Behavioral Health Services in the OCJ
(“Agreement”).
This Amendment #1 shall take effect on October 1, 2025 and shall extend the terms of the
Agreement through September 30, 2026 or is terminated by any of the Parties pursuant to section
11 of this Agreement.
In consideration of the mutual promises, representations, assurances, agreements and provisions
in the Agreement and this Amendment the adequacy of which is hereby acknowledged by the
Parties, the Parties agree to amend the Agreement as follows:
1. The Agreement is amended to include the following new section 2.3.2.1:
