INTRODUCTION AND BACKGROUND
Oakland County Parks and Recreation Commission (OCP) approved the purchase of 0.76 acres of
property contiguous to the Red Oaks Nature Center in Madison Heights. This is an effort to expand
the recreation opportunities and preserve land around Red Oaks Park. The 0.76 acre parcel of land
has a small house that will be demolished allowing expansion of the open area in the park.
POLICY ANALYSIS
The market value for the property was estimated at $250,000 in 2024. A new comp study was
conducted at the end of 2025 and the value was increased to $300,000. The sellers had an asking
price of $350,000 and the County made a counteroffer. An agreement was reached for the purchase
price of $325,000. Funds for the purchase are from OCP fund unrestricted net position.
This purchase has not yet been approved by the Oakland County Parks and Recreation
Commission. It is scheduled to go before the Commission on March 11, 2026 at 2 pm.

Facilities Management - Purchase Agreement for Real Property at 30521 Hales St. in Madison
Heights, Michigan
Chair and Members of the Board:
WHEREAS the Oakland County Parks and Recreation Commission (OCP) approved the purchase of
0.76 acres of property contiguous to the Red Oaks Nature Center in Madison Heights; and
WHEREAS in an effort to expand the recreation opportunities and preserve land around Red Oaks, a
0.76 parcel of land with a small house on it has been identified for acquisition, and is depicted in the
attached map (“Property”); and
WHEREAS a market value land appraisal was obtained for negotiation purposes and was completed
by Kurschat & Company Real Estate Appraisers and Consultants. The report dated 1/09/2024 stated
market value estimate of the Property was $250,000; and
WHEREAS a final negotiated price of $325,000 is the amount of the cash offer in the attached
Purchase Agreement; and
WHEREAS funds for the purchase are from OCP fund unrestricted net position; and
WHEREAS the Departments of Facilities Management and Corporation Counsel have reviewed
and/or repaired all necessary documents related to the attached Purchase Agreement and
recommend their approval.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby
approves and directs its Chair to execute the attached Purchase Agreement and all other documents
which may be required to effectuate the transfer of the Property.
BE IT FURTHER RESOLVED the Property Management Specialist of Oakland County Department of
Facilities Management has the authority to sign all closing documents on behalf of the County.
