INTRODUCTION AND BACKGROUND
The U.S. Department of Commerce (DOC) Export Assistance Center (USEAC) promotes exports of
U.S. goods and services through the U.S. Foreign Commercial Service worldwide network of offices,
and works to protect U.S. business interests abroad. The Board of Commissioners approved a Joint
Project Agreement (JPA) for the DOC to use 759 square feet of office space for the fiscal year 2025
in the Annex I building. A JPA is basically the DOC form of a lease agreement with the County.
The lease is ongoing, started in approximately 2004 and is renewed annually due to the requirement
by the Federal Government requiring only a one-year time frame. This year's renewal was delayed
due to the federal government shutdown.
Oakland County Corporation Counsel, the Departments of Facilities Management and Economic
Development have reviewed and approved the JPA, which will become effective when signed by
both parties.
POLICY ANALYSIS
This partnership started in 2013 through MR #13013 which allowed the USDOC to use building
space in the Annex I building to allow them to work with the Economic Development Department in
a joint effort to promote US exports from Oakland County. This project enables the parties to pool
resources to facilitate the identification of export-ready companies in Oakland County and to provide
them enhanced benefits such as client counseling and overseas market assistance. The sharing of
office space will assist in meeting the exporting needs of the business community in Oakland
County, especially small- and medium-sized companies. This project is of mutual interest to the
parties because both parties recognize that U.S. companies, particularly small businesses and
exporters, are a critical part of a strong economy and critical to an increase in jobs in Oakland
County. Oakland County companies and companies throughout eastern Michigan will benefit by
having access to Oakland County Department of Economic Development programs and US&FCS
export programs at one location and to technology that facilitates relationships between local
businesses and resources available outside of their immediate area. The parties agree that this
project furthers their mutual interest in promoting international business activities.
The DOC renewal for the 2026 JPA agreement is the same as the 2025 agreement terms except
the annual rent amount will decrease to $14,686.65 from $16,940.88. The rent is based on annual
building and operations costs of $19.30/square foot for the Annex I building, reduced from $22.32.
Included in the rent, the County will provide janitorial service, general building maintenance,
security, grounds work, parking and utilities.

Chair and Members of the Board:
WHEREAS the U.S. Department of Commerce (DOC) Export Assistance Center (USEAC) promotes
exports of U.S. goods and services through the U.S. Foreign Commercial Service worldwide network
of offices, and works to protect U.S. business interests abroad; and
WHEREAS the Oakland County Board of Commissioners approved the DOC to use 759 square feet
of office space in the Annex I building to accommodate four offices on the County campus and the
USDOC wishes to continue to lease space for 2026.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby
approves and authorizes the attached Joint Project Agreement (JPA) Agreement.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners hereby directs its
Chair or their designee to execute the attached JPA Agreement and all other related documents
between the County of Oakland and the DOC, which may be required.
BE IT FURTHER RESOLVED that the FY 2026 budget is amended as detailed in the attached
Schedule A - Budget Amendment.
