Chair David T. Woodward called the meeting of the Board of Commissioners to order at
6:22 PM in the Commissioners' Auditorium 1200 N. Telegraph Road, 12E, Pontiac, MI
48341.

Transportation (MDOT) in the amount of $650,300.00 including federal
funds of $600,000.00, state funds of $24,562.00 and a local match of
$25,738.00; further, authorize the Chair of the Board of Commissioners to
execute the grant contract; further, acceptance of this grant does not
obligate the County to any future commitment and continuation of this
program is contingent upon continued future levels of grant funding.
h. Aviation - Grant Acceptance between Michigan Department of
Transportation (MDOT) and Oakland/Troy Airport to Reconstruct 4 T-
Hangar Taxilanes and Aprons - Design

of $82,707.00, state funds of $2,238.00 and a local match of $2,239.00;
further, authorize the Chair of the Board of Commissioners to execute the
grant contract; further, acceptance of this grant does not obligate the
County to any future commitment and continuation of this program is
contingent upon continued future levels of grant funding.
i. Economic Development - Oakland County Transit Division - 2026 Access to
Transit Award Recommendations

Approve the disbursement of Access to Transit Grant funds for the
projects detailed in the attached Schedule B – Project Summaries and
Grant Awards for an amount not to exceed $1,108,980; further, approve the
template Interlocal Agreement, which was developed with Corporation
Counsel; further, authorize the Chair of the Board of Commissioners to
sign the agreements.
j. Economic Development - Oakland County Transit Division - Amendment
2026-1 of Public Transportation Agreement with North Oakland
Transportation Authority (NOTA)

10. Finance Committee - Gwen Markham
a. Indigent Defense - Application for FY2027 Michigan Indigent Defense
Commission ("MIDC") Grant

Approve the submission of the FY 2027 Michigan Indigent Defense
Commission (MIDC) Grant Application and authorize the Indigent Defense
Services Office to engage in any necessary negotiation with the MIDC and
prepare any necessary revision of the Draft Cost Analysis; further, that
when the final version of the FY 2027 MIDC Compliance Plan and Cost
Analysis is officially approved by the MIDC this item will be brought back
before the Board of Commissioners for grant acceptance.
b. Board of Commissioners - Sponsorship of America 250 Celebration
Infrastructure Improvements with Oakland County Pioneer & Historical
Society

Approve a one-time allotment of $52,000 from the FY 2026 Board of
Commissioners’ General Fund Special Projects Program line-item budget
to support public access and infrastructure improvements at The Oakland
County Pioneer & Historical Society History Center, in connection with the
America 250 commemoration, including driveway and parking area paving
and electrification of the gazebo. Further, authorize the Board Chair to
execute any required agreements on behalf of Oakland County.
Additionally, require that the recipient submit documentation confirming
completion of the improvements and provide a final written report to the
Board of Commissioners by the end of the calendar year following
completion of the project, detailing the use of funds, attendance at related
public programming, and measurable community impact, including
expanded accessibility and coordination with County departments.
c. Board of Commissioners - Sponsorship of Brandon Township Community
Fireworks Celebration
Board Action #2026-6236 _
Approve a one-time allotment of $5,000 from the FY 2026 Board of
Commissioners’ General Fund Sponsorship line-item budget to sponsor
the Brandon Township Community Fireworks Celebration. Further,
authorize the Board Chair to execute any required agreements on behalf of
Oakland County. Additionally, require that the recipient of the funds
publicly promote the County’s support and submit an impact report to the
Board of Commissioners by the end of the calendar year, detailing the
outcomes of the event, including the number of Oakland County residents
served and supported by the initiative.
d. Board of Commissioners - Sponsorship of Clawson Lions Club 28th Annual
Charity Car Show

Approve a one-time allotment of $5,000 from the FY 2026 Board of
Commissioners’ General Fund Sponsorship line-item budget to sponsor
the Clawson Lions Club 28th Annual Charity Car Show. Further, authorize
the Board Chair to execute any required agreements on behalf of Oakland
County. Additionally, require that the recipient of the funds publicly
promote the County’s support and submit an impact report to the Board of
Commissioners by the end of the calendar year, detailing the outcomes of
the event, including the number of Oakland County residents served and
supported by the initiative.
e. Board of Commissioners - Sponsorship of Art & Apples Festival - Main
Stage Sponsorship
Board Action #2026-6300 _
Approve a one-time allotment of $10,000 from the FY 2026 Board of
Commissioners’ General Fund Sponsorship line-item budget to sponsor
the Main Stage at the 2026 Art & Apples Festival, hosted by the Paint Creek
Center for the Arts, to be held September 11–13, 2026, at Rochester
Municipal Park. Further, authorize the Board Chair to execute any required
agreements on behalf of Oakland County. Additionally, require that the
recipient of the funds publicly promote the County’s support as the Main
Stage Sponsor and submit a final report to the Board of Commissioners by
the end of the calendar year, detailing the use of funds, festival attendance,
number of Oakland County residents served, and measurable community
and economic impact associated with the event.
f. Fiscal Services - FY 2026 First Quarter Forecast and Budget Amendments

Accept the Fiscal Year 2026 First Quarter Financial Report; to appropriate
$14,263,752 of previously budgeted but unspent funds assigned for
carryforwards in the General Fund to departments for use; to recognize
donations in the Children’s Village Division and the Sheriff’s Office; to
authorize the write-off of uncollectible debts, as recommended by the
Department of Management and Budget and detailed in the attached
schedules; and to amend the FY 2026 – FY 2028 Budgets pursuant to the
attached Schedule A budget amendments.
11. Public Health and Safety Committee - Penny Luebs
a. Sheriff’s Office - Interlocal Agreement for Participation with the Oakland
County Sheriff's Office Sheriff's Search and Rescue Team

Approve the attached Interlocal Agreement between the Macomb County
Sheriff's Office and the Oakland County Sheriff's Office to join the Oakland
County Sheriff's Office Sheriff's Search and Rescue Team; further,
authorize the Chair of the Board of Commissioners to execute the attached
agreement.
b. Sheriff’s Office - Amendment #1 to the Interlocal Agreement with Oakland
Community Health Network for FY 2026 Mental and Behavioral Health
Services in the Oakland County Jail

Approve amendment #1 to the Interlocal Agreement with the Oakland
Community Health Network for Mental Health and Behavioral Health
Services in the Oakland County Jail for the period of October 1, 2025
through September 30, 2026; further, authorize the Chair of the Board of
Commissioners to execute the agreement.
c. Health & Human Services - Neighborhood and Housing Development -
Amendment #3 to the FY 2021 HOME Investment Partnership American
Rescue Plan Program from the U.S. Department of Housing and Urban
Development

Approve amendment #3 to the FY 2021 HOME Investment Partnership
American Rescue Plan Program from the U.S. Department of Housing and
Urban Development to add nineteen (19) existing Special Revenue
Positions to the grant per the attached Schedule B for the period of
September 21, 2021 through September 30, 2030; further, approve the
Chair's of the Board of Commissioners acceptance and execution of the
total grant award and any amendments to the agreement; further, amend
the FY 2026 budget as detailed in the attached Schedule A.
d. Board of Commissioners - Request to Allocate Additional Funding for the
Increase of Marine Safety Patrols on Oakland County Lakes Program for
2026-2028 Boating Seasons

Authorize the appropriation of $50,000 per year to the Oakland County
Sheriff's Office Marine Unit to increase safety patrols on Oakland County
Lakes during the 2026-2028 boating season; further, a report detailing
expenditures and performance metrics, such as locations where the
increased patrols were utilized, and the impact of patrols, shall be
forwarded to the Public Health and Safety Committee after each season;
further, that due to the demonstrated success of the pilot program, the
program shall transition from pilot status to a permanent program to
continue the commitment of increasing safety of Oakland County
residents; further, amend the FY 2026 - 2028 budget as detailed in the
attached Schedule A.

b. Board of Commissioners - Supplemental Funding Request for the

Angela Powell moved to suspend the rules for immediate consideration of

Angela Powell moved to approve the supplemental funding request for the
Comprehensive Opioid, Stimulant, and Substance Abuse Site-Based
Program (Crisis Response Unit) in the amount of $250,000 to continue
three (3) positions (#P00015858, #P00015859, and #P00015860) for the
period of April 1, 2026 through September 30, 2026; further, extend the
sunset dates for these three (3) positions until September 30, 2026; further,
amend the FY 2026 budget as detailed in the attached Schedule A.
