Democratic Caucus Minutes
March 11, 2026 at 5:00 PM
1. Call Meeting to Order
Chair Angela Powell called the meeting of the Democratic Caucus to order at 5:03 PM in
Committee Room A 1200 N. Telegraph Road, 12E, Pontiac, MI 48341.
2. Roll Call
MEMBERS PRESENT: Ann Erickson Gault, Marcia Gershenson, Penny Luebs, Gwen
Markham, Angela Powell, Yolanda Smith Charles, Linnie Taylor, David Woodward (8)
MEMBERS ABSENT WITH NOTICE: Brendan Johnson, William Miller III (2)
3. Closed Session – Corporation Counsel Opinion related to Resolution 2026-6227
a. Board of Commissioners - Closed Session to discuss the legal opinion regarding
Resolution 2026-6227
Gwen Markham moved the Democratic Caucus to Closed Session to discuss the legal
opinion regarding Resolution 2026-6227. Seconded by Linnie Taylor.
The Majority Caucus went into closed session at 5:10 PM.
The Majority Caucus resumed in open session at 6:00 PM.

Chair Powell called the Majority Caucus to reconvene at 7:35 PM.

4. Public Comment
The following people addressed the Caucus during Public Comment #1: Murryum
Farooqi, Mike Flores, Margarette Gupta.
5. Approval of Minutes
a. Board of Commissioners - dated February 19, 2026
Penny Luebs moved approval of the Minutes dated February 19, 2026, as
presented. Seconded by Linnie Taylor.
Motion Passed.
A voice vote was conducted and the Minutes dated February 19, 2026, were
approved unanimously.
6. Discussion Items
Commissioner Woodward addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item entitled: Board of Commissioners - Appointment
to the Oakland Community Health Network Board and New & Miscellaneous Business
item entitled: Board of Commissioners - Supplemental Funding Request for the
Comprehensive Opioid, Stimulant, and Substance Abuse Site-Based Program (Crisis
Response Unit).
Discussion Followed.
Major Russ Yeiser, Deputy Chief of Staff addressed the Caucus.
Discussion Followed.
No one addressed the Caucus during Public Comment #2.
Chair Powell addressed the Caucus to review the Democratic Caucus memo of
announcements and stated the Community Safety & Civil Rights Ad Hoc Committee is
meeting this Tuesday, March 17th.
