HomeMy WebLinkAboutMinutes - 2026.04.27 - 42824 MINUTES OF THE BOARD OF COUNTY ELECTION COMMISSIONERS CALL TO ORDER: The Board of County Election Commissioners meeting was called to order by the Honorable Jennifer Callaghan on April 27, 2026 at 1:31 p.m. in the Oakland County Elections Division, Board of Canvassers/Training Room, 1st floor, West Wing Extension, 1200 N. Telegraph Rd., Pontiac, MI 48341. ROLL CALL: MEMBERS PRESENT: Callaghan, Brown, Wittenberg. (3) ABSENT: None. (0) OTHERS PRESENT : Joseph J. Rozell, Director of Elections; Heather Kadulski, Elections Supervisor; and Brandon Buck, Corporation Counsel. APPROVAL OF AGENDA: Moved by WITTENBERG seconded by BROWN to amend the agenda to add Approval of License Agreement for Early Voting Site #18 as Item A on the agenda and to also amend Item I. b. to Petition #2. Motion carried. APPROVAL OF MINUTES: Moved by BROWN seconded by WITTENBERG to approve the minutes of the April 16, 2026 Board of County Election Commissioners Meeting. Motion carried. NEW BUSINESS: A. APPROVAL OF LICENSE AGREEMENT FOR EARLY VOTING SITE #18 Moved by BROWN seconded by WITTENBERG to approve the License Agreement for Early Voting Site #18. Motion carried. B. RECALL Judge Callaghan advised that proper notice had been given for today’s meeting for the recall of David T. Woodward, County Commissioner – 1st District, John Dolan, Supervisor, Charter Township of Lyon, Michele Cash, Clerk, Charter Township of Lyon, Patricia Carcone, Treasurer, Charter Township of Lyon, Lise Blades, Trustee, Charter Township of Lyon, Kristofer Enlow, Trustee, Charter Township of Lyon, Sean O’Neil, Trustee, Charter Township of Lyon and Robert Swain, Trustee, Charter Township of Lyon. She also advised that the purpose of today’s meeting according to MCL 168.952 of Michigan Election Law, is that the Commission shall meet and determine whether each reason for the recall stated in the petitions is of factual and sufficient clarity to enable the officer(s) whose recall is being sought and the electors to identify the course of conduct which is the basis of the recall. WOODWARD, PETITION A “On April 8, 2026, at the Oakland County Board of Commissioners meeting held in Pontiac, MI, Commissioner David T. Woodward (District 1) voted yes on Miscellaneous Resolution #2026-6416 titled Project Prove It with Flock Group for Unmanned Air Support.” Judge Callaghan disclosed she is a resident of David T. Woodward’s County Commission District and saw no conflict of interest in her decision. Judge Callaghan asked if there was anyone present who wished to come forward to speak as a proponent of the petition. No one spoke as a proponent of the petition. Judge Callaghan asked if there was anyone present who wished to come forward to speak in opposition to the petition. Mark Brewer spoke in opposition of the petition. Discussion followed. Dan Wholihan spoke as a proponent of the petition. Judge Callaghan asked if there was anyone present who wished to come forward to speak in opposition to the petition.
